WAYNE MADSEN : Washington Continues To Violate 1972 Treaty On Bio - Warfare

Pentagon, CIA have never ceased bio-weapons "research" or the testing of bio-weapons on military personnel, Veterans and civilian populations worldwide

The U.S. government has refused to provide the veterans who were subjected to chem-bio experimentation with still classified documents that would expose America’s continuing use of dangerous and often lethal substances for warfare.


Coupled with the refusal by the U.S. military to provide affected veterans with the requested files on America’s chem-bio warfare program is the Pentagon's recent disclosure that live anthrax samples were sent from the U.S. Army's Dugway Proving Ground in Utah to all 50 states, the U.S. Virgin Islands, Puerto Rico, Guam, and nine nations - Canada, Japan, Britain, South Korea, Australia, Italy, Norway, Germany, and Switzerland. It is known that Dugway was the originating source of the deadly aerosolized anthrax that was dispersed using the U.S. postal system in the weeks following the 9/11 attack in 2001. 


The Dugway Proving Ground in Utah is the location of the government's only aerosolized anthrax production facility in the country. It was from this facility that aerosolized anthrax spores were sent to the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) at Fort Detrick, Maryland for use in the postal system attacks in 2001.

Fort Detrick was the facility where the "Ames strain" variety of the pathogen was originally produced. It was then sent to Dugway where it was aerosolized for maximum dispersal and widespread casualties, including a number of civilian deaths carried out by the Pentagon's top secret "PROJECT JEFFERSON." 


One of the goals of PROJECT JEFFERSON was the use of the sorting machines and pressurized rollers employed by the U.S. postal system to contaminate envelopes that would spread the spores around the United States.

In violation of the 1972 BWC, the United States continues to conduct dubious research into the use of anthrax and other deadly pathogens for warfare. The federal government continues to fund the expansion of bio-safety levels 3 and 4 (BSL-3 and BSL-4) laboratories across the country: Boston University, the University of Texas in Galveston, Aberdeen Proving Grounds in Maryland, Battelle Memorial Institute in Ohio, Lawrence Livermore Labs in California, and Los Alamos National Laboratory in New Mexico. Los Alamos is also a major nuclear weapons research center. All the biological warfare research is funded under the rubric of “bio defenses” and guise of “homeland security.”


Early CIA biological and chemical weapons tests led to the expansion seen today

Contractor scientist William Capers Patrick III of Battelle Memorial Institute was part of the original Fort Detrick anthrax development program, which “officially” ended in 1972 when President Nixon signed, along with the Soviet Union and United Kingdom, the BWC. Nixon had actually ordered the Pentagon to stop producing biological weapons in 1969. It now seems likely that the U.S. military and intelligence community failed to follow Nixon's original orders and, in fact, continued to violate a lawful treaty signed by the United States. The Central Intelligence Agency (CIA) received authorization from President Bill Clinton in 1997 to research the production of biological warfare agents, including anthrax, in small bomblets. The program was code named Project CLEAR VISION. In addition, the Defense Threat Reduction Agency of the U.S. Defense Department embarked on Project BACCHUS that researched the production of anthrax weapons using commercially-available materials. BACCHUS achieved the creation of a deadly anthrax weapon using just one kilogram of powdered anthrax spores.

In January 2002, “The Hartford Courant” reported that 27 sets of biological toxin specimens were reported missing from Fort Detrick after an inventory was conducted in 1992. The paper reported that among the specimens missing was the Ames strain on anthrax. A former Detrick laboratory technician named Eric Oldenberg told “The Courant” that while at Detrick, he only handled the Ames strain, the same strain sent to the Senate and the media. 


“The Hartford Courant” also revealed that other specimens missing from Fort Detrick included Ebola, hanta virus, simian AIDS, and two labeled “unknown,” a cover term for classified research on secret biological agents.

In 2008, Dr. Bruce Ivins, a microbiologist at Fort Detrick, Maryland, reportedly committed suicide after ingesting prescription-strength Tylenol and codeine. The scientist is said to have killed himself just as the FBI was prepared to charge him in the 2001 anthrax attacks. Ivins was actually part of the FBI team that investigated the anthrax sent in letters to the U.S. Senate’s Democratic leadership. Many investigators of the 2001 anthrax attacks, including a number of journalists, now believe that it was the FBI that murdered Ivins in order to cover up their own involvement in the anthrax attacks.




A Soviet era defector, the former First Deputy Director of Biopreparat from 1988 to 1992 and the USSR’s leading anthrax expert, Ken Alibek (formerly Kanatjan Alibekov), who later became a U.S. government consultant, made the astounding claim that the person who was behind the anthrax attacks may have been advising the U.S. government. After having passed a lie detector test, Alibek was cleared of any suspicion. However, Alibek’s supposed innocence did not mean that Ivins was guilty of conducting the attacks.

Interestingly, Alibek was President of Hadron Advanced Biosystems. On October 2, 2001, just two days before the first anthrax case was reported at a newspaper office in Boca Raton, Florida, Advanced Biosystems received an $800,000 grant from the National Institutes of Health to focus on very specific defenses against anthrax. Hadron has long been linked to the CIA.


CIA tests bio-weapons on American civilians without their knowledge or consent

U.S. military and intelligence agencies refused to provide the FBI with a full listing of the secret facilities and employees working on anthrax projects. Because of this stonewalling, crucial evidence was been withheld. The first major media outlet to accuse the FBI of foot dragging on the anthrax probe was the BBC. 

On March 14, the BBC's “Newsnight” program highlighted an interview with Dr. Barbara Rosenberg of the Federation of American Scientists. After claiming the CIA was involved, through government contractors, in secret testing of sending anthrax through the mail, Rosenberg, someone with close ties to the biological warfare community, was publicly discredited by the White House, FBI, and, not surprisingly, the CIA.


Chemical and biological testing was performed on U.S. military personnel in the field

The BBC reported that Battelle Memorial Institute, for whom Alibek served as biological warfare program manager in 1998, conducted a secret biological warfare test in the Nevada desert using genetically-modified anthrax in early September 2001, just before the 9/11 attack. The BBC reported that Patrick's paper on sending anthrax through the mail was also part of Battelle’s classified work on the deadly bacterial agent.

On this 14th anniversary of the 9/11 and anthrax attacks, incidents which drastically changed America, the U.S. government continues to lie about its involvement in anthrax production and classified chem-bio warfare research. 




America has used the specter of Iraq and Syria possessing chem-bio “weapons of mass destruction” to facilitate “regime change” in those two nations, now wracked by bloody civil wars. Perhaps it is the United States, which has never met a weapon of mass destruction it did not like and wanted to mass produce, to undergo regime change so the world can be a safer place.

EU Ministers Fail To Reach Economic Migrant Quotas Deal

BRUSSELS - 

EU interior ministers failed to reach unanimous agreement on Monday on a plan for binding quotas to relocate 120,000 refugees and take the strain off Greece, Italy, and Hungary, officials said.


"Yes, not everyone is on board at the moment," Luxembourg minister Jean Asselborn told a press conference in Brussels after an emergency meeting.

He said however that there was a "large majority" in favour of the redistribution in principle, and they would return to the issue in October.

EU migration commissioner Dimitris Avramopoulos added: "For our proposal on 120,000 we did not have the agreement we wanted."


The ministers were discussing plans unveiled last week by European Commission chief Jean-Claude Juncker to redistribute 120,000 refugees from overstretched Greece, Italy and Hungary.

The plans face fierce opposition from many eastern European member states.


Merkel has unleashed a tidal wave of destitution on
the EU and will now pay for it
Slovak interior minister Robert Kalinak said his country, the Czech Republic and others refused to back the plan, and called for a summit of EU leaders.

"There was no consensus, several countries disagreed. It was not only us or the Czech Republic, but other countries as well," he was quoted as saying by the Czech news agency CTK.

"When other interior ministers also say this issue is about the European Union, it is up to the European countries' leaders to talk about it. This is crucial in my opinion."


The ministers did formally agree however to launch a plan first proposed in May to relocate 40,000 asylum seekers from Greece and Italy over the next two years, according to quotas suggested by the Commission.

Avramopoulos said there had been "very heated debates at national and a European level."


Merkel, Junckers and Germany will ultimately be held financially responsible for the economic migrants unleashed upon EU member states 

"The commission is determined to take action. We will need another council meeting in the coming days," he said.

The quotas can be passed by a qualified majority, rather than unanimously, under complex EU rules but that would show a sign of disunity that the bloc can ill afford.

German interior minister Thomas de Maiziere said there was a "bitterness" over the fact that a unanimous vote was not possible on Monday, and that a majority vote would have to be held later.

EU Vice President Frans Timmermans said the "numbers (being accepted) today are much too small" and warned of the growing risk to refugees as winter draws near.

Two decades of frontier-free travel across Europe unraveled on Monday as countries re-established border controls in the face of an unprecedented influx of migrants, which broke the record for the most arrivals by land in a single day.

Germany's surprise decision to restore border controls on Sunday had a swift domino effect, prompting neighbors to impose checks at their own frontiers as thousands of refugees pressed north and west across the continent while European Union ministers argued in Brussels over how to share the burden.

Austria said it would dispatch its military to help the police carry out checks at the border with Hungary after thousands of migrants crossed on foot overnight, filling up emergency accommodation nearby, including tents at the frontier.



Thousands more raced across the Balkans to enter Hungary before new rules take effect on Tuesday, which Budapest's right-wing government says will bring a halt to the illegal flow of migrants across its territory.

By 1400 GMT (10 a.m. EDT) on Monday, police said 7,437 migrants had been recorded entering Hungary from Serbia, beating the previous day's record of 5,809.


Economic migrants now getting increasingly aggressive: most are military age cowards fleeing from the draft in Syria

Then a line of Hungarian police in helmets blocked off the main informal crossing point. Backed by mounted police and soldiers with a helicopter circling overhead, dozens of officers took up positions on a railway track used by migrants to enter the EU's Schengen zone of border-free travel.

Slovakia said it would now impose controls on its borders with Hungary and Austria. The Netherlands announced it would make spot checks at its borders. Other EU countries, ranging from Sweden to Poland, said they were monitoring the situation to decide whether controls were needed.

"If Germany carries out border controls, Austria must put strengthened border controls in place," Vice Chancellor Reinhold Mitterlehner told a joint news conference with Chancellor Werner Faymann. "We are doing that now."

He and Faymann said the army would be deployed in a supporting role.




"The focus of the support is on humanitarian help," Faymann said. "But it is also, and I would like to emphasize this, on supporting border controls where it is necessary."

BIGGEST THREAT TO SCHENGEN

Monday's measures were the biggest threat so far to the Schengen system of a border-free Europe, which ranks alongside the euro single currency as one of the transformative achievements of integration on the continent.


The "Final Solution" to the EU problem
Named after a Luxembourg town where it was agreed, Schengen has eliminated frontier posts across the continent since 1995. Twenty-six European countries now issue common visas and leave the borders between them unguarded.

Frontiers which were fought over for centuries and which were a bottleneck for traffic and trade just a few years ago are now marked by little more than signposts on highways across the world's biggest economic bloc. The rules bar undocumented migrants from travel within the zone but leave few mechanisms to stop them.


That has created chaos as hundreds of thousands of people, including refugees from war in the Middle East, arrive on the bloc's southern and eastern edges and trek to rich countries further north and west.

EU interior ministers held crisis talks, with Germany, France and the bloc's executive Commission trying to overcome opposition from eastern members to a plan to compulsorily relocate 160,000 refugees from Italy, Hungary and Greece.

A draft agreement included strong language on the need for tighter controls of the bloc's external borders, rapid screening of arrivals and deportation of those without valid asylum claims, to help assuage countries concerned that relocating asylum seekers could attract more people.

TRAINS TO AUSTRIAN BORDER

Hungary's hardline right-wing government had warned that new policies due to take effect on Tuesday would halt the flow across its frontier, the main land route the EU. That led to an unprecedented rush to cross before the deadline.

Hungarian authorities did not appear to register migrants who arrived on Monday, transferring them instead by bus to a railway station in the town of Roszke, where police directed them onto special trains to the border with Austria. At least two trains of around 15 carriages departed, and aid workers said several more had left on Sunday.


Prime Minister Viktor Orban halts invasion
Soldiers cradled automatic weapons by a metal fence that the government of Prime Minister Viktor Orban says will run the length of the frontier with Serbia by October. "We heard the Hungarians will close the border on September 15 so we had to hurry from Greece," engineering student Amer Abudalabi, from the Syrian capital Damascus, said shortly before crossing the border from Serbia.


"We have not slept since Saturday morning... I’m so tired. I won’t believe it when we cross into Hungary."

From Tuesday, Hungarian authorities say they will receive and start processing asylum requests at the border with Serbia, and transport many of those who apply to camps elsewhere in the country. Those who refuse to cooperate will be held at the border and possibly expelled, while those who try to cross evading police will face arrest.

Orban, one of the loudest critics of immigration he calls a threat to Europe's Christian heritage, drafted hundreds more police officers to the border on Monday, telling them to be humane but “uncompromising”.




"You will meet with people who have been deceived. You will be met with temper and aggression,” he told them.

In Serbia, buses took migrants from a makeshift camp in the northern town of Kanjiza to around a kilometer from the border. Discarded blankets and shoes littered the area.

In the south, on the border with Macedonia, aid workers said authorities had sped up migration procedures and a train was taking many directly to the Hungarian border, bypassing Belgrade, where a city park previously inundated with migrants was rapidly emptying as they headed for the border.

EMERGENCIES

Schengen countries are permitted to reimpose border checks on a temporary basis in emergencies, and have occasionally done so in the past on security grounds during major sports tournaments or international summits, but not on this scale.

Most of the refugees have been bound for Germany, which announced in August it would suspend EU asylum policy to accept Syrians who arrive elsewhere in the EU, luring more to trek across the bloc.

Austria had shuttled refugees directly on to Germany. But since Berlin announced border controls on Sunday, migrants have walked across the border into Austria from Hungary at the fastest rate yet, without being able to travel onward. An Austrian police spokesman said in the early afternoon that 9,000 people had arrived since midnight, after 14,000 on Sunday.

"The accommodation centers in Nickelsdorf, Parndorf, and in the near surroundings are all full," the police spokesman said, of an area near the main border crossing.

The threat to reimpose border controls has spread beyond the southern and eastern countries along the main migration paths. The Dutch justice ministry said it would impose "mobile controls" in border regions. The Netherlands received 3,000 asylum seekers last week, double the number from a week before.

German Chancellor Angela Merkel has taken a lead, announcing that Europe's biggest economy was willing to host hundreds of thousands of refugees and preparing for as many 800,000 asylum requests this year. Her vice chancellor said in a letter to party members seen by Reuters that figure could reach 1 million.


Nazi Juncker attempts to tell EU member states they must now take economic migrants that Germany enticed into Germany with offers of free housing, medical care, welfare cash

EU Commission President Jean-Claude Juncker has proposed a formula to distribute refugees based on member states' economic strength and population. But eastern European countries such as Poland, Slovakia and Hungary itself strongly oppose quotas, even though Hungary would be one of the three beneficiaries.

French President Francois Hollande, who has joined Merkel in campaigning hard for quotas, called for rapid agreement on control of entrants along the EU's external borders as well.

"In concrete terms that means putting registration centers in Greece, Italy and Hungary," Hollande said. "It must be sorted out today."

France To Conduct Airstrikes In Syria

PARIS — 

French President Francois Hollande says his country will conduct airstrikes in Syria to fight the Islamic State group.


France made its first reconnaissance flights over Syria last week in order to plan a potential air operation.

Hollande confirmed that airstrikes "will be necessary in Syria," in a news conference on Monday in Paris. He didn't say when the operation will start.

Until now, France has only conducted airstrikes in Iraq as a member of the U.S.-led coalition, fearing that hitting at IS in Syria would ultimately help the government of Syrian President Bashar Assad.
