The UN secretary general has said that only the Security Council can authorize any use of force against Syria over a chemical weapons attack that allegedly killed hundreds of people in the suburbs of Damascus last month.

“As I have repeatedly said, the Security Council has primary responsibility for international peace and security,” Ban Ki-moon told reports on Tuesday at the UN headquarters in New York.

“The use of force is lawful only when in exercise of self-defense in accordance with article 51 of the United Nations Charter and or when the Security Council approves such action,” Ban said in remarks that appeared to challenge the legality of US plans to launch a military offensive against Syria without a UN mandate.

The UN secretary general also said that he is against the further militarization of the conflict and insisted on a political solution, adding a military strike against Syria could unleash more turmoil and bloodshed in the Arab country.

“I take note of the argument for action to prevent a future use of chemical weapons. At the same time, we must consider the impact of any punitive measure on efforts to prevent further bloodshed and facilitate the political resolution of the conflict,” Ban stated.

The call for military action against Syria intensified after foreign-backed opposition forces accused the government of President Bashar al-Assad of launching a chemical attack on militant strongholds in the suburbs of Damascus on August 21.

Damascus has vehemently denied the accusations, saying the chemical attack was carried out by the militants themselves as a false-flag operation.

The UN secretary general did not accuse any party of the alleged attack, saying, “If confirmed, any use of chemical weapons by anyone under any circumstances will be a serious violation of international law and an outrageous war crime.”

“Whatever the source, this latest allegation should be as wakeup call for the international community,” Ban said.

He added that an ongoing UN investigation into the incident “is uniquely placed to independently establish the facts in an objective and impartial manner.”

On August 31, US President Barack Obama said he has decided that Washington must take military action against the Syrian government, which would mean a unilateral military strike without a UN mandate.

Obama said that despite having made up his mind, he will take the case to US Congress. But he added that he is prepared to order military action against the Syrian government at any time.

The US president once again held the Syrian government responsible for the chemical weapons attack near Damascus.

Since March 2011, Russia and China have vetoed three UN Security Council resolutions proposed by European states threatening military action and sanctions against Damascus.

The two countries are also opposing the current push by the United States and France to launch a war on Syria, vowing to veto any resolution that paves the way for the military action.

The Egyptian government shut down Al Jazeera's Cairo offices, withdrew the accreditation of their reporters and forced the network off an Egyptian-owned satellite that supplies television to much of the Middle East.


Al Jazeera's signal on Nilesat was disrupted on order of government authorities. Nilesat has more than 10 million viewers throughout the Middle East, with the primary subscriber base residing in the United Arab Emirates, Jordan and Saudi Arabia.

The Committee to Protect Journalists also reports that Egyptian authorities are blocking reception of Al Jazeera's Arabic station from other satellite networks. Al Jazeera appears to be jammed for subscribers to the Hot Bird satellites and other services within Egypt. Al Jazeera English, however, remains available via satellite within Egypt.

Subscribers to the two widely used satellite providers in the Middle East at large, Hot Bird and Arabsat, are still able to receive Al Jazeera.


CIA Al Jazeera responsible for Egypt conflagration, all deaths
In an Arabic-language statement posted to their website, Al Jazeera provided emergency instructions for Nilesat viewers to receive the station through alternate frequencies. However, many subscribers note on the station's comments page that they are unable to watch Al Jazeera through the new frequencies in Morocco.


It is unconfirmed at this time whether that is due to a technical issue or whether Al Jazeera is also being blocked there.

Nilesat's majority owner is the Egyptian Radio and Television Union, with minority shares held by the multinational Arab Organization for Industrialization (AOC). Despite its name, the AOC largely functions as an arm of the Egyptian government, with Hosni Mubarak serving as chairperson.

Mubarak's decision to shut off Egypt's Internet access from the outside world has been largely successful, but demonstrators and tech-savvy types have managed to get data into the outside world through dial-up and satellite-based workarounds. Al Jazeera has been embracing this reduced-bandwidth situation with a vengeance: While they are not currently able to show correspondents on the ground in Egypt, they are posting furiously to a Flickr stream and updating news via Twitter.

British Foreign Secretary William Hague has implicitly called for a foreign military invasion of Syria to end what he described as “the Syrian catastrophe."

The call came irrespective of a vote last Thursday, when the House of Commons, the UK lower house of parliament, killed a motion put forward by Prime Minister David Cameron, calling for joining the U.S. in yet another military adventurism in the Middle East, this time against Syria.

William Hague was reacting to a UN report, in which it was claimed that the number of refugees fleeing civil war in Syria had passed the 2 million mark.

“1 year ago: 230,000 Syrian refugees. Today: 2,000,000. 1/2 children. If we don’t end the conflict, think what the figure could be next year”, Hague tweeted.

However, the UK foreign secretary did not mention the fact that those countries in which the UK and U.S. had intervened militarily, are suffering the same catastrophe he is moaning about.

The Russian government has dismissed as unconvincing U.S.-led reports alleging that the government of Syrian President Bashar al-Assad had authorized chemical attack on its own people.

In the Commons, leading Conservative MP John Baron, urged William Hague to engage with Iran in their bid to resolve the crisis in Syria.

But, Hague replied that dealing with Iran was problematic.

Two new polls out Tuesday have found strong opposition to US military intervention in Syria among a war-weary American public despite increasing support in Washington for punitive strikes.
 
 
A survey carried out by the Pew Research Center over the weekend found that 48 percent of Americans oppose "conducting military airstrikes" against Syria over its alleged use of chemical weapons compared to 29 percent who support such action.

A Washington Post-ABC news poll found a similar margin, with nearly six in 10 Americans opposed to missile strikes against Syrian President Bashar al-Assad's regime.

The polls found opposition across the political spectrum.

The Pew poll found that just 29 percent of Democrats support US airstrikes compared to 48 percent who are opposed.

Republicans are slightly more supportive of military action, with 35 percent in favor and 40 percent opposed, the Pew poll said.

The Post-ABC poll, however, found a nearly identical level of opposition among Democrats and Republicans, and Independents even more opposed to military action, with just 30 percent in favor and 66 percent opposed.

The Pew poll found that 74 percent of Americans believe a US strike would likely spark a backlash against Washington and its allies in the region, and 61 percent think it would lead to a long-term US military commitment there.

The low levels of support for military action could complicate President Barack Obama's efforts to rally congressional support for punitive strikes against the Syrian regime over its alleged use of chemical weapons.

Obama shocked the world over the weekend by saying he would seek congressional authorization for any military intervention after appearing on the verge of ordering punitive cruise missile strikes against Assad's forces and assets.

Obama won support Tuesday from key Republican leaders in the House, but faces an uphill battle convincing critics on the left and right to endorse another military campaign in the Middle East after more than a decade of war in Iraq and Afghanistan.

The Pew poll was conducted August 29-September 1 among 1,000 respondents. The Post-ABC poll was carried out August 28-September 1 among 1,012 respondents and had a margin of error of 3.5 percent.

Congress is holding its first public hearing about U.S. plans for military intervention in Syria as President Barack Obama seeks to convince skeptical Americans and their lawmakers about the need to respond to last month's alleged sarin gas attack outside Damascus.

Secretary of State John Kerry, Defense Secretary Chuck Hagel and Joint Chiefs Chairman Gen. Martin Dempsey were to appear before the Senate Foreign Relations Committee on Tuesday. A classified briefing open to all members of Congress was to take place as well.

The president's request for congressional authorization for limited military strikes against Syrian President Bashar Assad's regime is at the heart of all the discussions planned in Washington over the next several days as Obama sends his top national security advisers to the Capitol for a flurry of briefings. And with the outcome of any vote in doubt in a war-weary Congress, Obama was to meet Tuesday with leaders of the House and Senate armed services committees, the foreign relations committees and the intelligence committees.

Obama won conditional support Monday from two of his fiercest foreign policy critics, Republican Sens. John McCain of Arizona and Lindsey Graham of South Carolina.

A congressional vote against Obama's request "would be catastrophic in its consequences" for U.S. credibility abroad, McCain told reporters outside the White House following an hour-long private meeting with the president.

But despite Obama's effort to assuage the two senators' concerns, neither appeared completely convinced afterward. They said they'd be more inclined to back Obama if the U.S. sought to destroy the Assad government's launching capabilities and committed to providing more support to rebels seeking to oust Assad from power.

"There will never be a political settlement in Syria as long as Assad is winning," Graham said.

McCain said Tuesday he is prepared to vote for the authorization that Obama seeks, but the Arizona Republican also said he wouldn't back a resolution that fails to change the battlefield equation, where Assad still has the upper hand.

In an appearance on NBC's "Today" show, McCain called it "an unfair fight" and said that if the authorization for U.S. military intervention doesn't change the balance of power, it "will not have the desired effect."

Sen. Robert Menendez, D-N.J., chairman of the Senate Foreign Relations Committee, said he believes the panel will back Obama if the administration explains "the full case" for the use of force as well as what it sees as the end result. "Not acting has huge consequences," Menendez said on "CBS This Morning" Tuesday.

"It sends a message" not just to Syria, he said, but to Iran, North Korea and terrorist groups.

After a decade of war in Iraq and Afghanistan, polls show most Americans opposed to any new military action overseas. That reluctance is being reflected by senators and representatives, some of whom say Obama still hasn't presented bulletproof evidence that Assad's forces were responsible for the Aug. 21 attack that U.S. intelligence says killed 1,429 people, including more than 400 children. Others say the president hasn't explained why intervening is in America's interest.

After a Labor Day weekend spent listening to concerned constituents, Sen. Chris Coons, D-Del., said the administration needed to make its case on these points, if only to counter the misinformation and conspiracy theories circulating about Obama's plans.

"Several people asked me if we were only interested in getting Syria's oil," Coons, a member of the Senate Foreign Relations Committee, said in a telephone interview with The Associated Press. "It's important that Americans get the facts."

Petroleum is hardly the most pertinent question. Even before Syria's hostilities began, its oil industry contributed less than half a percent of the world's total output. And Obama has expressly ruled out sending American troops into Syria or proposing deeper involvement in the Arab country's violent civil war.

But such queries are a poignant reminder of the task awaiting the administration as it argues that the United States must exert global leadership in retaliating for what apparently was the deadliest use of chemical weapons anywhere over the past 25 years.

Obama has insisted he was considering a military operation that was limited in duration and scope. The White House said Monday that Obama was open to working with Congress to make changes in the language of the resolution, which Congress was expected to begin considering next week.

In a conference call Monday with House Democrats, several members of Obama's own party challenged the administration's assertions.

In a post on his website, Rep. Rick Nolan, D-Minn., reflected a view shared by at least some of his colleagues: "I am vehemently opposed to a military strike that would clearly be an act of war against Syria, especially under such tragic yet confusing circumstances as to who is responsible for the use of chemical weapons."

Their skepticism is shared by many tea party Republicans and others, whose views range from ideological opposition to any U.S. military action overseas to narrower fears about authorizing the use of force without clear constraints on timing, costs and scope of the intervention.

The most frequent recurring questions: How convinced is American intelligence about the Assad regime's culpability for the chemical attack, a decade after woefully misrepresenting the case that Iraqi President Saddam Hussein possessed weapons of mass destruction? And how does a military response advance U.S. national security interests?

Pressuring the administration in the opposite direction are hawks and proponents of humanitarian intervention among both Democrats and Republicans who feel what Obama is proposing is far too little.

Obama's task is complicated further because he is leaving for a three-day trip to Europe on Tuesday night, visiting Stockholm, Sweden, and then attending an economic summit in St. Petersburg, Russia.

The simple case for action is the administration's contention that the sarin gas attack violated not only the international standard against using such weapons but also Obama's "red line," set more than a year ago, that such WMD use wouldn't be tolerated.

The U.S. said the attack killed 1,429 people, including at least 426 children. Those numbers are significantly higher than the death toll of 355 provided by the aid group Doctors Without Borders or the 502 confirmed dead by the Britain-based Syrian Observatory for Human Rights.

Intervening in Syria's conflict is no light matter, however. Having claimed more than 100,000 lives in the past 2 1/2 years, the fight has evolved from a government crackdown on a largely peaceful protest movement into a full-scale civil war scarily reminiscent of the one that ravaged Iraq over the last decade. Ethnic massacres have been committed by both sides, which each employ terrorist organizations as allies.

Since Obama's stunning announcement Saturday that he'd seek congressional authority, dozens of members of Congress have issued statements. Most have praised the administration for its course of action, and several have suggested they are leaning one way or another. But precious few have come out definitively one way or another.

McCain said he believed many members were still "up for grabs."
