Senate Leaders Call To Lift Oil Export Ban

Murkowski sees personal riches on horizon -  Congress traitors to benefit as Americans pay record gas prices; White House criminals insist oil prices result of U.S. "national security" oil "shortage"

WASHINGTON (UPI) --

With proven U.S. crude oil reserves increasing, Senate leaders said it was time to lift a 1970s era ban restricting crude oil exports.

The U.S. Energy Information Administration reported proved crude oil reserves in 2012 reached 33 billion barrels, 15 percent more than the previous year and the fourth consecutive year for an increase.

Sens. Mary Landrieu, D-La. and Lisa Murkowski, R-Alaska, called on EIA Administration Adam Sieminski to consider lifting an export ban imposed in response to the Arab oil embargo in the 1970s.


Of particular interest were the economic impact of keeping the ban in place, how competitive U.S. crude oil would be on the global market and what logistics were needed to reverse the ban.

"You know better than most the true magnitude of the North American energy renaissance," they said in their Friday letter to Sieminski.

Murkowski, ranking member of the Senate Energy and Natural Resources Committee, heard testimony in January about the prospects of exporting more crude oil. 
 
 
 
Industry officials said exposing U.S. crude oil to a global market would expose the economy to more overseas shocks.

There was no EIA comment on the oil export request.

White House Confirms CIA Director Visited Ukraine Over Weekend

White House spokesman Jay Carney confirmed that CIA Director John Brennan visited Ukrainian capital Kiev over the weekend and met with high-ranked Ukrainian officials. 
 
 
Brennan tries to shore up failed CIA fascist coup in Ukraine
Previously, deposed Ukrainian President Viktor Yanukovich accused Brennan of ordering a crackdown on pro-Russian activists in the east of the country.

The CIA had already dismissed these accusations as "completely false", but did not disclose whether its chief had actually been to Kiev - until now. 
 
 


"We don't normally comment on the CIA director's travel but given the extraordinary circumstances in this case and the false claims being leveled by the Russians at the CIA we can confirm that the director was in Kiev as part of a trip to Europe," White House spokesman Jay Carney told reporters.

Russia's Foreign Minister Sergey Lavrov had also demanded an explanation about the nature of the visit.

"Senior level visits of intelligence officials are a standard means of fostering mutually beneficial security cooperation including U.S.-Russian intelligence collaboration going back to the beginnings of the post-Cold War era," Carney explained.

"U.S. and Russian intelligence officials have met over the years. To imply that U.S. officials meeting with their counterparts is anything other than in the same spirit is absurd."


In an interview aired on Russian state television on Sunday, Yanukovich, who has been in southern Russia since fleeing Ukraine in February, said that Brennan had “sanctioned the use of weapons and provoked bloodshed."

“The US bears its share of responsibility for starting a civil war in Ukraine, not only through diplomatic influence, but its security forces, which do not only meddle, but issue orders,” said the Ukrainian politician.

On Monday, Aleksandr Yakimenko, the head of Ukraine's security service, the SBU, during Yanukovich's term went one step further, and said that his successor, Valentin Nalivaychenko, is a double agent working for the CIA.

"Nalivaychenko was recruited by the US when he was Ukraine's Consul General in Washington [2001-2003]," said Yakimenko, for whom an arrest warrant has been issued in Kiev since he left the country last month, while speaking to Russia's Channel One.

"The US is currently creating a sort of controlled chaos that is helping to blow up the bridges between Russia and Ukraine."

Acting President Aleksandr Turchinov has announced that “an anti-terrorist operation” will be carried out against armed protesters, who have occupied government buildings in the Russian-speaking east of the country.

Gunfire has already been exchanged in the provincial city of Slavyansk, resulting in the death of at least one Ukrainian soldier. 
 
 


Turchinov insists that the protesters are led and funded by Russian security services, and says that Moscow is executing "the Crimean scenario" that will lead to the secession of eastern territories from Ukraine. He has requested a UN intervention in the region.

Russia has amassed tens of thousands of well-equipped troops near the Ukrainian border in addition to the 25,000 troops it recently moved into Crimea, which Moscow seized last month, according to Britain's UN ambassador. 
 
 
''Satellite images show that there are between 35,000 and 40,000 Russian troops in the vicinity of the border with Ukraine equipped with combat aircraft, tanks, artillery and logistical support units,'' Ambassador Mark Lyall Grant said.

''This is in addition to the 25,000 Russian troops based illegally in Crimea,'' Lyall Grant added in his speech during an emergency meeting of the UN Security Council on Ukraine. 
 


Ukraine has given pro-Russian separatists a Monday morning deadline to disarm or face a ''full-scale anti-terrorist operation'' by its armed forces, raising the risk of a military confrontation with Moscow.

Angered by the death of a state security officer and the wounding of two comrades near the flashpoint eastern city of Slaviansk, acting president Oleksander Turchinov gave rebels occupying state buildings until 9am today (NZT 6pm) to lay down their weapons.

The deadline passed with no signs of the rebels complying, a Reuters witness said.

A Reuters correspondent said a Russian flag still flew over police headquarters as of 9 a.m. local time on Monday, one of two buildings taken over by the separatists, while masked men continued to man barricades of sandbags in front of it.

He blamed Russia, which annexed Ukraine's Crimea region when Moscow-backed former president Viktor Yanukovich fled after months of pro-Western protests, for being behind the rash of rebellions across Russian-speaking towns in eastern Ukraine.

''We will not allow Russia to repeat the Crimean scenario in the eastern regions of Ukraine,'' Turchinov said. 
 


Russia's foreign ministry called the planned military operation a ''criminal order'' and said the West should bring its allies in Ukraine's government under control.

''It is now the West's responsibility to prevent civil war in Ukraine,'' the ministry said in a statement.

TOP LEVEL DIPLOMACY

A United Nations Security Council diplomat said that the council would meet today (NZT 1am Tuesday) in New York at Russia's request. Another diplomat said negotiations were under way on Ukraine's participation.

Earlier, the American ambassador to the UN, Samantha Power, said on ABC's This Week that the latest events in Ukraine bore ''the telltale signs of Moscow's involvement''.

''The president has made clear that, depending on Russian behaviour, sectoral sanctions in energy, banking, mining could be on the table, and there's a lot in between,'' she added.


With East-West relations in crisis, Nato described the appearance in eastern Ukraine of men with specialised Russian weapons and identical uniforms without insignia - as previously worn by Moscow's troops when they seized Crimea - as a ''grave development''.

Ukraine has repeatedly said the rebellions were inspired and directed by the Kremlin. But action to dislodge the armed militants risked tipping the stand-off into a new, dangerous phase as Moscow has warned it would protect the region's Russian-speakers if they came under attack. 
 
 
CIA blowback could destroy EU
One Ukrainian state security officer was killed and five were wounded on the government side in Sunday's operation in Slaviansk, interior minister Arsen Avakov said.

''There were dead and wounded on both sides,'' he wrote on his Facebook page.


The Russian news agency RIA reported that one pro-Moscow activist was killed in Slaviansk in clashes with forces loyal to the Kiev government.

''On our side, another two were injured,'' RIA quoted pro-Russian militant Nikolai Solntsev as adding.

Russian TV broadcast grainy footage of what it said was the body of the militant.

The images, which Reuters could not verify independently, showed a man in black clothes, slumped against the door of a car, with a pool of blood between his legs. A rifle lay next to him.

'UNDERMINING ELECTIONS'

The separatists were holed up in the local headquarters of the police and of the state security service, while others have erected road blocks around Slaviansk, which was about 150km from the Russian border.

However, details of the fighting remained sketchy. A statement from the administration of the eastern Donetsk region indicated the security officer may have been killed between Slaviansk and the nearby town of Artemivsk. It said nine were wounded.

An eyewitness in Slaviansk said a gunman walked up to a car in the city center and fired four or five shots into it. Video footage from the scene later showed a man being pulled out of the car, either seriously wounded or dead. It was not clear what links the shooting had with the unrest in the town.


Kiev accuses the Kremlin of trying to undermine the legitimacy of presidential elections on May 25 that aim to set Ukraine back onto a normal path after months of turmoil.

However, Russian Foreign Minister Sergei Lavrov said Kiev was ''demonstrating its inability to take responsibility for the fate of the country'' and warned that any use of force against Russian speakers ''would undermine the potential for cooperation,'' including talks due to be held on Thursday between Russia, Ukraine, the United States and the European Union.

WELL ORGANIZED ATTACKERS

Relations between Russia and the West were at their worst since the Cold War due to the crisis that began when Moscow-backed Yanukovich was pushed out by popular protests in February.

Moscow then annexed Crimea from Ukraine, saying the Russian population there was under threat. Some Western governments believed the Kremlin was preparing a similar scenario for eastern Ukraine, something Moscow has strenuously denied. 
 
 
In Kramatorsk, about 15km south of Slaviansk, gunmen seized the police headquarters after a shootout with police, a witness said.

The attackers were a well-organized unit of over 20 men, wearing matching military fatigues and carrying automatic weapons, who had arrived by bus. Video footage showed the men taking orders from a commander. Their identity was unclear. 
 


Their level of discipline and equipment was in contrast to the groups who have occupied buildings so far in Ukraine. They have been mostly civilians formed into informal militias with mismatched uniforms.

Nato Secretary-General Anders Fogh Rasmussen has expressed concern about similarities in some of the rebels' appearance to that of the Russian troops who seized control in Crimea.

Calling on Russia to pull back its large number of troops, including special forces, from the area around Ukraine's border, he said in a statement: ''Any further Russian military interference, under any pretext, will only deepen Russia's international isolation.''

Nato has effectively ruled out military action over Ukraine, which lay outside the Western alliance. However, Washington and Nato leaders have made clear they would defend all 28 member states, including former Soviet republics in the Baltic that were seen as the most vulnerable to Russian pressure.


Nato allies have beefed up their air and sea firepower in eastern Europe. The alliance has also cut off cooperation with Russia and stepped up work with Ukraine, including advising its military on reforms and promising to increase joint exercises.

With EU foreign ministers due to discuss the crisis in Luxembourg on Monday, Britain called on Moscow to disown the rebels.

''Assumptions that Russia is complicit are inevitable as long as Moscow does not publicly distance itself from these latest lawless actions,'' a Foreign Office spokesman said.

WASHINGTON (AP) —

A Russian fighter jet made multiple, close-range passes near an American warship in the Black Sea for more than 90 minutes Saturday amid escalating tensions in the region, a U.S. military official said Monday.

In the first public account of the incident, the official said the Russian Fencer flew within 1,000 yards of the USS Donald Cook, a Navy destroyer, at about 500 feet above sea level. Ship commanders considered the actions provocative and inconsistent with international agreements, prompting the ship to issue several radio queries and warnings.


The fighter appeared to be unarmed and never was in danger of coming in contact with the ship, said the official, who was not authorized to talk publicly by name about the encounter so spoke on condition of anonymity. The passes, which occurred in the early evening there, ended without incident.

The official also said that a Russian Navy ship, a frigate, has been shadowing the U.S. warship, remaining within visual distance but not close enough to be unsafe.


USS Donald Cook
The USS Donald Cook has been conducting routine operations in international waters east of Romania.

The ship, which carries helicopters, was deployed to the Black Sea on April 10, in the wake of the Russian military takeover of Ukraine's Crimea region and ongoing unrest there.



Ukraine's acting President Oleksandr Turchynov on Monday called for the deployment of United Nations peacekeeping troops in the east of the country, where pro-Russian insurgents have occupied buildings in nearly 10 cities. The gunmen are demanding more autonomy from the central government and closer ties with Russia.

The West has accused Moscow of fomenting the unrest. And European Union foreign ministers are meeting in Luxembourg Monday to consider additional sanctions against Russian officials because of Moscow's annexation of Crimea.
