Panetta Unapologetic About Pakistan Drone Strikes

Does anyone really expect this murdering coward and his criminal bosses to apologize?

Just two days after a drone strike killed al Qaeda's second-in-command, Defense Secretary Leon Panetta made it clear Wednesday that such attacks will continue as long as the U.S. needs to defend itself against terrorists that threaten America.

Speaking in India — on Pakistan's doorstep — Panetta unapologetically dismissed suggestions that the strikes could violate Pakistan's sovereignty.

"This is about our sovereignty as well," he said when answering questions from the audience after a speech at an Indian think tank.

And he was blunt about the difficulties in the U.S. relationship with Pakistan, as insurgents continue to find safe haven there, despite repeated protests from American leaders.

"It's a complicated relationship, often times frustrating, often times difficult," Panetta said. "They have provided some cooperation. There are other times when frankly that cooperation is not there. But the United States cannot just walk away from that relationship. We have to continue to do what we can to try to improve (the) areas where we can find some mutual cooperation."

Panetta's message is likely to reverberate in Pakistan, particularly since it was delivered in India — Pakistan's long-standing archrival.

But he also publically urged India to work toward a better relationship with Pakistan, its fellow nuclear-armed neighbor.

Both the U.S. and India must overcome deep differences with Pakistan to bolster peace and security in South Asia, he said in a speech to the Institute for Defense Studies and Analyses here.

"Pakistan is a complicated relationship, complicated for both of our countries but it is one that we must continue to work to improve," Panetta said. "India and the United States will need to continue to engage Pakistan, overcoming our respective — and often deep — differences with Pakistan to make all of South Asia peaceful and prosperous."

He said he welcomed steps that India and Pakistan have taken to normalize trade relations as key to resolving their differences and a way to help Pakistan counter extremism within its borders.

But Panetta's speech comes as U.S. tensions with Pakistan continue to fray, strained by the persistent CIA drone attacks that target insurgents inside Pakistan as well as a deadlock in negotiation over U.S. shipments of supplies across the Afghanistan border.

Adding to that potential discord, Panetta also urged Indian leaders in meetings Tuesday and Wednesday to consider providing additional support to Afghanistan, including trade, reconstruction and assistance for the Afghan security forces.

Any increase in India's support for Afghanistan is likely to worry Pakistan, fueling fears that Islamabad's influence on the Afghans' future could diminish.

The U.S. is hoping that India can play a more robust role in the war effort, particularly in the training of Afghan forces, as the number of American and NATO troops in Afghanistan continues to decline over the next year.

In the past, India has cautiously helped the Afghan army, partly to avoid offending Pakistan or being drawn into Afghan security affairs.

India assisted Kabul mostly with economic and development aid and has helped build up the Afghan security forces by training Afghan police officers.

Training for Afghan soldiers extended to individual army officers who attended a multination course at the National Defense College in Delhi. There was no organized training of Afghan national army soldiers at Indian defense schools, but Afghan army soldiers have been attending courses at Indian military academies over the past few years.

Wrapping up a week of travel across Asia, Panetta said military cooperation with India is the linchpin to America's defense plan to focus more on the region. And he said that the two nations must move beyond individual arms sales and increase both the quality and quantity of their defense trade.

"For this relationship to truly provide security for this region and for the world, we need to deepen our defense and security cooperation," he said.

Panetta made only a passing reference to Iran in his speech and did not mention ongoing U.S. concerns that India continues to import large amounts of oil from Iran.

Earlier in the day Panetta met with Indian Defense Minister A.K. Antony and discussed increased defense trade and plans to conduct military exercises together. America's defense ties with India have grown steadily since about 2000, including a substantial increase in arms sales that now total more than $8.5 billion over the last 11 years.

As European leaders grapple with how to preserve their monetary union, Greece is rapidly running out of money.

Government coffers could be empty as soon as July, shortly after this month’s pivotal elections. In the worst case, Athens might have to temporarily stop paying for salaries and pensions, along with imports of fuel, food and pharmaceuticals.

Officials, scrambling for solutions, have considered dipping into funds that are supposed to be for Greece’s troubled banks. Some are even suggesting doling out i.o.u.’s.

Greek leaders said that despite their latest bailout of 130 billion euros, or $161.7 billion, they face a shortfall of 1.7 billion euros because tax revenue and other sources of potential income are drying up. A wrenching recession and harsh budget cuts have left businesses and individuals with less and less to give for taxes — and growing incentive to avoid paying what they owe.

The budget gap is widening as the so-called troika of lenders — the International Monetary Fund, the European Central Bank and the European Commission — withholds 1 billion euros in bailout money earmarked for government financing while it waits to see whether new leaders elected June 17 will honor Greece’s commitments.

Even if the troika delivers that money, Greece will struggle to cover its obligations. It underscored a harsh reality that is playing out in other troubled euro zone economies. Prolonged austerity is making it harder, not easier, for governments like Greece to become self-reliant again.

A top Spanish official acknowledged on Tuesday that Spain could not readily return to the markets to raise money because investors are demanding such high rates, highlighting how the debt crisis is spreading to larger economies in Europe.

Chancellor Angela Merkel of Germany said a day earlier that European leaders needed to find a way to create the political union that the world is looking for to complement their monetary union. European officials took a small step in that direction Tuesday by proposing a central authority for banking regulation, which would require countries to give up a bit of cherished sovereignty.

An essential element of Greece’s recovery plan has been to collect more taxes from a population that has long engaged in tax avoidance. The government is owed 45 billion euros in back taxes, tax officials in Athens said, only a fraction of which will ever be recovered.

To understand the difficulty, just talk to Nikos Maitos, a longtime official in Greece’s financial crimes investigation unit.

When he and a team of inspectors recently prowled the recession-hit island of Naxos for tax evaders, a local radio station broadcast his license plate number to warn residents.

“One repercussion of the crisis is that people are harder to find,” Mr. Maitos, an imposing, burly man, said last week in his sweltering office on the edge of Athens. “And when you do find them, they don’t have money.”

Even tax collectors, who have had to take large pay cuts, find that budget reductions make it hard to pay for the gasoline needed to reach their targets.

“After two and a half years of austerity, it’s really a difficult time to bring in revenue,” said Harry Theoharis, a senior official in the Greek Finance Ministry who helps oversee the country’s tax payment system. “You can’t keep flogging a dead horse.”

Salaries and pensions in the private and the public sectors have been cut by up to 50 percent, leaving Greece 495 million euros short of its revenue targets in the four months ended in April, according to the Greek Finance Ministry. With less cash, consumers have curbed spending, leading thousands of taxpaying businesses to fail.

Income expected from a higher, 23 percent value-added tax required by the bailout agreement has fallen short by around 800 million euros in the first four months of 2012. That is partly because cash-short businesses that were once law-abiding have started hiding money to stay afloat, tax officials said.

Greece’s General Accounting Office said recently that the state collected 25 percent less revenue in May than it did a year earlier. And the state has had to slash its goal of raising 50 billion euros from privatizations to just 3 billion euros as foreign investors lose interest.

That has left a caretaker government scrambling for a Plan B. One thought is to take billions of euros reserved for recapitalizing Greek banks, which have suffered from a flight of deposits amid political uncertainty and fears that Greece may abandon the euro for its own currency. But using that money would require the troika’s approval. Other notions, like i.o.u.’s and scrip, so far are only that — ideas.

To some extent, government officials said the tax-avoiding mentality is starting to change amid an aggressive enforcement campaign aimed at 500 wealthy individuals and companies, including former ministers and heads of state agencies and enterprises. People took notice in April when a former defense minister was arrested on charges of corruption and making false declarations related to his income and taxes.

“They are awed when they see inspectors now because of recent cases showing people will be prosecuted or made to pay,” Mr. Maitos said.

Tax collectors got another potential lift recently when the government started enforcing a 1995 law that gives them access to bank accounts of suspected tax evaders.

But Nikos Lekkas, a top official at the financial crimes agency where Mr. Maitos works, said Greek banks had obstructed nearly 5,000 requests for account data since 2010.

“The banks delay sending the information for 8 to 12 months,” he said. “And when they do, they send huge stacks of documents to make it confusing. By the time we can follow up, much of the money has already fled.”

In the past two years, the agency managed to assess back taxes worth 650 million euros on 210 of the cases, he said. But only 65 percent could be collected.

One challenge lies in what Mr. Lekkas calls the big fish — 18,300 offshore businesses belonging to wealthy Greek individuals and companies. Authorities are trying to trace the owners through property records, and they recently seized several large properties linked to offshore companies whose owners owe tens of millions of euros to the state.

That leaves collectors having to go after mostly smaller tax evaders, often with mixed results.

During a surveillance trip on the resort island of Santorini, Mr. Maitos said he and two colleagues observed a gas station owner insisting on cash-only transactions to avoid declaring taxes. When confronted, the man lashed at them with a bullwhip while cursing the state for taking his money.

Officials said things might improve drastically once Greece’s entire tax system is computerized, a move that is supposed to be completed by the end of this year.

Charalambos Nikolakopoulos, the head of the Greek tax collectors’ union, said there was no need for outsiders to straighten things out.

“Yes, we need change,” Mr. Nikolakopoulos said. “But things will only improve in Greece when we get a stable government that will impose its political will.”

Gonorrhea, the second most common sexually transmitted disease, is rapidly growing resistant to the last class of antibiotics that can effectively treat the infection, the World Health Organization warned Wednesday.

A number of countries, including Australia, France, Japan, Norway, Sweden and the United Kingdom, are reporting cases of antibiotic-resistant gonorrhea. The infection can lead to a series of serious health problems for both men and women, including infertility, increased risk of HIV infection, and potentially blinding eye infections in newborns, the WHO said.

Every year some 106 million people around the world are infected with gonorrhea, the U.N. health agency said.

According to the U.S. Centers for Disease Control and Prevention, more than 700,000 people in the United States get new gonorrhea infections each year and less than half of these infections are reported to the CDC.

In recommendations released Wednesday, the WHO called for greater oversight on the correct use of antibiotics and more research into alternative treatments for infections. The agency's Global Action Plan also urges increased monitoring and reporting of resistant strains of the disease, as well as better prevention, diagnosis and control of infections.

"Gonorrhea is becoming a major public health challenge, due to the high incidence of infections accompanied by dwindling treatment options," Dr. Manjula Lusti-Narasimhan, of WHO's Department of Reproductive Health and Research, said in a news release.

"The available data only shows the tip of the iceberg. Without adequate surveillance we won't know the extent of resistance to gonorrhea and without research into new antimicrobial agents, there could soon be no effective treatment for patients," she added.

Gonorrhea accounts for one quarter of the four major, curable sexually transmitted diseases, WHO noted, and it's the second most common sexually transmitted infection after chlamydia.

Since the development of antibiotics, gonorrhea has developed resistance to a variety of antibiotics, including penicillin and tetracyclines, and appears to be developing resistance to cephalosporins, the last line of drug defense, the agency said.

"We are very concerned about recent reports of treatment failure from the last effective treatment option -- the class of cephalosporin antibiotics --as there are no new therapeutic drugs in development," Lusti-Narasimhan said. "If gonococcal infections become untreatable, the health implications are significant."

Untreated gonorrhea can lead to health problems for men, women and newborns, the WHO said, including: infection of the urethra, cervix and rectum; infertility in both men and women; increased risk of HIV infection and transmission; ectopic pregnancies; miscarriage, stillbirths and premature deliveries; and severe eye infections in up to 50 percent of babies born to women with untreated gonorrhea that can lead to blindness.

Gonorrhea can be prevented through safe sex practices. Early detection and treatment, including of sex partners, is essential to control sexually transmitted diseases, WHO said.

Dr. Marc Siegel, an associate professor of medicine at the NYU Langone Medical Center in New York City, said, "WHO is right, gonorrhea is a rampant worldwide problem."

"It's also true that there are more resistant strains coming out," he said. But, in underdeveloped areas these strains are mostly sensitive to antibiotics, because in these areas there isn't a lot of antibiotic use, he added.

"We do need more public health measures, we need more education, and we need a heck of a lot more condom use," Siegel said.

Another leading U.S. infectious disease expert said the situation may not be as dire in America.

"The number of cases of gonorrhea in the U.S. has been significantly falling for a number of years. In 2009 there were 301,000 cases, representing a 10 percent decline from 2008. That trend has continued," said Dr. Pascal James Imperato, dean of the School of Public Health at State University of New York Downstate Medical Center. "I present this by way of background since gonorrhea, as a sexually transmitted disease, has been and continues to be on a downward decline in the U.S.

"Here in the U.S., a double antibiotic regimen has been in place over the past few years consisting of a cephalosporin and azithromycin or azithromycin and doxycycline," he explained.

"Thus far, organisms in the U.S. are still susceptible to some of the cephalosporins and remain susceptible to other antibiotics as well," Imperato said.

Police in Aurora, Colo., searching for suspected bank robbers stopped every car at an intersection, handcuffed all the adults and searched the cars, one of which they believed was carrying the suspect.

Police said they had received what they called a “reliable” tip that the culprit in an armed robbery at a Wells Fargo bank committed earlier was stopped at the red light.

“We didn’t have a description, didn’t know race or gender or anything, so a split-second decision was made to stop all the cars at that intersection, and search for the armed robber,” Aurora police Officer Frank Fania told ABC News.

Officers barricaded the area, halting 19 cars.

“Cops came in from every direction and just threw their car in front of my car,” Sonya Romero, one of the drivers who was handcuffed, told ABC News affiliate KMGH-TV in Denver.

From there, the police went from car to car, removing the passengers and handcuffing the adults.

“Most of the adults were handcuffed, then were told what was going on and were asked for permission to search the car,” Fania said. “They all granted permission, and once nothing was found in their cars, they were un-handcuffed.”

The search lasted between an hour and a half and two hours, and it wasn’t until the final car was searched that police apprehended the suspect.

“Once officers got to his car, they found evidence that he was who they were looking for,” Fania said. “When they searched the car, they found two loaded firearms.”

The actions of the police have been met with some criticism, but Fania said this was a unique situation that required an unusual response.

“It’s hard to say what normal is in a situation like this when you haven’t dealt with a situation like this,” Fania said. “The result of the whole ordeal is that it paid off. We have arrested and charged a suspect.”

The other people who had been held at the intersection were allowed to leave once the suspect was apprehended.
