Christine Lagarde : The Euro is Under 'Acute Stress'

Well no shit Christine, it will be amusing to see how you handle Nazi Merkel; and it will not be "diplomatic"

The head of the International Monetary Fund warned the euro is under "acute stress" and piled pressure on Germany by advocating a series of measures to pull Europe out of its crisis that Chancellor Angela Merkel has strenuously opposed.

Christine Lagarde urged leaders of the 17 countries that use the euro to consider jointly issuing debt, aiding troubled banks directly and perhaps relaxing strict austerity conditions on countries that have received aid - all measures that Ms Merkel, the leader of the eurozone's largest and most powerful economy, has resisted.

But Ms Lagarde, speaking after a meeting in Luxembourg of the finance ministers of the 17 countries that use the euro, said the IMF had found the situation in Europe to be dire.

"We are clearly seeing additional tension and acute stress applying to both banks and sovereigns in the euro area," she said.

Asked what Germany would think of her suggestions, she smiled and said: "We hope wisdom will prevail."

Ms Lagarde issued her warning in the lead-up to a week that promises to be unusually active in the fight to save Europe's common currency.

Today, Ms Merkel will travel to Rome to meet Italian Premier Mario Monti and the leaders of France and Spain in Rome in an effort to forge a common strategy to save the currency that some, Ms Merkel included, consider essential to preserving the European Union itself.

By next Monday, Spain will make a formal request for financial assistance to bail out its teetering banks, according to Jean-Claude Juncker, the Luxembourg Prime Minister who is also president of the eurogroup of finance ministers.

Yesterday, Spain announced that independent auditors had found that its banks would need up to 62 billion euro (£50 billion) to protect themselves from financial shocks. 
 
Speaking after the eurogroup meeting, Mr Juncker said the other ministers had "invited Spain to pursue a clear and ambitious strategy which needs to be implemented swiftly and communicated early".

Also on Monday, the IMF, the European Union and the European Central Bank - the so-called "troika" overseeing Greece's bailout - will send representatives to Greece to begin a review of the country's progress in reforming its budget. Some European officials have said that a loosening of the harsh budgetary requirements that have sent Greece's economy into a downward spiral could be considered.

And on Thursday and Friday, leaders of the 27 countries that are members of the European Union will gather in Brussels for a high-stakes meeting on how to save the euro - and their intimately intertwined national economies.

That meeting will take place amid worldwide fears that an economic crack-up in Europe could drag down the entire global economy. Europe is a substantial trading partner with the rest of the world. Any deep recession in Europe will be felt in the order books of other leading economies - including the US

The IMF chief's backing for solutions that have been opposed by the German government comes amid increased pressure from a growing number of international leaders for Ms Merkel and the eurozone to find a comprehensive solution to the debt crisis rather than continuing to take piecemeal measures that provide only temporary relief. At this week's G20 summit of world economic powers in Los Cabos, Mexico, politicians, including US President Barack Obama, called on Europe to do what was necessary.

One of Ms Lagarde's recommendations for Europe was that eurozone leaders should consider issuing bonds or debt "in some form" backed by governments of all member countries - an idea Germany has vehemently opposed because, while it would immediately ease pressure on countries like Spain, it would put German taxpayers on the hook for foreign debts and increase Germany's cost of borrowing.

In addition, Ms Lagarde said it was necessary to break "the negative feedback loop" that occurs when governments take on more debt to bail out their banks, and she called on Europe's two emergency bailout funds to shore up shaky banks directly. She also urged the European Central Bank to adopt a more relaxed monetary policy.

Turkey Vows Action Against Syria for Downing Jet

ANKARA, Turkey (AP) —

Turkey will take retaliatory steps against Syria for the downing of one of its military jets, President Abdullah Gul said Saturday, even as he suggested that the aircraft may have violated Syrian airspace.


It was not clear if Gul was suggesting military retaliation, increased sanctions against Syria or other possible steps, including demands for an apology, and his aide would not comment on his words. But Faruk Celik, Turkey's Labor and Social Security Minister, said Turkey would retaliate "either in the diplomatic field or give other types of response."

"Even if we assume that there was a violation of Syria's airspace — though the situation is still not clear — the Syrian response cannot be to bring down the plane," Celik told reporters.

"The incident is unacceptable," he said. "Turkey cannot endure it in silence."

Syria said Friday its forces had shot down a Turkish military plane that entered its air space. The plane, an unarmed F-4, went down in the Mediterranean Sea about 8 miles (13 kilometers) from the Syrian town of Latakia, Turkey said.

The incident further escalated tensions between Syria and NATO-member Turkey. The two neighbors used to be allies before the Syrian revolt began in March 2011, but Turkey has become one of the strongest critics of the Syrian regime's brutal response to the country's uprising and is playing host to civilian and military Syrian opposition groups.

In Baghdad, Iraqi Foreign Minister Hoshyar Zebari said the recent defection of a Syrian pilot to Jordan and the downing of the Turkish jet showed that the Syrian conflict could have far-reaching repercussions.

"Our main concern is the spillover of the crisis into neighborhood countries. No country is immune from this spillover," he said. "If this conflict were to turn into all-out sectarian or civil war, Iraq would be affected, Lebanon would be affected, Jordan would not be immune, Turkey could be (affected)."

German Foreign Minister Guido Westerwelle said he was "greatly worried" by the incident, urged a thorough investigation and welcomed Turkey's cool-headed reaction in the incident's immediate aftermath.

"Everything must be done to ensure that there won't be any further escalation in the already tense region,' he said in a statement.

Turkish Foreign Minister Ahmet Davuoglu chaired a meeting Saturday with military officials during which they discussed possible steps and a search and rescue mission for the two missing pilots, the Foreign Ministry said. There was no announcement after the meeting.

Deputy Prime Minister Bulent Arinc insisted the plane was not a fighter jet but a reconnaissance plane and said Turkey was awaiting an explanation from Syria.

The president said Turkey was still trying to establish the exact circumstances of the incident, but said it was "routine" for jets flying in high-speeds to unintentionally violate other countries' air spaces for short periods of time.

"These incidents are routine," Gul said. "They are incidents that are not ill-intentioned and happen because of the speeds (of the jets)."

"Was that the case, or did (the incident) occur in our own air space, these facts will emerge," he said. "No one should have any doubt that whatever (action) is necessary will be taken."

Gul did not elaborate. But Turkey said after an April border shooting incident — in which two people inside a Turkish refugee camp died— that it would call on its NATO allies to intervene should it feel its security was being threatened.

Syrian coast guards joined Turkish coast guards in their search for the jet's two missing crew members for a second day Saturday, Arinc, the deputy prime minister said. Gul said earlier that some pieces of the wreckage had been found.

Late Friday, Syria's state-run news agency, SANA, said the military had spotted an "unidentified aerial target" flying at low altitude and high speed.

"The Syrian anti-air defenses counteracted with anti-aircraft artillery, hitting it directly," SANA said. "The target turned out to be a Turkish military plane that entered Syrian airspace and was dealt with according to laws observed in such cases."

Syria claimed the jet violated its air space over territorial waters, penetrating about 1 kilometer (0.62 mile). It said Syrian forces only realized that it was a Turkish jet after firing.

On Saturday, the banner headline of Turkish newspaper Hurriyet accused Syria of "Playing with Fire," while Vatan newspaper said Syria would "pay the price" for the attack.

Arinc and other government ministers however, urged restraint.

"We must remain calm and collected," he said. "We must not give premium to any provocative speeches and acts."

The leader of Turkey's main opposition party, Kemal Kilicdaroglu, said the downing of the plane was unacceptable but also urged calm.

"All diplomatic channels must be kept open. We are expecting a coolheaded assessment of the incident," he added.

A high-ranking Iranian general said on Saturday Israeli military action against Iran's nuclear program would lead to the collapse of the Jewish state, Fars news agency reported.

Last week's round of nuclear talks between Iran and world powers in Moscow failed to secure a breakthrough, heightening fears Israel might take unilateral military action to curb Iran's nuclear activities.

The two sides agreed to a follow-up meeting of technical experts on July 3, saving the process from outright failure.

"They cannot do the slightest harm to the (Iranian) revolution and the system," Brigadier General Mostafa Izadi, deputy chief of staff of Iran's armed forces, told Fars.

"If the Zionist regime takes any (military) actions against Iran, it would result in the end of its labors," he added.

"If they act logically, such threats amount to a psychological war but if they want to act illogically, it is they who will be destroyed."

Izadi's comments are an apparent response to Israeli Vice Prime Minister Shaul Mofaz's calls for tougher sanctions against Tehran and his indication that military action was still an option.

Analysts say Iranian officials use such rhetoric as a way of stoking Western concerns of chaos in the Middle East and the disruption of oil supplies in the event of military action.

During negotiations in Moscow the six powers - the United States, China, Russia, France, Britain and Germany - demanded Iran scale back its nuclear work and, in particular, stop enriching uranium to levels that could bring it close to making an atom bomb.

The demands included the shutting down of the Fordow underground uranium enrichment facility and the shipping of any stockpile out of the country.

In return, they offered fuel to keep Iran's medical isotope reactor running, assistance in nuclear safety and an end to a ban on spare parts for Iran's ageing civilian aircraft.

Iran denies its work has any military purpose and says the powers should offer it relief from sanctions and acknowledge its right to enrich uranium before it meets their demands.
