"Pivot" Insanity : Why U.S. Goading China?

Obama determined to start WWIII on his watch, be it in Ukraine, the Middle East or China

U.S. Secretary of Defense Ashton Carter is willing to risk a war with China in order to defend “freedom of navigation” in the South China Sea. Speaking in Honolulu, Hawaii on Wednesday, Carter issued his “most forceful” warning yet, demanding “an immediate and lasting halt to land reclamation” by China in the disputed Spratly Islands.


Carter said: “There should be no mistake: The United States will fly, sail, and operate wherever international law allows, as we do all around the world.” He also added that the United States intended to remain “the principal security power in the Asia-Pacific for decades to come.”

In order to show Chinese leaders “who’s the boss”, Carter has threatened to deploy US warships and surveillance aircraft to within twelve miles of the islands that China claims are within their territorial waters. 


Not surprisingly, the US is challenging China under the provisions of the UN Convention on the Law of the Sea, a document the US has stubbornly refused to ratify. But that’s neither here nor there for the bellicose Carter whose insatiable appetite for confrontation makes him the most reckless Sec-Def since Donald Rumsfeld.

So what’s this really all about? Why does Washington care so much about a couple hundred yards of sand piled up on reefs reefs in the South China Sea? What danger does that pose to US national security? And, haven’t Vietnam, Taiwan and the Philippines all engaged in similar “land reclamation” activities without raising hackles in DC?

Of course, they have. The whole thing is a joke. Just like Carter’s claim that he’s defending the lofty principal of “freedom of navigation” is a joke. China has never blocked shipping lanes or seized boats sailing in international waters. Never. The same cannot be said of the United States that just recently blocked an Iranian ship loaded with humanitarian relief–food, water and critical medical supplies–headed to starving refugees in Yemen. 

Of course, when the US does it, it’s okay.


The point is, Washington doesn’t give a hoot about the Spratly Islands; it’s just a pretext to slap China around and show them who’s running the show in their own backyard. Carter even admits as much in his statement above when he says that the US plans to be “the principal security power in the Asia-Pacific for decades to come.” China knows what that means. It means “This is our planet, so you’d better shape up or you’re going to find yourself in a world of hurt.” That’s exactly what it means.

So let’s cut to the chase and try to explain what’s really going on, because pretty soon no one is going to be talking about Ukraine, Syria or Yemen because all eyes are going to be focused on China where our madhatter Secretary of Defense is trying to start a third world war.

Here’s the scoop: Washington has abandoned its China policy of “containment” and moved on to Plan B: Isolation, intimidation and confrontation. In my opinion, this is why the powerbrokers behind Obama dumped Hagel. Hagel just wasn’t hawkish enough for the job. They wanted a died-in-the-wool, warmongering neocon, like Carter, who is, quite likely, the most dangerous man in the world.

Carter’s assignment is to implement the belligerent new policy of incitement and conflict. 

His actions will prove to the skeptics that Washington is no longer interested in integrating China into the US-led system. 

Rather, China has become a the biggest threat to Washington’s plan to pivot to Asia. 


And, just to remind readers how important the pivot is to America’s future, here’s an Obama quote I lifted up from Tom Engelhardt’s latest titled “Superpower in Distress”:

“After a decade in which we fought two wars that cost us dearly, in blood and treasure, the United States is turning our attention to the vast potential of the Asia Pacific region….As we end today’s wars, I have directed my national security team to make our presence and mission in the Asia Pacific a top priority.”

The so called pivot is Washington’s “top priority”, which means that China’s unprecedented ascendency must be slowed and its regional influence curtailed.

Thus, the dust up over the Spratly Islands will be used in the same way the US has used other incidents, that is, by demonizing China’s leaders in the media, by assembling a coalition that will publicly oppose China’s activities, by implementing harsh economic sanctions, by launching asymmetrical attacks on China’s currency and financial markets, by excluding China from critical trade agreements, and by inciting social unrest (color-coded revolution) through the support of dissidents living in China.

These are the all-too-familiar signs of US meddling directed at “emerging rivals” who threaten US global hegemony. 

China now finds itself at the top of the list.

US powerbrokers know that bullying China involves significant risks for themselves and the world. 

Even so, they have decided to pursue this new policy and force a confrontation. 

Why? Why would they embark on a strategy so fraught with danger?


The answer is: They don’t see any way around it. They’ve tried containment and it hasn’t worked. China’s growing like crazy and its regional influence threatens to leave the US on the outside looking in. Carter even admitted as much in a recent speech he gave at the McCain Institute at Arizona State University. He said: “We already see countries in the region trying to carve up these markets…forging many separate trade agreements in recent years, some based on pressure and special arrangements…. Agreements that…..leave us on the sidelines.

That risks America’s access to these growing markets. We must all decide if we are going to let that happen. If we’re going to help boost our exports and our economy…and cement our influence and leadership in the fastest-growing region in the world; or if, instead, we’re going to take ourselves out of the game.”




See? It’s all about markets. It’s all about money. Here’s more from Carter’s speech: (The) ” Asia-Pacific…is the defining region for our nation’s future”… “Half of humanity will live there by 2050″ and that “more than half of the global middle class and its accompanying consumption will come from that region.”….”There are already more than 525 million middle class consumers in Asia, and we expect there to be 3.2 billion in the region by 2030…President Obama and I want to ensure that… businesses can successfully compete for all these potential customers. ….Over the next century, no region will matter more… for American prosperity.”

This is why the Obama administration is making a general nuisance of itself in the South China Sea. It’s so the big US mega-corporations will have new customers for their IPADs and toaster ovens.

For that, they are willing to risk a nuclear war.

Child Sex Abuse Claims Shake UN As Revelations Continue

The boys said they approached the French soldiers because they were hungry. Some were so young they didn't quite understand the acts the soldiers demanded in return. One boy, 8 or 9 years old, said he did it several times to the same soldier, "until one day an older kid saw him and told him what he was doing was bad."

Another boy, 9, said he thought the soldiers had been urinating.

U.N. investigators heard such stories of sexual abuse from several boys in May and June 2014 in Central African Republic, where French soldiers were protecting a sprawling displaced persons camp in the conflict-torn capital, Bangui.

One year later, revelations about how the U.N. handled the boys' accounts have horrified people both inside and outside the world body. 


Statements marked "strictly confidential" have shown that its top human rights officials failed to follow up for several months on the allegations their own office had collected.

On Saturday, the high commissioner for human rights, Zeid Raad al-Hussein, said his office was sending a team to Central African Republic to look into what the statement called "possible further measures to address human rights violations," including sexual violence. The office also will ask "concerned states" what they have done to investigate them and prosecute anyone.

No arrests have been announced, and it's not clear where the accused soldiers, who were supporting a U.N. peacekeeping force, are now. The U.N. seems unable to say when the abuses stopped, or how long it continued to investigate.

On Friday, more documents were released by a non-governmental organization run by two former U.N. staffers that's calling for an independent investigation into the case. The documents show U.N. officials scrambling not so much to help a French inquiry into the allegations but to investigate the human rights staffer who told French authorities in the first place.

A separate report with the children's allegations, obtained by The Associated Press, says the first account was heard May 19 by a human rights staffer and a UNICEF child protection officer. The interviews continued through June 24. A Geneva-based human rights staffer shared the report with French authorities in July.

The boys' accounts are simple and stark. An 11-year-old said he had gone "looking for empty wrappings to play with" when a French soldier first called him over, later giving the boy food and a little money in exchange for oral sex. Another boy, 9, "had been severely beaten by his mother when he told her what had happened."

A UNICEF spokeswoman did not immediately respond to questions Friday about how the children's agency reported the allegations, and to whom.

The case has exposed a glaring weakness in a world body that considers human rights one of its three main pillars: It has no specific guidelines on how to handle allegations of child sexual abuse, and no requirement for immediate, mandatory reporting.

Even when French gendarmes showed up at the U.N. peacekeeping mission in Bangui to investigate the allegations — the report shared with French authorities is on the mission's letterhead — they were told they had to go through proper U.N. channels and talk to the human rights office in Geneva instead.

That was in August. At the end of March, the U.N. finally handed France a redacted copy of the same report they already had. The U.N. says the report first given to the French included the names of the children and witnesses and was a breach of protocol.

The children's allegations didn't make their way to top officials at U.N. headquarters in New York for months. On Friday, U.N. peacekeeping chief Herve Ladsous told reporters he first heard about them this spring. When asked why the mission in Central African Republic didn't alert his office in New York right away, he said, "Some reporting lines maybe didn't function."

The NGO that on Friday released internal U.N. documents related to the case, AIDS-Free World, called for an independent investigation into the way the allegations were handled from the start.

"The grim reality is that those with experience within the U.N. system are unlikely to be surprised," its statement said. "They know that this is not an unusual case; it is simply one that has come, partially, to light."

A spokesman for the U.N. human rights office did not comment Friday. The spokesman for the U.N. secretary-general, Stephane Dujarric, told reporters that the documents "may or may not be authentic."

It is not clear whether a U.N. commission of inquiry on Central African Republic looked into the child sexual abuse allegations. It has said that because of limited resources it focused on incidents involving alleged deaths.

The commission's final report in December suggests that the U.N. secretary-general report alleged violations by all peacekeepers in Central African Republic, regardless of whether they are part of a U.N. mission.

But on Friday, his spokesman said the secretary-general only heard of the child sexual abuse allegations this spring.

Among the documents released Friday is a March 24 statement by the human rights staffer who interviewed the children. The statement is for the U.N. investigation into what it calls the "leak" to French authorities.

Between September and March, the staffer says, she didn't hear anything about the case.

But she offers, "I still have all the notes I took of the interviews if they would be of any help."

Judicial Watch obtained a declassified 2012 Pentagon intelligence reportanticipating ISIS (the Islamic State - IS) emerging from US support for Al Qaeda and other takfiri terrorists.

It predicted what happened, saying "(i)f the situation unravels there is the possibility of establishing a declared or undeclared salafist principality in eastern Syria…and this is exactly what the supporting powers to the opposition want, in order to isolate the Syrian regime, which is considered the strategic depth of the Shia expansion (Iraq and Iran)."

It anticipated "dire consequences" for Iraq - including the fall of Mosul and Ramadi, saying:

An "ideal atmosphere" was created "for AQI (Al Qaeda in Iraq) to return to its old pockets in Mosul and Ramadi."


"ISI (Islamic State of Iraq) could also declare an Islamic state through its union with other terrorist organizations in Iraq and Syria, which will create grave danger in regards to unifying Iraq and the protection of its territory." 

Supporting powers include Washington, Turkey, other rogue NATO partners, Gulf states and Israel.




They created and supported takfiri terrorist groups to destabilize Syria, establish a "Salafist Principality," and isolate the Assad government in an attempt to topple it.

According to former UK counterterrorism intelligence officer Charles Shoebridge:

"Given the political leanings of the organisation that obtained these documents, it’s unsurprising that the main emphasis given to them thus far has been an attempt to embarrass Hillary Clinton regarding what was known about the attack on the US consulate in Benghazi in 2012."

He admitted getting $600 per recruit. They're trained in Turkey, Jordan, Saudi Arabia, and Qatar.


Vice President Joe Biden admitted involvement of US allies in supporting IS and other takfiri terrorists, saying:

Turkey, Saudi Arabia and the UAE were "so determined to take down Assad" that they supported a "proxy Sunni-Shia war (by supplying) hundreds of millions of dollars and tens of thousands of tons of weapons" for anyone willing to fight his government.

Nations America targeted post-9/11 remain cauldrons of violence, chaos and instability. US strategy relies on it to advance its imperial agenda.

The Invention of Capitalism is about the origin of an economic concept known as “primitive accumulation.” Marx defined primitive accumulation as the process by which precapitalist modes of production, such as feudalism and chattel slavery, are transformed into the capitalist mode of production. Using the term somewhat differently, Perelman describes it as the brutal process by which government denies peasants the means of subsistence to force them into wage labor.

Tracing the rise of capitalism in the 18th and 19th century, the Invention of Capitalism also studies the origin of the concept in the work of classical economists, such as Adam Smith, Ricardo and Malthus.

Forcing Workers to Accept Wage Labor

Nearly all the 18th century economists and social philosophers seem to agree that workers never voluntarily accept wage labor so long they have alternative means of providing for themselves. 


They all acknowledge, either directly or indirectly, that it’s natural for human beings to prefer “self-provisioning,” in which they own or rent a piece of land to produce their own food, clothing, fuel and other necessities. In addition to allowing them more control over their work, there is more leisure time associated with this lifestyle, as well as strong community ties that disappear with wage labor. Unless brutal force must be applied to strip people of the ability to provide for themselves, they never voluntarily agree to wage labor.

In Britain, “primitive accumulation” was largely accomplished through the Enclosure Acts, the Poor Laws and the Game Laws. 


The Enclosure Acts drove peasants off large tracts of land they had farmed communally for thousands of years; the Poor Laws forced disposed peasants into poorhouses and workhouses; and the Game Acts denied them the right to hunt (ie poach) or gather berries, firewood etc on unoccupied land.

Capitalism developed more slowly in Scotland, France, Italy, Spain and the British colonies, where the ruling elite was less savage in stripping the peasantry of access to land. These regions enjoyed a long transition in which factory workers performed wage labor and self-provisioning simultaneously, by raising crops and chickens and engaging in spinning and other crafts in their leisure time.

The Innate Sloth and Indolence of Workers

As Perelman quite ably demonstrates, most classical economists gloss over the brutal force required to establish a successful capitalist economic system. A few of the lesser known political economists (Perelman focuses in Sir James Steuart, one of Adam Smith’s rivals) are honest about need for laws that prevent workers from self-provisioning. They blame the need for such laws on an innate tendency towards “sloth and indolence” in workers and peasants (and indigenous peoples).

Perelman devotes special attention to the Scottish economist Adam Smith and The Wealth of Nations, as well as the political economists and social philosophers who influenced Smith’s work. He also explores attitudes toward primitive accumulation in the work of Marx, Benjamin Franklin, Lenin and Mao Tse Tung. The forceful primitive accumulation that industrialized the Soviet Union and Communist China occurred much more rapidly than in Western Europe or North America. This makes the Soviet and Chinese process appear much more savage. However a close look at British history suggests they were far more brutal, especially in Ireland and the colonies, than either the Chinese or Soviets.

Yields Drop Under Commercial Agriculture

The part of the book I found most interesting concerns the drop in crop yields that occurred with the shift from labor intensive “spade labor” to commercial agriculture employing horse driven plows and eventually farm machinery. This corresponds closely with modern research showing that plowing reduces yields by destroying soil fertility. Then, as now, it’s clear that the goal of commercial agriculture isn’t to produce more food but to extract more profit from other people’s work.

A Return to Self-Provisioning

Perelman’s research seems especially significant in the face of growing unemployment and part time and casual labor. A growing number of unemployed and part time workers use their enforced leisure time to plant veggie gardens, collect rainwater, preserve their own food and make their own clothes and cleaning and beauty products. In other words, the cycle of primitive accumulation is being reversed, as more and more people leave formal employment and return to self-provisioning.
