TEPCO Releases Radiation, Not Information, During Fukushima Crisis

In the chaotic early stages of the Fukushima nuclear disaster, Tokyo Electric Power Co. was preparing a last-ditch countermeasure that would have released a large amount of radiation on an unknowing public.


Masao Yoshida, the manager of the Fukushima No. 1 nuclear plant, told a government committee that dry venting was planned on March 14, 2011, to prevent rising pressure from causing the containment vessel of the No. 3 reactor to break apart, according to documents.

Venting is an emergency measure to prevent a containment vessel from rupturing and spewing huge amounts of radioactive materials into the atmosphere. 


But venting also results in the release of such substances, including radioactive iodine that can cause thyroid gland cancer, albeit at a lower level.

However, residents around the nuclear plant were never warned about the venting plan. At the time, the government had called on TEPCO and the Fukushima prefectural government not to make any announcements about the precarious situation at the No. 3 reactor to avoid panic among the public.

Under TEPCO’s manual to deal with nuclear accidents, the company is required to share as much information as possible with the central government and local municipalities about venting plans for possible evacuation and other emergency measures.

Dry venting was never carried out at the Fukushima plant, partly because an explosion at the No. 3 reactor building reduced pressure within the containment vessel. That explosion led to the release of radioactive materials, but the containment vessel remained largely intact.

Yoshida acknowledged the dry venting plan in testimony given to the government’s Investigation Committee on the Accident at the Fukushima Nuclear Power Stations. The Asahi Shimbun recently obtained a copy of Yoshida’s testimony.

In his exchanges with investigators, Yoshida described the crisis at the plant early on March 14, 2011, three days after the Great East Japan Earthquake and tsunami.

Water pumped in to cool nuclear fuel at the No. 3 reactor had dried up, and pressure was rising within the containment vessel.

TEPCO first attempted wet venting, in which steam containing gases that include radioactive materials is passed through water kept in the suppression chamber of the reactor. The measure can reduce the level of radioactive materials in the steam, but that effort failed at the Fukushima plant, according to the document.


"What are you worried about, just SMILE to beat radiation!"

At 6:23 a.m., TEPCO considered dry venting, a process that does not involve steam passing through water, at the No. 3 reactor, according to the document. Dry venting leads to the release of radioactive materials at concentrations between 100 and 1,000 times greater than through wet venting.

Shortly before 7 a.m., TEPCO conducted a simulation exercise related to dry venting, and later forecast radioactive iodine would be carried in a north-northwest direction by wind blowing from the south-southeast, the document showed.

Within three hours of dry venting, radiation levels near the district of Soma in northern Fukushima Prefecture were forecast to reach 250 millisieverts, more than double the 100-millisievert level used as a guideline for the ingesting of iodine tablets to prevent thyroid gland cancer, according to the document.

At 7:49 a.m., central government officials told TEPCO not to release information about the situation to the public. TEPCO officials later conducted another simulation about the spread of radioactive materials in the event of dry venting.

While TEPCO was still attempting wet venting, a hydrogen explosion at the No. 3 reactor building at 11:01 a.m. reduced the pressure in the containment vessel, eliminating the need for dry venting, according to Yoshida.

He told investigators he never knew about the media blackout concerning the No. 3 reactor.

Yoshida told the investigators, “Public relations officials can do whatever they want to, such as issuing press releases, but we at the plant had our hands full trying to deal with the accident.”

A TEPCO official told The Asahi Shimbun that the company had considered dry venting, but it did not make that information available to local residents.

The official simply said that when the company was studying the possibility of dry venting, it eventually became unnecessary to carry out the procedure.

Yoshida’s testimony underscores the confusion over who should inform residents about the possibility of dry venting. Such information would be vital for those concerned about possible radiation exposure who may be planning to flee the area.

As Yoshida’s testimony showed, informing the public may not be high on the list of priorities of workers trying to bring a nuclear accident under control.

Yoshida died of cancer last year.

Although more than three years have passed since the Fukushima nuclear accident started, no clear rules have been set on how to integrate measures dealing with a nuclear accident with the evacuation of local residents.

“Residents should be informed the minute consideration has begun on such an important decision as dry venting,” said Hideaki Kubori, a lawyer knowledgeable about corporate governance. “Companies have an obligation to protect the safety of residents during a serious incident.

“With the central government and TEPCO having failed to clarify responsibility even after three years, discussions should not begin on resuming operations at nuclear plants,” he said.

A police officer, a paramedic, a rabbi, a nurse and a Boy Scout leader were among at least 70 people arrested in the New York City area in recent weeks as part of a sweeping investigation into the anonymous trading of child porn over the Internet.


Immigration and Customs Enforcement, which led a five-week investigation ending last week, planned to announce Wednesday that it resulted in charges against at least 70 men and one woman. Officials call it one of the largest local roundups ever of individual consumers of child porn, and a stark reminder that they come from all segments of society.


Consuming child porn “is not something that is just done by unemployed drifters who live in their parent’s basement,” said James Hayes, ICE’s New York office. “If this operation does anything, it puts the lie to the belief that the people who do this are not productive members of society.”

Advances in technology and computer capacity have allowed child-porn collectors to more easily amass vast troves of images and to exchange files with each other directly, authorities say. The cyber dragnet resulted in the seizure of nearly 600 desktop and laptop computers, tablets, smartphones and other devices containing a total of 175 terabytes of storage.

Agents are still examining the devices to locate and catalog evidence — an arduous task that could result in more arrests. The National Center for Missing and Exploited Children also will use its analysts to review the images to see if it can identify children using databases of known victims.




“We refer to each of these images as a crime scene photo because that’s exactly what they are,” said John Ryan, the organization’s chief executive officer.

Authorities decided to launch the operation after the arrest in January of a former police chief in suburban Mount Pleasant, Brian Fanelli, who pleaded not guilty this week to federal charges of knowingly receiving and distributing child pornography. Court papers allege that Fanelli told investigators he began looking at child porn as research before it grew into a “personal interest.”


Authorities say some of the defendants had access to young children, though there were no reports of abuse. The Boy Scout leader also coached a youth baseball team. 

The rabbi home-schooled his children and others. Another person had hidden cameras used to secretly film his children’s friends.


One defendant was already on bail following his arrest last year on charges he used the Internet to direct women to record sex acts with young children. Court papers allege he “indicated the last video he had downloaded and viewed depicted a mother sexually abusing her 3- or 4-year-old child.”

With Secretary of State John Kerry set to visit Mexico this week, Lt. Col. Oliver North says he should bring back a Marine imprisoned there after accidentally entering the country with guns.

Sgt. Andrew Tahmooressi, 25, of Weston, Fla., crossed the border on April 1. He said he took a wrong turn and was unable to turn around before entering Mexico. 

He said he told Mexican border officials he had guns in his vehicle, which are legally registered in the United States, but they arrested him and he has been jailed since.

A recording of a 9-1-1 call he made after Mexican officials stopped him appears to corroborate his story.




"Sgt. Tahmooressi may be the only person the Obama administration has ever kept from entering the United States from Mexico," North said Monday on Fox News Channel's "On the Record with Greta Van Susteren." 

Van Susteren broadcast Monday's show from the U.S.-Mexico border and entered the country with Tahmooressi's mother, Jill.

Prison officials had said Tahmooressi could be interviewed by Van Susteren, she reported, but after two days of waiting, the request was denied. Jill Tahmooressi was allowed to visit her son and give him books and a second pair of pants.

North told Van Susteren he wants to see Kerry "bring the boy home" when he meets with officials there this week. Kerry "has already screwed up our foreign policy in Iran, Egypt, Syria, Israel, and Ukraine. This is his chance to get it right," North said. Tahmooressi's weapons are illegal in Mexico, and the drug wars in that country are fueled by weapons smuggled in from the United States. 


Jill Tahmooressi told Van Susteren that her son was not trying to sell the guns and had $100,000 in the bank when he was discharged from the Active Duty. He carried the guns for protection because he has an irrational fear for his safety as a result of suffering post-traumatic stress disorder from being injured in Afghanistan, she said.

His case has been taken up by a petition on WhiteHouse.gov, and California Rep. Duncan Hunter and South Carolina Sen. Lindsey Graham both have joined the effort to free Tahmooressi.

Jill Tahmooressi said she has been frustrated by the slowness of the Mexican judicial system.

"We're seven weeks [in] and nowhere," she said.

North said the Mexican bureaucracy "may well be more incompetent than our own Department of Veterans Affairs."

North Carolina Law Would Make Discussing Fracking Chemicals Illegal

North Carolina legislators are considering a bill that would make it a crime to publicly disclose toxic chemicals that energy companies use in the hydraulic fracturing process, with offenders on the hook for fines or even jail time.


Known as the Energy Modernization Act, the bill would make any unauthorized disclosure of fracking trade secrets – including the chemicals used – punishable with a Class I Felony, according to anEnergywire report.

Fracking, a gas and oil mining technique which involves injecting a mixture of sand and chemicals deep into the earth, has been blamed for contaminated drinking water, infertility, birth defects, cancer, air pollution, and other serious concerns. 


Americans opposed to fracking have not only struggled with obstacles put in place by gas and oil companies, but also with the high profits and employment that come to struggling communities along with the process.

Environmentalists have called for more transparency in the conversation over the chemicals used, although gas companies have fought back by saying that their chemicals are a trade secret and thus should be protected. Now, under the parameters of the North Carolina bill, even firefighters and individual healthcare workers could be in trouble if they openly discuss the chemicals that are injected into the ground near their home.

“The felony provision is far stricter than most states’ provisions in terms of the penalty for violating trade secrets,” Hannah Wiseman, a Florida State University assistant law professor who studies fracking laws, told Mother Jones.

If the bill, which has the backing of the state’s top Republicans, is signed into law, major corporations could be given the power to force emergency officials to sign confidentiality agreements, although the penalty for breaking that agreement is unclear.

“I think the only penalties to fire chiefs and doctors, if they talked about it at their annual conference, would be the penalties contained in the confidentiality agreement,” Wiseman went on. “But [the bill] is so poorly worded, I cannot confirm that if an emergency responder or fire chief discloses that confidential information, they too would not be subject to a felony.”


Open season:  Death to all traitors
Fracking is currently prohibited in North Carolina until the state legislature is able to agree on which regulations to impose on gas companies. 

Early proposals have already earned praise for creating some of the strictest regulations in the US, although critics have worried that the draft is being used as a distraction until state Republicans are able to devise a strategy that is more beneficial to corporations. 

The introduction of the Energy Modernization Act is already being portrayed as a step in that direction.


“Environmental groups say they favor some of the provisions [in the bill],” Energywire reported. “It would put the state geologist in charge of maintaining the chemical information and would allow the state’s emergency management office to use it for planning. It also would allow the state to turn over the information immediately to medical providers and fire chiefs.”

Public health advocates warned that such perks could turn the Energy Modernization Act into a Trojan Horse that makes testing chemicals impossible. The US Environmental Protection Agency has waded into the debate as well, announcing earlier this month that it is considering forcing major companies to disclose which chemicals are used in the fracking process.

Deborah Goldberg, a lawyer at Earthjustice, which is dedicated to protecting natural resources, toldSalon that the EPA’s involvement, and thus the possibility of more transparency, is essential.

“We want to be sure that there is some agency that actually is collecting the information about what is being used in these shale plays across the country,” she said. “The disclosure we are getting right now is pretty spotty.”
