Bureaucratic War Criminals and Their Crimes

With EU collapse, Obama, Clinton, Panetta running fresh out of war criminal friends, supporters, cheerleaders of their illegal "wars"

Harkening back to former U.S. Secretary of Defense Donald Rumsfeld, and then back further to Heinrich Himmler-the ruthless practitioner of the Nazi's Schutzstaffel (SS) that terrorized much of Europe during World War II, Defense Secretary Leon Panetta told thousands of sometimes cheering, sometimes solemn, troops that they needed to "tighten up discipline" and "display integrity." His announcement at Fort Benning, Georgia, was just one of many to mass media outlets around the world. They followed a number of repeated public relations disasters regarding U.S.-led military conflicts around the world, ones that Panetta claimed could play into the hands of America's enemies.

Trying to control the damage due to U.S. troops posting pictures of them urinating on Taliban corpses, posing with dead body parts, the burning of Korans, including several recent sport-killings and massacres and rapes of Afghan civilians, Panetta claimed that such misconduct relates only to a small percentage of U.S. forces which were merely magnified by digital technologies. Concerned over these "war crime" images posing a greater threat to U.S.-led military campaigns, he also said, "I need everyone of you, everyone of you to always display the strongest character, the greatest discipline, and the utmost integrity in everything you do."

Standing before thousands of SS troops, elite and professional forces of the Nazi Party used to exterminated enemy combatants and eliminate anyone considered to be racially degenerate, Himmler, who had the outward appearance of a meek, gentle man who would not harm a fly, who was slender, pale and had almost girlishly soft hands covered with blue veins,(1) also declared that they must always maintain their "integrity" amidst the "bombing raids, the hardships, and the deprivations of war." He affirmed that SS troops should never give in to "human weakness" but instead, they had a "moral right and duty" to "carry the heaviest of tasks in waging war with a spirit of love for our people."(2)

Another soft spoken bureaucratic war criminal, Rumsfeld, denounced such acts as "terrible" and inconsistent with the values of our nation. He was responding to hundreds of cases of abuse, torture, and homicide uncovered since the Abu Graib war crimes scandal uncovered in 2006 in Iraq. Images of U.S. troops posing with tortured and abused and naked Iraqi prisoners, some beaten and applied with electrical shock, were also posted via electronic media. Rumsfeld, of course, was quick to redefine the nature of these acts as "abuse" and not torture. And like Panetta and Himmler, he promised that "Any wrongdoers need to be punished, procedures evaluated, and problems corrects."(3)

Whether it be mass extermination policies or posing and grinning with corpses and their grim remains-like legs, arms, heads, and a dead man's hand with the middle finger raised and a sign reading "Zombie Hunters," war-like pathologies begin with bureaucrats in power. And whether it be the desire to create "living space" or American Exceptionalism and global Manifest Destiny-leading to lengthy military campaigns and occupations that result in hundreds of indiscriminate night time raids, massacres, and rapes, armed and aggressive criminology starts with those who espouse doctrines of superiority, that a nation and its leaders can raise themselves up from the contingent world and rule over it.

A lack of judgment and professionalism started long before U.S. troops posed with Nazi SS flags in Afghanistan while committing hundreds of crimes against peace and humanity. Protracted ground wars, ones that produce mental and emotional health problems and that increase suicides among troops, are a sign of moral failure and bureaucratic war crimes. Lengthy military campaigns which lead to an increase in substance abuse, divorce, joblessness, and homelessness among soldiers, reveal a need for moral leadership and honorable discipline at the highest levels of government. First came Himmler, and then came Rumsfeld and Panetta, along with their collaborators.

George Santayana wrote: "Those who cannot remember the past are condemned to repeat it." At the same time, "Those who cannot remember doomed principles of the past are condemned to repeat them." This is especially true for bureaucratic war criminals and their war crimes.

At the moment, we find ourselves in the middle of a turbulent phase of the global evolutionary cycle which commenced in the 1980ies and is projected to end by the middle of the XXI century. In the process, the US is clearly loosing its hyperpower status…

Estimates offered by experts from the Russian Academy of Science show that the current period of severe instabilities should end roughly in 2017-2019 with a crisis. The crisis will not be as deep as those of 2008-2009 or 2011-2012 and will mark the transition to an economy built on a novel technological basis. The economic revival will, in 2016-2020, likely entail serious shifts in the global power balance and serious military-political conflicts involving both the global heavyweights and the developing countries. The epicenters of the conflicts will supposedly be located in the Middle East and the post-Soviet Central Asia.

The century of the US global military-political dominance and economic primacy appears to be nearing completion. The US failed the unipolarity test and, bled by permanent Middle Eastern conflicts, currently lacks the resources retaining the global leadership would take.

Multipolarity implies a much fairer distribution of wealth across the world and a profound transformation of the international institutions such as the UN, the IMF, the World Bank, etc. At the moment the Washington consensus seems irreversibly dead and the global agenda should be topped by the task of building an economy with much lower uncertainty levels, tighter financial regulations, and greater justice in the allocation of revenues and economic benefits.

The centers of economic development are drifting from the West, which counts the industrial revolution among the main accomplishments on its record, to Asia. China and India should be preparing for an unprecedented economic race in the process against the backdrop of the wider competition between the economies employing the state capitalism and the traditional democracy models. China and India, the world's two top-populous countries, will define the directions and the pace of development in the future, but the main battle over global primacy is going to be played out between the US and China, with the choice of the XXI century post-industrial socioeconomic model and political system at stake.

The question arising in the context is how the US is going to react to the transition?

It has to be taken into account that any US strategy proceeds from the assumption that loosing the global primacy is unacceptable to the country. The linkage between global leadership and the XXI century prosperity is an axiom for the US elites regardless of political details.

Mathematical modeling of the global geopolitical dynamics warrants the conclusion that a victorious large-scale war fought with conventional warfare is the US only option to reverse the fast meltdown of its unsurpassed geopolitical status.

It is an open secret that occasionally non-military methods of pushing rivals off the stage - as in the case of the collapse of the Soviet Union – also work, and the corresponding technologies are being permanently polished in the US. On the other hand, up to date countries like China or Iran evidently prove immune to external manipulation. If the current geopolitical dynamics persists, the global leadership change can be expected by 2025, and the only way the US can derail the process being to ignite a major war…

The country facing an imminent leadership loss has no option but to strike first, and this is what Washington has been doing over the past 15 years. The US specific tactic is to pick as a target not an alternative candidate for geopolitical primacy but countries engaging which appears affordable at the moment. Attacking Yugoslavia, Afghanistan, and Iraq, the US sought to handle purely economic or relatively minor regional problems, but a bigger game would clearly require a more significant target. Military analysts hold that Iran plus Syria and the non-Arab Shia groups such as Lebanon's Hezbollah face the greatest chances of getting hit in the name of a new global redistribution.

The redistribution is in fact underway. The Arab Spring spun off and managed by Washington created the appropriate conditions for a merger of the Muslim world within a single caliphate. The US plan is that this new formation will help the waning hyperpower maintain its grip on the world's key energy resources and safeguard its interests vis-a-vis Asia and Africa. No doubt, the challenge prompting the US to compose this new type of arrangement is the swelling might of China.

Getting rid of Iran and Syria which stand in the way of the US global dominance would be Washington's natural next step. Attempts to topple the Iranian regime by means of inciting civilian unrest in the country failed fabulously, and military analysts suspect that an intervention scenario akin to those implemented in dealing with Iraq and Afghanistan eventually awaits Iran. The plan has serious chances to materialize even though as of today even the withdrawal from Iraq and Afghanistan presents the US with considerable problems.

The implementation of the Greater Middle East project - along with appreciable damage to the standing of Russia and China - would be the key prizes the US hopes to win by fighting a major war… The design became widely known in the US following the publication in the Armed Forces Journal of the notorious Peters map. The motivation which loomed behind the artifact was to muscle Russia and China out of the Mediterranean region and the Middle East, to cut Russia off the South Caucasus and Central Asia, and to disconnect China from its most important energy suppliers.

The materialization of the Greater Middle East plan would ruin Russia's prospects for a peaceful and steady development as the unstable US-controlled South Caucasus would be sending shock waves across the North Caucasus. Since, obviously, the unrest would be detonated by the forces of Muslim fundamentalism, Russia's predominantly Muslim regions are sure to be affected.

The US is unable to sustain the Washington consensus any longer relying on economic and political instruments. China's Jemin Jibao painted the picture with utmost clarity when it wrote that the US grew into a global parasite which prints unlimited quantities of dollars, exports them to pay for its imports, and thus buys Americans lavish living standards by robbing the rest of the world. Russia's premier expressed a similar view during his November 17, 2011 China tour.

Obama's only "growth" industry in America

At the moment China is pressing hard to limit the sphere of the US dollar circulation. The share of the US currency in China's reserves is shrinking, and in April, 2011 the Chinese Central Bank announced a plan to completely opt out of the US dollar in international clearances. The blow to the US currency domination will not remain unanswered, obviously. Iran is similarly trying to reduce the dollar share in its transactions: an Iranian oil exchange opened in July, 2011, where only Euro and Iran's own currency are accepted. Iran and China are negotiating over the supply of Chinese products in return for Iran's oil, which, among other things, would make it possible to route trade around the sanctions imposed on Iran. The Iranian leader said his country's trade volume with China should reach $100b, and that would render the US plans to isolate Iran meaningless.

The US efforts to undermine stability in the Middle East may in part be attributable to the reckoning that the reconstruction of the region's devastated infrastructures would necessitate massive dollar infusions, the result being the revitalization of the US economy. In 2011, the US strategy aimed at preserving its global leadership started to translate into power-based policies as Washington considers depreciating the dollar holdings among the possible solutions to the crisis problem. A major war can actually serve the purpose. In its wake, the winner would be able to impose its own terms on the rest of the world as it did when the Bretton-Woods system came into being in 1944. For Washington, running the world takes being ready to fight a major war.

Can Iran, given the necessary backing, put an end to the US universal expansion? The question will be addressed in the next paper.

The United States, which sought to capitalize politically, militarily, and financially from the break-up of the Soviet Union, Yugoslavia, Sudan, and Czechoslovakia and now seeks to reap the benefits from the similar potential fracturing of the Russian Federation, China, Libya, and Iraq, may receive a taste of its own medicine.

Illegal Wars, death, economic collapse is Obama legacy
Across the United States, there are increasing calls for secession from a federal government that is not providing for the common welfare of the people. Republicans, joined by a number of corporatist Democrats, are echoing the austerity push in Europe to sell-off public assets to vulture capitalists at rock bottom prices. Calls by corporatist politicians to privatize the U.S. Postal Service, AMTRAK, the Tennessee Valley Authority, and even public schools will have the effect of divorcing most Americans from any regular contact with their federal government. Such a development will nurture current movements that call for secession from the United States and seed nascent emergent movements.

One of the latest regions where there are increasing calls for secession is a unique linguistic and cultural region that was decimated by the British Petroleum (BP) Deepwater Horizon oil disaster two years ago. Many of the French Creole-speaking inhabitants of the Cajun region of southern Louisiana now openly talk about leaving the rest of Louisiana and the United States after the state and federal government failed to protect them from the effects of the British petrol company’s oil deluge and the subsequent use of the oil dispersant Corexit, a deadly combination that dealt a fatal blow to the area’s seafood and tourism industries.

BP spill has destroyed Gulf and adjoining wetlands

The U.S. Coast Guard, which became a virtual law enforcement arm for BP, is looked upon as a foreign military force by the Cajuns, people descendant from French Acadians who were forcibly deported in the 18th century from French Maritime Canada to Louisiana by a conquering British military force. Many Cajuns, concerned that BP would like to see them forcibly removed from their coastal and bayou homeland of southern Louisiana, vow that they will not allow the British remove them again. And, after the protection and assistance afforded to BP by the Democratic Obama administration and Republican administration of Louisiana Governor Bobby Jindal, the latter as subservient to British corporate interests as any Indian amah housemaid for a British East India Company colonial lord during the raj, the Cajun people realize they can, with their energy resources and even a crippled seafood industry, make it on their own.

Cajun Louisiana, or “Leta de la Lwizyàn” in the French Creole language, has the necessary requirements for sovereignty and self-determination under international law that has been codified since the Peace of Westphalia. The people of Lwizyan have a common ethnicity, history, and culture – all a requirement for sovereignty, plus a defined geographical region, which is basically the region of Louisiana south of Interstate 10. After the federal and state governments’ abysmal reaction to both Hurricane Katrina and the BP oil blow-out, both of which resulted in a distinct threat to the Cajun way of life, Lwizyan also has a human rights grievance against their governing political entities. Such human rights grievances have been used by the international community to justify the independence of such nations as Bangladesh, Israel, South Sudan, Kosovo, and East Timor.

Louisiana’s unique French culture has prompted it to take part in a number of international organizations, along with other francophone nations and regions, including France, the Wallon region of Belgium, and the Canadian provinces of Quebec, New Brunswick, Prince Edward Island, and Nova Scotia. Through observer status in the Francophone Community, French Creole-speaking delegates run shoulders with other French-speaking officials from nations as diverse as Haiti and Mauritius and Vanuatu and Switzerland.

After the dissolution of the USSR, fourteen new member states joined the United Nations – including Belarus and Ukraine, which had faux independent UN member state status as “Soviet Socialist Republics.” Although the dissolution of the United States may not be as rapid as that of the Soviet Union, it may experience a gradual breakup as seen in Yugoslavia.

Not only may Lwizyan ultimately take its seat in the UN General Assembly between Luxembourg and Madagascar, but there are other parts of the American empire that have legitimate reasons to break ties with rule from Washington, DC and join the international community as independent states.

Among the first candidates for independence are states and regions with legitimate reasons, including treaty provisions, to go it alone. Native American tribes that signed treaties as sovereign nations with Washington have historical and legal reasons to sever their ties with Washington. Many of the 525 federally-recognized Native American tribal nations possess the requirements to justify sovereignty and self-determination: common ethnicity, history, culture, a defined geographical region, and a long history of human rights grievances, including genocide, against the United States. The Lakota Sioux Nation (which seeks an independent Republic of Lakotah), Iroquois Nation (Haudenosaunee), Navajo Nation, and Hopi Nation have openly advocated for greater independence from American government oppression. The Iroquois have even issued their own passports, a move that was rejected by the Obama administration and American allies like Britain.

Hawaii, which lost its independence as a result of naked American aggression and the abolition of the Hawaiian monarchy, has a strong movement to restore Hawaiian independence. Similar independence movements in overseas territories such as Puerto Rico, Eastern Samoa, and Guåhån (which Washington continues to erroneously call by its colonial name, Guam, and not by its Chamorro name) are gaining in popularity. Hawaii. Guahan, Eastern Samoa, and Puerto Rico were acquired by the American empire during the United States’ 19th century grab for colonial possessions.

There are other American secession movements but many are merely screens and contrivances for racists, including groups that advocate the restoral of Southern Confederate independence and independence for Texas. However, there are other more legitimate secession movements that have are based on historical precedent. The Second Vermont Republic seeks the restoral of the independence of the short-lived First Vermont Republic that existed from 1777 to 1791. A number of secessionists have run for statewide office in Vermont.

The Alaska Independence Party, which is a libertarian party, advocates the independence of Alaska, a former Russian territory that was bought by the United States during the American Civil War. Supporters of Alaskan independence refer to the referendum of 1958, in which Alaskans were asked whether they wanted statehood, independence, commonwealth status, or remain a territory. Independence supporters seek another referendum with the same options.

Separatists in Washington state and Oregon seek to join Canada’s British Columbia to form the independent nation of Cascadia. And there are more than a few Californians who would like to resurrect their once briefly independent nation, the name of which appears on the California state flag: “California Republic.”

The only guarantee provided to Americans by Obama:  Death, illegal wars, more death, starvation on the streets of the richest country in the world

With calls for the abolition of Social Security, Medicare, the U.S. Postal Service, federally-funded public education, AMTRAK, and even the National Park system, Americans will increasingly find the federal government to be a useless entity that has sold off the public “commonwealth” to unscrupulous bankers and vulture capitalist investors. When Americans realize that the United States of America is a worthless encumbrance on their rights, we may hear the President of the UN General Assembly, perhaps a foreign minister of Scotland or Quebec, welcoming the independent nations of Leta de la Lwizyan, Guahan, Kalahu’i Hawai’i, and the Republic of Lakotah to take their seats in the General Assembly. The phrase “United States of America” will become as meaningless then as the “Union of Soviet Socialist Republics” and the “Socialist Federal Republic of Yugoslavia” are today. The American Emperor, after his outer and inner threads have been pulled, will be nothing more than a naked representative of stark imperialism, colonialism, fascism, and militarism and will be justly buried in a pauper’s grave.
