Japanese Defense Minister Itsunori Onodera, under the direction of Japan's militarist Prime Minister Shinzo Abe, has ordered Japan's military intelligence agents around the world to step up their surveillance of Chinese and North Korean officials. To a lesser extent, Japanese intelligence has also targeted South Korea, Russia, and Pakistan.

Jōhōhonbu, Japanese human and signals intelligence agency, is now operating at a level unprecedented since World War II and independent of the United States, with which it has traditionally coordinated much of its defense and national intelligence activities.
As a mark of Japan's independence in intelligence matters, the nation is creating a National Security Council modeled on that of the United States.
Onodera has asked Indian Defense Minister A.K. Antony for Japan to participate in the annual Malabar exercise conducted by India and the United States in East Asian waters.
Japanese agents are also increasingly active along the Chinese border in countries ranging from Vietnam and Laos to Myanmar, Bhutan, Nepal, Kashmir, Pakistan, Tajikistan, Kazakhstan, Kyrgyzstan, and Mongolia. Japan is also seeking closer military and intelligence ties with Australia and New Zealand.

Japanese intelligence has also increased surveillance of the Chongryon, the General Association of Korean Residents in Japan, which unofficially represents the interests of North Korea in Japan but is subsidized by Pyongyang.
Japanese intelligence is also becoming more aggressive in monitoring communications and government and supra-national officials in Europe, particularly the European Central Bank, European Union, and NATO. With currency investors beginning to flock to the Japanese yen, in addition to the Swiss franc, Japan does not want any surprises when speculators like George Soros begin to short the yen in order to turn a huge profit. EU trade and financial deals with China are also of primary interest to Japanese intelligence agents in Frankfurt, Brussels, London, and Geneva.
