Ukraine Must Keep Up Fight Against Corruption : Biden

Uncle Joe at it again; issues hilarious admonition from U.S. where corruption is legislated and legalised; Obama criminals continue to shower hundreds of millions on Kiev Nazis as American poor, disabled, Veterans stave and die on the streets

WASHINGTON - 

Ukraine's government needs to investigate and prosecute corruption at all levels and implement difficult political reforms to retain the support of the United States, U.S. Vice President Joe Biden said on Wednesday.

The U.S. government has given Kiev $470 million in economic assistance and signed two loan guarantees, each worth $1 billion, since pro-Western parties took office in Ukraine more than a year ago.

Another $1 billion U.S. loan guarantee has been promised by the end of the year, but is contingent on reforms, Biden said in a speech at the Brookings Institution think tank.

"Ukraine needs to use all the tools at its disposal to limit the ability of the oligarchs to abuse their market position or exert pressure on government officials," Biden said.


"So long as Ukrainian leaders keep faith with the project of reform, the United States will continue to stand with them," said Biden.

Biden's speech comes as President Barack Obama prepares to discuss the situation in Ukraine with his European counterparts at the G7 summit in Bavaria, Germany next weekend.

The United States and the European Union imposed economic sanctions on Russia after Moscow annexed Ukraine's Crimea peninsula in March 2014 and backed separatist rebels in eastern Ukraine.

The response to Russian actions has broad implications for international order, Biden said.

"China and many other nations are watching very closely how the world responds," he said.The conflict, which has killed more than 6,100 people, has tested the unity of the West and NATO, Biden said. 


He said Russian President Vladimir Putin has tried to co-opt support by "funding both right-wing and left-wing anti-systemic parties throughout Europe" as he wagers he can outlast the Ukrainian government and scare off its allies.

"President Putin sees such political forces as useful tools to be manipulated, to create cracks in the European body politic which he can then exploit," Biden said.

European Union leaders agreed in March to keep economic sanctions on Russia in place until the Minsk peace deal is implemented, a milestone that is not expected to be reached until the end of the year.




The sanctions are set to expire in July, and EU leaders must make a formal decision on extending them at the EU summit in June.

"It is my hope and expectation that when Eureopean leaders meet again at the end of June, they will renew existing sanctions until Minsk is fully implemented," Biden said.

Here is the CEO of Twitter, and their "Promoted Tweets" spiel that are nothing more than paid-for spam forced into Twitter client accounts without their knowledge or consent.

Since 2011, The 5th Estate has used it's Twitter newsfeed to disseminate news to an international audience. It was an innovation that was welcomed as it provided Independent Media coverage normally not easily attained in other venues and was immediately picked up by search engines.


In the early hours of 25 May however, we noticed the first "promotional" advertisements popping up on the newsfeed. 

As The 5th Estate does not and never has allowed commercial advertising on the bureau other than charity and cross-promotion for the published work of other Independent Media colleagues - pro bono - we were not pleased in the least to see this appearing in the middle of our newsfeed.  

Believing at first that this was simply a case of a spammer or two action was taken to remove the offensive ads and we continued to publish. We soon enough ascertained that we were wrong when spam ads began to proliferate exponentially, and soon removing them required going into the root element itself and excising the HTML code.

Not knowing yet that this was actually Twitter making these HTML entries we assumed it was the spammers themselves. The 5th Estate logged over 100 spam complaints with Twitter over the next 48 hours, with no reply.

The attack then escalated with ads from porn sites, Islamic fundamentalist radicals and religious cults piling on to the newsfeed. Readers that were unaware of what was happening not only complained but began to exit the feed.  We responded informing them that we were under a major spam attack, still not realising that it was Twitter that was behind it - even as their account "terms and conditions" expressly forbids ads and content of these types. And, Twitter is reaping monetary reward for it.

Following 24 hours of non-stop spam removal and accompanying complaints to Twitter (we have the archived log) we began retaliating against the individual spammers by re-tweeting their ads identifying them a spam generators.  

One of these spammers actually contacted The 5th Estate, and identified Twitter as the culprits. The spammer then informed The 5th Estate that his organisation had paid Twitter for the service.

"…it's a Twitter way of services it's not our problem, so stop all this texting about us, or we will mark this as abuse."

A spammer invading our newsfeed and then threatening to report The 5th Estate for abuse. The definition of insanity, which apparently now reigns at Twitter corporate.

After 48 hours, we threw in the towel, the spam kept on rolling in and it was unstoppable.

The 5th Estate then made the decision to close down the newsfeed rather than be forced to allow this egregious violation of not only our usage agreement with Twitter, but having discrediting spam appear and clog our account that we had held since 2011.

Aside from spamming, this incident has ominous implications for Independent Media news bureaus that use Twitter to disseminate the news. This is not the first time The 5th Estate has had a confrontation with Twitter, the last was over our content and our account was blocked for 72 hours before Twitter thought better of it and re-opened it following our negative coverage of them and their anti-free speech tactics.

This time, there will be no quarter. Twitter can expect nothing but negative, investigative exposure publication from The 5th Estate from this day forward.

About a year ago I wrote Ten Reasons Why Twitter Rocks It’s time to provide a counterbalance. Nevertheless, I should be honest here and admit to being a confirmed tweeter. So if anyone working for Twitter reads this, please take it as constructive criticism. Otherwise consider it to be a vintage whine. Here are 10 aspects of Twitter sulkiness:


1. It’s a jungle: I have no doubt whatsoever that there is a vast host of valuable information being injected into twitter second by second. The problem is that there is no way for you or I to mine that information in a useful way. It’s like a huge jungle filled with creatures of every size and variety making every kind of noise they can make, from screams of anguish to grunts of satisfaction. 


All the points below are variants on this theme, so I guess you could say this is the summary. But it’s really frustrating to me. We need to cut down the jungle and replace it with well farmed land. (I guess that’s not a politically wise allergy to use these days).

2. You can only broadcast: It’s true that on Twitter you can engage one other individual in private conversation, but only if you are following them and they allow you private contact. There’s no possibility of conferencing between 3 people. It means that you have to change channel if the need for conferencing arises.

3. The broadcast is ineffective: When you broadcast you have no idea who is going to read the tweet. Let’s say you’ve just had a sex change and want to announce it on Twitter. It’s the kind of thing that Twitter ought to be useful for. You really don’t want to surprise people you know with a gender switch, so a bit of forewarning goes a long way. Let’s just imagine you’ve “taken a trip to Trinidad” and had your warhead dismantled. You tweet “John is now gone, so call me Louise please” or something of that ilk and you expect everyone to get the message. But they’ll only get the message if they happen to be reading twitter at the time. It’s quite possible that no-one will get the message because they’ve all got their tweeting eyes on a hurricane in Florida.

4. You have no idea who reads your tweets: And neither in fact does Twitter. It just sucks those tweets in and sprays them out. 

You cannot mark the tweet in any way that will indicate that you want it to sit in someone’s tweet stream until it is, at least, displayed. Neither can you stop it being shown to someone who follows you, unless you go private. You have no control.




5. You have no idea what impact the tweet had. If you have a name like John Smith, it’s hopeless. Don’t even think of announcing your sex change. Even if you have a name like mine (Bloor) which is uncommon, there is no way you can track down all the tweets that mention you, because Bloor is also a district and street in Toronto, even discounting all other Bloors. So if the word’s out that “Smithy had a sex change” and it gets retweeted many times, it’s just going to create confusion. Which Smithy, which direction?

6. Twitter has no useful usage stats. I’d love to know when the best time to tweet is, but I have no idea. Let’s say I want to get the maximum coverage for something I say. I’m a marketing guy and we’re launching a new gender enhancing product. I want to know when to tweet the fact and also how many times to do it (without annoying people). Nobody has any idea about such things. It’s a crap shoot. Tweet and be damned.

7. Following is ineffective: When you follow up to about a hundred people you get a digestible tweet stream (depending on how frequently they all tweet) but beyond that it’s just a galloping thought stream. I no longer even read the full tweet stream – it’s like trying to get a drink of water by lying on your back on a raft under Niagara Falls. It’s impossible. But to follow more than one group I need to set up multiple identities and then I have to manage multiple identities. That’s hopeless. I’ve tried it. Don’t bother.

8. The hash word is hopeless: The recent enthusiastic use of the #topic (such as #3wordsaftersex or #3wordstobreakup, etc) is useless because there is no formal taxonomy that anyone can refer to. It also consumes characters in you tweet – and it’s worth making this point en passant – so does retweeting. Why not a retweet button and make the @part separate or is that too innovative for Twitter. Because of the character limitation, people have taken to dropping the # itself which defeats the purpose and increases the noise to signal ratio.

9. Long tweets need handling better. At least we got past the constraint of 140 characters (with Twitlonger) which can be a real drag because sometimes just a little more is required. And while I’m at it I may as well acknowledge the very rare appearance of the Fail Whale nowadays, which means that at least Twitter has learned something about writing software efficiently or where fry’s is so it can buy another server every now and then. Twitlonger is better than nothing, but not much. Why not just embed the Twitlonger capabiltiy.

10 Twitternesia: After about 20 days Twitter deletes every tweet you’ve made unless you marked it as memorable. This is so sad. There are many interesting people on twitter saying, on occasion, quite memorable things. It is all being gradually lost unless there’s someone deliberately collecting it. And it’s not as if it would be so hard for Twitter to provide a logging capability. Does disk space really cost that much anyway? Google give you gigabytes of it for nothing.

Twelve years after George W Bush initiated the illegal invasion of Iraq, ostensibly under the premise of preemptive self-defense, a stark majority — as many as 75% in 2014 — feel the so-called war was a mistake. 


As evidence rapidly accumulates that Bush’s yearning to launch an aggressive attack was likelier due to a personal grudge than anything else, that number will surely swell. 

This past Tuesday, the former president’s intelligence briefer lent yet more plausibility to that theory in an interview on MSNBC’s Hardball, making an admission that the Bush White House misrepresented intelligence reports to the public on key issues.



Michael Morell’s stint with the CIA included deputy and acting director, but during the time preceding the US invasion of Iraq, he helped prepare daily intelligence briefings for Bush. 

One of those briefings, from October 2002, is an infamous example in intelligence history as how not to compile a report. This National Intelligence Estimate, titled “Iraq’s Continuing Programs for Weapons of Mass Destruction”, was the ostensibly flawed intelligence cited continuously by Bush supporters as justification to pursue a war of aggression against Iraq.

However, this claim is dubious at best, and serves more as a smokescreen to lend credence to a president who was otherwise hellbent on revenge against Saddam Hussein, as evidenced in his statement a month before the report, “After all, this is the guy who tried to kill my dad.”

In the Hardball interview, host Chris Matthews asked Morell about Cheney’s notorious statement in 2003:

“We know he [Saddam Hussein] has been absolutely devoted to trying to acquire nuclear weapons. And we believe he has, in fact, reconstituted nuclear weapons.” 

The following is the conversation that ensued:

MATTHEWS: Was that true?

MORELL: We were saying—

MATTHEWS: Can you answer that question? Was that true?

MORELL: That’s not true.

MATTHEWS: Well, why’d you let them get away with it?

MORELL: Look, my job Chris—

MATTHEWS: You’re the briefer for the president on intelligence, you’re the top person to go in and tell him what’s going on. You see Cheney make this charge he’s got a nuclear bomb and then they make subsequent charges he knew how to deliver it…and nobody raised their hand and said, “No that’s not what we told him.”

MORELL: Chris, Chris Chris, what’s my job, right? My job—

MATTHEWS: To tell the truth.

MORELL: My job—no, as the briefer? As the briefer?

MATTHEWS: Okay, go ahead.

MORELL: As the briefer, my job is to carry CIA’s best information and best analysis to the president of the United States and make sure he understands it. My job is to not watch what they’re saying on TV.

Discussion continued:

MATTHEWS: So you’re briefing the president on the reasons for war, they’re selling the war, using your stuff, saying you made that case when you didn’t. So they’re using your credibility to make the case for war dishonestly, as you just admitted.

MORELL: Look, I’m just telling you—

MATTHEWS: You just admitted it.

MORELL: I’m just telling you what we said—

MATTHEWS: They gave a false presentation of what you said to them.

MORELL: On some aspects. On some aspects.

And the host pushed just a little further:

MATTHEWS: That’s a big deal! Do you agree? If they claimed they had a [nuclear] weapon, when you know they didn’t.

MORELL: It’s a big deal. It’s a big deal.


Torture at Abu Ghraib 
He’s absolutely right, of course, and even further to that point, Morell made another admission of a direct misrepresentation: “What they were saying about the link between Iraq and Al Qaeda publicly was not what the intelligence community” had found. “I think they were trying to make a stronger case for the war.” Which the administration had to do, considering no such case existed. As a matter of fact, Cheney’s statement directly conflicts with what the NIE actually stated, which is that the intelligence community only found a “[lack of] persuasive evidence that Baghdad has launched a coherent effort to reconstitute its nuclear weapons program.” 


Which is in line with the International Atomic Energy Agency report that came to the same conclusion: “[W]e have to date found no evidence that Iraq has revived its nuclear weapons program.”


All of this solidifies what former UN Secretary General Kofi Annan resolutely stated about the US invasion of Iraq in 2004: 

“I have indicated it was not in conformity with the UN charter. From our point of view and from the charter point of view it was illegal.”

The question most deserving an answer, and increasingly posed by the populace at large:


If George W Bush, Dick Cheney, and others in the administration, deliberately misled the public on false pretenses, directly contradicted intelligence information through misrepresentation, and ultimately initiated a wholly illegal invasion of Iraq that led to the deaths of well over 1 million civilian, non-combatants; WHY have they not been charged with war crimes?
