Mother Of Jailed Marine Concerned For His Safety : MARINE CORPS COMBAT VETERAN SGT. ANDREW TAHMOORESSI REMAINS IN MEXICO PRISON NOW FOR 43 DAYS

The mother of a marine being held prisoner in Mexico for more than a month told 10News that Mother's Day was agonizing after her son was moved last week to a new prison facility.

“Honestly it's because he's in the most precarious situation,” said Jill Tahmooressi via Skype from her home in Florida. “He is held captive as a prisoner.”

A former Marine sergeant who had completed two tours in Afghanistan, Andrew Tahmooressi was moved Friday from a state penitentiary in Tijuana to a federal prison in Tecate, about 40 miles away. 

 Jill says it will be safer than the La Mesa prison where he had been during the past month.


On March 31, the 25-year old was arrested after he accidentally drove into Mexico on March 31st with three U.S. registered firearms after missing the final U-turn just before the San Ysidro Port of Entry. Tahmooressi had just moved down to San Diego to look for a job and find treatment for Post-Traumatic Stress Disorder.

Tahmooressi was arrested for bringing guns into the country and later for trying to escape.

“This is the most agonizing of all Mother's Days I've ever had,” Jill said. “But I am also faithful and so is he.”

His next court appearance is scheduled for May 28. On Monday, Rep. Duncan Hunter sent a letter to Defense Secretary Chuck Hagel requesting the U.S. suspend cooperation with the Mexican military until the issue is resolved.

Veterans Affairs Worker In Wyoming Placed On Leave in Patient Delay Scandal

A Veterans Affairs healthcare coordinator was placed on administrative leave on Friday following revelations of an email sent last year outlining a scheme for masking delayed treatment of patients at a VA medical facility in Wyoming, CBS News reported.

The report comes as Veterans Administration Secretary Eric Shinseki faces increased pressure to resign over charges his department allowed deadly delays in care at some of its hospitals for veterans.

In a statement to CBS News, Shinseki said that he had been alerted on Friday to a June 2013 email from David Newman, a registered nurse at the VA Medical Center in Cheyenne, Wyoming. Shinseki asked his agency's office of the inspector general to look into the scheme described in the email, CBS reported.


"I have also directed that the employee be removed immediately from patient care responsibilities and placed on administrative leave," Shinseki said, according to CBSNews.

"VA takes any allegations about patient care or employee misconduct very seriously," Shinseki's statement said. "If true, the behavior outlined in the email is unacceptable."

CBS News posted to its website a copy of the email that appeared to be from Newman, who worked as a telehealth coordinator at the VA Medical Center in Cheyenne. Reuters could not immediately confirm the report, and Newman could not be located for contact.

Representatives for the Department of Veterans Affairs did not immediately return calls or an email seeking comment on the report.

The message outlined a technical scheme to ensure patients were recorded as obtaining appointments within a Department of Veterans Affairs' mandated 14-day window, regardless of when an appointment was first requested or how long the patient waited, CBS News reported.




"Yes, it is gaming the system a bit," Newman wrote in the email, according to CBS. The message added that when workers exceed the 14-day measure "the front office gets very upset."


The American Legion veterans group and Republican U.S. Senators Jerry Moran of Kansas and John Cornyn of Texas have called for Shinseki to step down following reports based on whistleblowers' claims that up to 40 veterans died while waiting for appointments or specialist care at the VA hospital in Phoenix.

A congressional committee voted on Thursday to subpoena Shinseki, ordering him to produce all emails and written correspondence sent between April 9 and May 8 related to the disappearance or destruction of a secret patient wait list at the Phoenix hospital.

Shinseki has rejected calls for his resignation.

Incident Appears to be First Case of a Big U.S. Airliner Nearly Colliding With Airborne Drone

A U.S. airliner nearly collided with a drone over Florida earlier this year, a federal official said, a near miss that highlights risks posed by the proliferation of unmanned aircraft in U.S. skies.

A pilot of an American Airlines Group Inc. regional jet told officials that on March 22 he came dangerously close to a "small remotely piloted aircraft" about 2,300 feet above the ground near Tallahassee Regional Airport in Florida, said Jim Williams, head of the unmanned aircraft office at the FAA. 


Mr. Williams disclosed the incident publicly for the first time at a drone conference in San Francisco on Thursday.

American Airlines said that safety is its top priority and that it is investigating the alleged incident.

"The airline pilot said that he thought the [drone] was so close to his jet that he was sure he had collided with it," Mr. Williams said. Inspection of the aircraft later found no damage, he said, but "the risk for a small [drone] to be ingested into a passenger airline engine is very real."

Manned aircraft normally should be at least 1,000 feet apart vertically and several miles apart laterally.

The incident appears to be the first case of a big U.S. airliner nearly colliding with an airborne drone, although there have been other occasions of aircraft pilots seeing drones in flight. In March 2013, an Alitalia aircraft approaching John F. Kennedy International Airport in New York observed a drone within 200 feet, according to the Federal Bureau of Investigation. The FBI on Friday said it is still investigating that incident.

The FAA said US Airways Flight 4650 from Charlotte, N.C., a 50-seat jet, was approaching Tallahassee airport when it passed the drone, which the pilot described "as a camouflaged F-4 fixed-wing aircraft that was quite small." The drone was more similar to a model aircraft flown by hobbyists rather than a so-called quadcopter that many see as the type of unmanned aircraft with commercial potential.

The FAA said the law requires anyone flying model aircraft to notify airport operators and controllers when flying within five miles of an airport. The agency said it "is working aggressively to ensure the safe integration" of the "most complex airspace in the world," and that the process "must take place incrementally and with the interest of safety first."

It is unclear who operated the drone in the March incident, and whether it was a government or civilian group.

A Defense Department spokesman said most military drones aren't painted with camouflage, but that he had no information about the incident.

A US Airways subsidiary that flies smaller planes on shorter routes on behalf of its parent operated the jet involved in the March incident, the FAA said. US Airways is a unit of American Airlines.

The FAA said the Canadian Regional Jet 200 operated by US Airways was flying under visual flight rules, meaning the pilots would be responsible for scanning the skies to monitor and avoid other traffic, rather than air-traffic control. Visual flight rules, which are typically used during clear weather, give pilots and controllers more leeway in directing and operating aircraft. In poor weather, air-traffic controllers are more involved in directing the aircraft.

Airliners and business jets in the U.S. are also equipped with traffic-collision-avoidance systems, which show pilots other aircraft in the area. But those systems only function for aircraft with certain transponders, which are required on large manned aircraft but not on drones.

The use of drones has surged in recent years as the devices have become smaller, less expensive and easier to fly. The FAA, meanwhile, has lagged behind in setting formal rules for drone use. Many drone users have complained about the delay.

Mr. Williams's remarks stressed the safety risks of integrating unmanned aircraft into the complex U.S. aviation system. "It's important to develop solutions and answers to these questions before we risk the safety of the world's safest aviation system," he told the conference.

Mr. Williams pointed out that a flock of birds sucked into the engines of US Airways Flight 1549 in 2009 forced the pilots to land the Airbus A320 on the Hudson River in New York. "Imagine a metal-and-plastic object, especially that big lithium battery, going into a high-speed turbine engine," he said. "The results could be catastrophic."

Gretchen West, executive vice president for drone trade group Association for Unmanned Vehicle Systems International, said most drone pilots fly their aircraft safely, but with the lack of clear rules from the FAA, near misses such as the March incident are increasingly likely.

"A lot of people already fly [drones] without rules and regulation. It's almost a free for all," she said Friday. Mr. Williams "is painting a picture that this technology could threaten safety, but that goes back to the FAA. They have to come up with the rules to create a safe environment."

In the U.S., the FAA allows recreational drone users to fly under certain safety guidelines, including that the drone remain below 400 feet. The FAA has authorized more than 500 public entities such as police departments to fly drones in the U.S., but the agency has only approved two drones to fly for commercial purposes—both off the Alaska coast. Still, a flood of companies and individuals are flying unmanned aircraft for profit anyway, according to interviews with dozens of users.

"The genie is out of the bottle because people are already flying without understanding" the risk, said Marko Peljhan, chief executive of C-Astral Aerospace Ltd., a Slovenian drone maker. "It's a disaster waiting to happen."

A recent spike in a deadly virus that has swept across much of the Middle East, prompting fears of a global pandemic, was likely the result of a seasonal uptick and poor health care procedures by the government of Saudi Arabia, the World Health Organization reported on Wednesday.


"The upsurge in cases can be explained by an increase, possibly seasonal, in the number of primary cases amplified by several outbreaks in hospitals due to breaches in WHO’s recommended infection prevention and control measures," WHO said in a statement. "There is no evidence of sustained human-to-human transmission in the community and the transmission pattern overall remained unchanged."


The conclusions, made after a five-day investigative visit by a team of public health experts to Jeddah, Saudi Arabia, come as a reassurance to many who had watched as confirmed cases of the virus, which is known as Middle East Respiratory Syndrome, or MERS, rose dramatically. In April alone, the number of cases exceeded the previous two years of testing, bringing the total number of sick patients to around 500. About a third of all people infected with the disease die, according to the Centers for Disease Control, and there is no known vaccine or cure.

MERS, which was first identified in 2012, has remained relatively contained because it is difficult to spread between humans, and some observers speculated that the spike in April might be associated with a mutation in the virus that made it more contagious. But experts cautioned that a spike in cases could also be explained by a number of other factors, including a demonstrated tendency of the virus to be more active during the early spring, and a higher vigilance for testing.


"It doesn’t appear to have done that," Dr. Michael Osterholm, the director of the Center for Infectious Disease Research and Policy at the University of Minnesota, told HuffPost last week of the possibility of a deadly mutation. "If it had, we might expect to see more efficient human-to-human transmission, including in areas outside of Saudi Arabia."

This was reinforced by WHO's new study, which stated, "Current evidence does not suggest that a recent increase in numbers reflects a significant change in the transmissibility of the virus." It suggested that much of the spike was also due to infections caught directly from camels, the animal that is believed to have introduced the virus into humans.

But doctors say that isn't the end of the road for MERS. With every new infection, the danger of a deadly mutation increases, along with the possibility that the next season's outbreak will be much deadlier than the one before. And as long as Saudi health care measures are lax, the risk of a further outbreak linger.



"With a virus like this, you have to view this as a journey, not a yes or no event," Osterholm said. "This is a very fluid situation. Don't be surprised if we suddenly start to see it go away -- just be aware that it will come back next spring."
