U.S. Troops Staying In Afghanistan After 2014 To Get Local Justice Immunity - Draft Pact

This is not about a bogus "Pact" but rather a propaganda cover for Obama's blatant, transparent lies


Under the president's plan, the security handoff will be complete and all combat troops back home by 2014.

US forces that remain in Afghanistan after 2014 will be under the jurisdiction of the US and not be subject to Afghan courts, according to a draft security deal released by Kabul on Wednesday. The measure has been much-debated between the countries. 
How many more U.S. military personnel will die?
The Afghan foreign ministry stated that US forces would keep “the exclusive right to exercise jurisdiction,” on its website on Wednesday. The issue was one of many contentious articles to be resolved before Afghan chiefs assemble on Thursday.

“Afghanistan authorizes the United States to hold trials in such cases, or take other disciplinary action, as appropriate, in the territory of Afghanistan,” the text said. The new pact is to last "until the end of 2024 and beyond" unless either side terminates it.

US Secretary of State John Kerry confirmed the draft agreement, but refused to give detail of the final wording of the document.

"We have reached an agreement as to the final language of the bilateral security agreement that will be placed before the Loya Jirga tomorrow," Kerry told reporters.

However, US State Department spokeswoman Jen Psaki said "there continues to be" a discussion about the "final details and the final language" in response to the Afghan Foreign Ministry draft.

“We did not expect that every piece would be reflected in whatever was initially posted. So we are reviewing the text with that in mind and I would expect that there is still a more final version to come,” she added.

On Tuesday, it was revealed that US forces would be allowed to enter Afghan homes in “exceptional” circumstances, with Aimal Faizi, a Karzai spokesman, stating that the notion of “extraordinary circumstances” could not be misused.

The two countries are struggling to finalize a security pact before Thursday’s meeting of over 2,500 Afghan chiefs who will debate whether US troops will be permitted to stay in the country post-2014. The five-day long negotiations of the so-called Loya Jirga grand assembly are to begin on Thursday.

The legal status of American troops on the ground was the main sticking point in the bilateral security agreement (BSA). If the draft is approved by tribal elders it will then be presented to the Afghan parliament for a vote.

Without such an accord, the US might have to pull out of Afghanistan by the end of 2014.

'No Apology'

Kerry also stated that president Karzai did not ask Washington to apologize for war mistakes, and there was no discussion of an apology.

"The important thing for people to understand is there has never been a discussion of or the word 'apology' used in our discussions whatsoever," Kerry told reporters, pointing out the Afghan President had not asked for an apology.

There was no discussion of an apology. There will - there is no - I mean, it's not even on the table. He didn't ask for it, we're not discussing it," Kerry said.

On Tuesday the Afghan government announced that it was expecting a letter from President Obama acknowledging US mistakes made during the war. However, the US administration did not confirm that it had agreed to such a dispatch.

National Security Adviser Susan Rice denied that such a request even existed claiming she had no idea where the reports were coming from.

"No such letter has been drafted or delivered. There is not a need for the United States to apologize to Afghanistan," Rice said on CNN's Situation Room.

"Quite the contrary, we have sacrificed and supported them in their democratic progress and in tackling the insurgents and al Qaeda. So that (letter of apology) is not on the table," Rice said.

On Wednesday the State Department spokeswoman hinted of the possibility of issuing a separate communique to the Afghan government confirming US commitment to peace and “addressing past issues.”

“The secretary offered the idea of providing the same reassurances about our security relationship and addressing past issues, such as civilian casualties, which we’ve talked about many times in the past, in some format,” Psaki said. 

At the same time she acknowledged that no apology letter was requested by the Afghan government. “Nobody asked for an apology,” Psaki said, adding that reports of such were “perhaps a game of telephone.”

Prime Minister Tony Abbott is showing no sign he intends to apologise to Indonesian president Susilo Bambang Yudhoyono over the spying scandal.

Indonesia has now suspended cooperation with Australia on people smuggling, including combined military patrols, military training exercises and intelligence exchanges.

This morning the Department of Foreign Affairs and Trade updated its travel advice for Indonesia, warning about a demonstration planned for outside the Australian Embassy later today. 

But there is no indication Mr Abbott intends to say sorry. Late yesterday, he rose in Parliament to reiterate his regret over the spying reports.

"I want to express here in this chamber my deep and sincere regret about the embarrassment to the president and to Indonesia that's been caused by recent media reporting," he said.

Mr Abbott said he would respond "swiftly, full and courteously" to a written request for an explanation.

No doubt mindful of the fact the phone tapping program was in place during Labor's time in office, Opposition Leader Bill Shorten lent his support to the Government.

"This is indeed a team Australia moment. We need to walk this road together," he said yesterday.

Opposition foreign affairs spokeswoman Tanya Plibersek supported the bipartisan approach when she fronted reporters this morning.

"We are absolutely committed to working with the Government to restoring good relations with Indonesia," she said.

"[We are] absolutely willing to support any moves they make to restore the relationship to its normal footing."

However, she said Australia's relationship with Indonesia had been stuck in a downward spiral since the election.

"We need to work on a relationship that's been stressed for some time and is now at a very strained stage," she said.

Downer says 'never confirm or deny'

Australia's longest serving foreign minister, Alexander Downer, has also supported Mr Abbott's position.

He told the ABC's Lateline program that Australia does not owe Indonesia a detailed explanation of its spying activities.

He says Mr Abbott's priority is to defend Australia's intelligence assets, adding that while Mr Yudhuyono had been "a great friend" to Australia, "he is not responsible for Australia's intelligence assets".

"I think the best way to handle these issues, stick with the time-worn formula that you never confirm or deny allegations in relation to intelligence, because the more you start to do that, the more - as time goes on - you'll get yourself into increasing trouble," Mr Downer said.

US secretary of state John Kerry has also supported the approach not to discuss intelligence matters. 

Speaking at a press conference with Foreign Minister Julie Bishop in Washington this morning, they both refused to say whether they discussed the spying controversy - one that was sparked by the leaking of documents by former US intelligence contractor Edward Snowden.

"As I have said on numerous occasions and as the Prime Minister has said, we do not discuss intelligence matters, certainly not allegations," Ms Bishop said.

"We do not discuss them publicly and we will not do so."

Mr Kerry said: "We just don’t talk about intelligence matters in public, and we’re not about to begin now."

He added that the US has a critical working relationship with Australia, "likewise we have great respect and affection for Indonesia".

Greens urge Abbott to personally contact SBY

However, Greens leader Christine Milne says Mr Abbott needs to personally contact Mr Yudhoyono or risk increasing tension between the two countries.

"Tony Abbott - by not intervening and actually contacting the president - is allowing the situation to ramp up," she told Radio National.

She said given the protest planned in Jakarta today, "people will be a bit scared to go to Indonesia".

DFAT has advised Australians to monitor local media, avoid protests and maintain high levels of vigilance and security awareness while travelling there.

It says traffic delays and restricted access to and from the Australian Embassy are expected during the demonstration later today.

The prime political newspaper has branded Australia a dangerous neighbour.

Real story on Pentagon theft goes far beyond $600.00 toilet seats

Longstanding Pentagon operations reflect a black hole of unaccountability. Reuters published a two-part report. In July, it discussed the Defense Department’s “payroll quagmire.”

It’s bureaucracy is stifling. It’s “unyielding,” said Reuters. Active duty and retired military personal are routinely cheated. Pay errors are widespread.

Correcting “or just explaining them can test even the most persistent soldiers.” Weeks or months pass without resolution.

Some personnel are cheated on pay. Others are penalized for overpayments. Their earnings are “drastically cut” unfairly. Precise figures are impossible to calculate.

At issue is “the Defense Department’s jury-rigged network of mostly incompatible computer systems for payroll and accounting, many of them decades old, long obsolete, and unable to communicate with each other,” said Reuters. 
This personal bathroom used by the former Secretary of the Interior is so swanky that its renovation cost $222,000. No detail was overlooked: It has a $3,500 sub-zero refrigerator and a $689 faucet. At least the “vintage tissue holder” was cheap: just $65 bucks.  The renovation was done in 2007 under President George W. Bush’s Interior Secretary Dirk Kempthorne

“The Defense Finance and Accounting Services (DFAS) still uses a half-century-old computer language that is largely unable to communicate with the equally outmoded personnel management systems employed by each of the military services.”

A December 2012 Government Accountability Office (GAO) report revealed unaccountable accounting. No way exists to assure correct amounts are paid. Errors can’t be tracked.
Pentagon accounting reflects epic failure. Nothing is done “to keep track of its money,” said Reuters.

US law requires annual audits of all federal agencies. The Pentagon alone never complied. It’s accounting is in too disarray to do so. It remains unaccountable.

In May 2012, then Defense Secretary Leon Panetta said:

“DOD, I’m sorry to say, is the only major federal agency that cannot pass an audit today.”

It bears repeating. It’s a black hole of unaccountability. It literally wastes trillions of dollars.

It uses about 2,200 error-prone computer systems. Billions of dollars are spent operating them. They manage finances, human resources, logistics, property, and weapons acquisitions. According to former Deputy Defense Secretary Gordon England:

“There are thousands and thousands of systems. I’m not sure anybody knows how many there are” or how many are in use.

The Pentagon is the world’s largest property owner. It has more than 5,000 sites in 41 countries.

It’s the world’s largest polluter. It’s exempt from environmental regulations and wildlife treaties.

It poisons the earth. Its desecration is virtually unreported. It’s responsible for genocide and ecocide. 

It’s destroying the planet’s ability to sustain life. It spends trillions of dollars doing so.

On November 18, Reuters headlined ”Behind the Pentagon’s doctored ledgers, a running tally of epic waste.”
Since 1996, DOD was never held accountable for $8.5 trillion. On September 10, 2001, then Defense Secretary Rumsfeld said:

“According to some estimates, we cannot track $2.3 trillion in transactions.” At issue is massive waste, fraud and abuse. Sweetheart deals, bribes and kickbacks are commonplace. So is routine over-billing. Unaccountability is standard practice.

Jeff St. Clair’s book titled “Grand Theft Pentagon: Tales of Corruption and Profiteering in the War on Terror” exposed massive corruption and warprofiteering.

DOD has a virtual blank check. Lockheed Martin, Boeing, Bechtel, Halliburton, the Carlyle Group, Blackwater USA (now ACADEMI), and other Pentagon favorites cash in hugely.

They do it at taxpayers’ expense. They sacrifice peace, equity and justice in the process.

Trillions of dollars are spent waging it. According to Reuters, DFAS fudged accounts reflect standard practice.

“Former military service officials say record-keeping at the operational level throughout the services is rife with made-up numbers to cover lost or missing information.”

Warnings are systematically ignored. According to GOA’s December 2011 report:

Unaccountable accounting “without documentation (masks) much larger problems.”

DOD “chronic(ally) fail(s) to keep track of its money – how much it has, how much it pays out, and how much is wasted or stolen,” said Reuters. 
War criminal Dempsey continued theft where Panetta left off
It’s entire record keeping system is dysfunctional. Nothing effective is done to fix it.

Pay errors reflect a small portion of huge sums “annually disappear(ing) into (DOD’s) vast bureaucracy.”

“(T)he Pentagon is largely incapable of keeping track of its vast stores of weapons, ammunition and other supplies.”

It spends huge amounts on more of what’s not needed. It amassed a half trillion dollar plus backlog of unaudited vendor contracts.

How much is spent for goods and services isn’t known. Operations are rife with waste and fraud. Abuses go undiscovered for years. Accountability is entirely lacking.

DOD can’t “tally its accounts,” said Reuters. Congressional 2009 legislation requires annual DOD audits by 2017. Reuters said DOD won’t meet its deadline.

“The main reason is rooted in the Pentagon’s continuing reliance on a tangle of thousands of disparate, obsolete, largely incompatible accounting and business-management systems.”

Many date from the 1970s. They use outmoded computer languages on old mainframes.

They use antiquated file systems. It’s nearly impossible to search for data. What’s gotten is “corrupted and erroneous.” According to a former defense official:

“It’s like if every electrical socket in the Pentagon had a different shape and voltage.”

Former Defense Secretary Robert Gates called DOD operations “an amalgam of fiefdoms without centralized mechanisms to allocate resources, track expenditures, and measure results.”

“My staff and I learned that it was nearly impossible to get accurate information and answers to questions such as ‘How much money did you spend’ and ‘How many people do you have?’ ” 
Tens of billions of dollars were spent upgrading systems. Many new ones failed. They were scrapped altogether. Doing so compounded waste.

DOD’s mess is its own making. Unaccountability lets massive waste, fraud and abuse persist. 
According to Reuters:

“The secretary of defense’s office and the heads of the military and DFAS have for years knowingly signed off on false entries.”

Congress largely ignores abusive practices. A single DFAS Columbus, Ohio office “made at least $1.59 trillion – yes, trillion – in errors in financial reports for the Air Force in 2009,” said Reuters.

“Those amounts far exceeded the Air Force’s total budget for that year” and then some.

Dysfunctional Pentagon accounting is reflected in Defense Logistics Agency (DLA) operations.

It buys, stores and ships Pentagon supplies. They range from aircraft parts to uniform zippers. “It has way too much stuff,” said Reuters.

It pays way too much for it. According to DLA process and planning directorate head Sonya Gish, no system tracks whether vast quantities of supplies received are put in correct bins.

Failure to do so makes inventorying them impossible. Nothing is done to track or estimate employee theft losses.

In 2004, the Pentagon was mandated to begin using a modern labeling system. Doing so would enable knowing what supplies are available in what amounts for what service branch.

“To date,” said Reuters, “DLA ignored the directive.” Deputy distribution director William Budden said doing so would exceed benefits. DLA’s existing systems are adequate, he claimed. Evidence shows otherwise.

Many obsolete weapons and munitions remain in inventory. Ammunition manager Keith Byers said they sit year after year because “it’s cheaper for the military to store (them).”

“What’s counterproductive is that what you’re looking at (are) stocks that are going to be destroyed eventually anyway.” 
Congress receives their fair share of stolen money, aids and abets Pentagon theives

Older headline-grabbing reports focused on $600 toilet seats and $7,600 coffee makers, etc. They’re minor compared to countless billions wasted, stolen or otherwise disappeared.

Many billions more were wasted on dysfunctional computer systems. In the last decade alone, DOD spent trillions of dollars for goods and services. According to Reuters:

“How much of that money is wasted in overpayments to contractors, or was never spent and never remitted to the Treasury, is a mystery.”

“Spotty monitoring of contracts is one reason Pentagon personnel and contractors are able to siphon off taxpayer dollars through fraud and theft – amounting to billions of dollars in losses, according to numerous GAO reports.”

“In many cases, perpetrators were caught only after outside law-enforcement agencies stumbled onto them, or outsiders brought them to the attention of prosecutors.”

A footnote in the Navy’s 2012 financial report “acknowledge(d) that it has a material internal control weakness in that it does not reconcile its” numbers with the Treasury’s.

It claims it’s working to correct the problem. It’s longstanding. It persists.

Congressional budget debates largely ignore massive Pentagon waste, fraud and abuse. Lip service at most is paid to it.

Advancing America’s imperium matters most. Pedal-to-the-metal unaudited spending continues out-of-control.

23 killed, 74 Wounded In Violent Attacks In Iraq

CIA, Mossad, DGSC working overtime to derail Iran nuclear talks


BAGHDAD, Nov. 17 (Xinhua) --

At least 23 people were killed and 74 others wounded in violent attacks in Iraq on Sunday, including a wave of bomb attacks in Baghdad, police said.

A car bomb exploded Sunday evening in Husseiniya area of northeastern Baghdad, killing four people and wounding 11 others, a police source told Xinhua on condition of anonymity.

Two people were killed and six others injured when a car bomb went off in Dora area of southern Baghdad, while two people were killed and nine others wounded in another car bomb attack in Karrada area of central Baghdad, the source said.

Earlier at sunset Sunday, at least six people were killed and 27 wounded in three bomb attacks in the Iraqi capital city, a police source said.

A car bomb detonated in al-Ghadeer district in eastern Baghdad killed two people and wounded nine others, the source told Xinhua. Meanwhile, another car bomb went off at a commercial street in Sadr City district in eastern Baghdad, killing one people and wounding 11 others, the source said. 
In addition, a roadside bomb ripped through Baghdad's southwestern suburb of Radhwaniyah and killed three people and wounded seven others, the source added.

Also on Sunday, nine people were killed and 21 others wounded in shootings and bombings, including two suicide attacks, in northern and central Iraq, police said.

The deadliest attack occurred in northern Iraq when two suicide bomb attacks and 12 roadside bombs struck the city of Tuz-Khurmato, some 200 km north of the Iraqi capital of Baghdad, leaving five people killed and up to 15 wounded, a local police source told Xinhua.

The attacks took place before noon, when one of the suicide bombers rammed his explosive-laden car into an army checkpoint and blew it up, while the other detonated his explosive vest at a marketplace in the city, the source said.

Coordinately, 12 roadside bombs detonated in different places across the city, and most of the blasts targeted crowded civilian areas, the source added.

Later in the day, the source said that investigations found that some of the roadside bombs were sound bombs.

The ethnically mixed city of Tuz-Khurmato is part of the disputed area claimed by the Kurds, the Arabs and the Turkomans. The Kurds want to incorporate the area on the edge of the Kurdistan region into their territory.

Meanwhile, a roadside bomb went off near an Iraqi army patrol in Tarmiyah area, some 40 km north of Baghdad, killing a soldier and wounding another and two passersby, a police source told Xinhua.

In addition, gunmen carried out a pre-dawn attack on the house of a leader of a government-backed Sahwa paramilitary group in the town of Madain, some 30 km south of Baghdad, sparking a clash with the guards of the house that left the leader's brother killed and two of the attackers dead, the source said.

Three of the attackers were also wounded by the clash and were captured by the security forces, the source added.

The Sahwa militia, also known as the Awakening Council or the Sons of Iraq, consists of armed groups, including some former anti- U.S. Sunni insurgent groups, who turned their rifles against the al-Qaida network after its leaders became dismayed by al-Qaida's brutality and religious zealotry in the country.

Iraq is witnessing its worst eruption of violence in recent years. According to the UN Assistance Mission for Iraq, almost 7, 000 Iraqis were killed and over 16,000 others injured from January to October this year.

Iran’s Foreign Ministry denounces twin terrorist blasts outside the Iranian Embassy in the Lebanese capital, Beirut, saying the move has been plotted and executed by the Zionist agents.

“Such measures will only increase the growing isolation of the Zionists, and extremist and terrorist groups among nations and regional and international public opinion,” the Iranian Foreign Ministry said in a statement on Wednesday.

The two blasts outside Iran's diplomatic mission in the southern neighborhood of Janah in Beirut left at least 25 people dead, including six Iranian nationals, on Tuesday.

Reports say over 150 others were also injured in the terrorist attacks. The death toll is expected to rise, as many of the wounded are in critical condition.

The statement described the bombings as a “heinous crime” and said the terrorist incident once again displayed the image of “violence and extremism” mainly supported by the Israeli regime and ignorant and narrow-minded governments.

The Iranian president offered the proposal for a global campaign for a “World Against Violence and Extremism (WAVE)” during his speech at the UN General Assembly session on September 24, saying there was no violent solution to crises around the world.

“We should accept and be able to open a new horizon in which peace will prevail over war, tolerance over violence, progress over bloodletting, justice over discrimination, prosperity over poverty, and freedom over despotism,” Rouhani had said.

Iran’s Embassy in Lebanon announced that Iranian Cultural Attaché to Beirut, Ebrahim Ansari, the wife of an Iranian diplomat and four security guards at the embassy were martyred in the terrorist attacks.

In a phone conversation with his Lebanese counterpart Michel Suleiman on Tuesday, Iran’s President Hassan Rouhani called for the immediate identification of the perpetrators behind the attack.

The Iranian president also condoled with Suleiman and the Lebanese nation over the deaths and injuries of a number of people in the bombings.
