A town's police department has been closed amid claims of a cover up after an officer allegedly used a taser to subdue a nine-year-old boy.

Nearly 2,000 residents of Mount Sterling, in Ohio, have been left without local law enforcement after their police chief was suspended while officials investigated the incident.



The town's part-time officer was called to an apartment where a child was refusing to go to school, according to reports.

But during the call out, the visit became hostile and a taser was used to subdue the unnamed boy, Madison County Prosecutor Steve Pronai said.

The police chief Mike McCoy is accused of hiding the incident involving the officer, who no longer works in the town, from Mount Sterling leaders.

City officials suspended him for three days, leaving the town without a functioning police department.

The office's computers and weapons were also seized, and state investigators are probing the incident.

Sheriff Jim Sabin said his office would temporarily handle patrolling the town, which has a population of just under 2,000 according to the 2010 census.

The town council will consider the police department's future during a meeting tonight.

The closure is not the first for the Mount Sterling police force.

The village laid off all its officers except for the chief in September due to budget cuts, according to local paper the Coshocton Tribune.

It is yet unclear when the department will be reformed.

The official line for the atrocity carried out in Kandahar has now been clearly established: a US soldier went off base alone in the night and proceeded to kill 16 civilians in a nearby village before setting fire to the bodies. Condemned as “intentional murderers” by Afghan President Hamid Karzai, the US government has announced the obligatory “rapid and thorough” investigation. Tensions were already inflamed over the burning of the Quran by American soldiers, and following on from the revelation of “kill teams” collecting body parts as “trophies” and the leaked footage of troops urinating on dead Afghans, there is much concern that the latest atrocity will escalate tensions and stretch even thinner an already fragile relationship between the occupying US Army and the local population.


The latest line from the US government on the killings has been to discuss at length the mental state of the gunman. Initially, he was described as being possibly “deranged” at the time of the shootings; then, it was stated that he had suffered a “mental breakdown”, yet another soldier from Fort Lewis-McChord (described by the military newspaper Stars and Stripes as “the most troubled base in the military”) to have buckled under the strain of warfare and gone on a killing spree (a considerably more common trait for US soldiers than their NATO allies).

It’s certainly plausible: on his fourth tour and allegedly undergoing marital problems, it doesn’t take a great stretch of the imagination to accept that this extreme outburst of violence may have been the result of insurmountable psychological pressures. Additional reports have since emerged pointing to a “traumatic brain injury”, although since this alleged injury he has had at least two health checks, including a mental health screening as part of his sniper training back in 2008, so the role this may have played in the killings is unclear.

So far, nothing seems out of the ordinary with this narrative – until you include the eyewitnesses.

According to PakTribune: “One Afghan father who said his children were killed in the shooting spree accused soldiers of later burning the bodies.” Reuters were told by witnesses that “a group of US soldiers” arrived at the village and were responsible for the killings. Resident Haji Samad said: “They (Americans) poured chemicals over their dead bodies and burned them … I saw that all 11 of my relatives were killed, including my children and grandchildren.” A neighbour, Agha Lala, added, “They were all drunk and shooting all over the place.” 


The official response from the US came shortly after: “Based on the preliminary information we have this account is flatly wrong,’ the official said. ‘We believe one U.S. service member acted alone, not a group of U.S. soldiers.” No information has been provided to refute the testimony of the eyewitnesses, who also described shots being fired from several directions. As Afghan lawmaker Abdul Rahim Ayubi observed, “It is not possible for only one American soldier to come out of his base, kill a number of people far away, burn the bodies, go to another house and kill civilians there, then walk at least 2 kilometers and enter another house, kill civilians and burn them.” Local Panjwai councilman, Abdul Ghani, corroborated the unlikelihood of a single shooter, stating, “The villagers said they were hearing machine gun fire and pistol fire from different directions.”

But while objectively-speaking the evidence would point towards multiple shooters, once again the media has taken the pronouncements of unnamed “US officials” as gospel: the official line has been set in stone in print and on the news and the eyewitness accounts of drunken troops killing over a wider area, firing wildly and burning bodies has been expunged from the record. It is indicative of the culture of misinformation we live in that the US narrative is implicitly accepted as “the truth” despite the lack of corroborating evidence, their track record of deceptions and cover-ups and the obvious motivation to downplay the scale of the attacks in light of the other numerous atrocities carried out by US soldiers. 


Despite the well-documented, deep-rooted culture of racism and violence within the US military towards the indigenous populations of the lands they occupy (as Iraq war veteran Kevin Baker has said, “When I was in the military, racism was a very vital tool for the military to encourage soldiers to hate the people that they’re occupying”), the PR machine continues its desperate drive to maintain the public image of the mission in Afghanistan as one of “nation building” and “winning hearts and minds”. Portraying these killings as an abberation – the acts of a single, disturbed soldier – is a crucial component of “damage limitation”.

The reality is that such atrocities have become engrained in the behaviour of many US soldiers, a product of the dehumanization of the enemy from the moment they enter boot camp to institutionalized racism throughout the ranks following deployment. As Kevin Baker observes, “If you look at these situations, they are not single acts of isolation. The Afghan kill team that was done by the US military out of Fort Worth, this situation, the desecration of the Qu’ran, the kill teams in Iraq. These are not isolated incidents; they are organic in the way the US military fights and it’s organic in the nature of imperialism.”

The US Defense Secretary has been the target of a suspected car bomb attack after a man drove a stolen vehicle onto the runway where Leon Panetta’s plane was to land in Afghanistan, reports say. 
Panetta now in war criminal territory, will be held accountable
Anti-American sentiments in Afghanistan have also risen due to the desecration of the Holy Qur’an in a US-run military airbase last month.
The International Security Assistance Force (ISAF) said in a statement that "the alleged perpetrator" had been detained.

"At no point was the secretary or anyone on the aircraft in any danger from this incident," it added on Wednesday.

Speaking to reporters in Kabul, Panetta's spokesman, George Little, confirmed the incident saying an Afghan man crashed into a ditch before emerging from the vehicle "ablaze."

It is not yet clear whether the incident was a coincidence or Panetta was the victim of a targeted attack.

Little said the vehicle struck and injured an ISAF service member.

Panetta’s visit comes after a US trooper on Sunday shot dead more than 16 Afghan civilians inside their homes-- most of them women and children -- in southern province of Kandahar.

The US defense secretary held talks with provincial leaders and also addressed around 200 US Marines and other troops in a tent at Camp Leatherneck, who were suddenly asked by their commander to get up, place their weapons outside the tent and then return unarmed.

Civilian casualties in Afghanistan have been a major source of tension between Kabul and Washington.

Nowadays, it has become commonplace to hear comments such as these: You cannot be serious asking me about a story whose source is Al Jazeera! Is it reasonable to base your case on a news item from Al Jazeera? Do you feel comfortable within yourself working for Al Jazeera? Can you speak your mind or register your objections if you work for Al Jazeera? Do you really waste hours of your time watching Al Jazeera?


US, CIA call the shots at Al Jazeera, now fatally discredited
Nowadays, it has become routine to be sent dozens of Internet links that direct you to professional, political, or moral scandals associated with what Al Jazeera broadcasts. You would only be surprised and astonished if someone were to ask you: Did you see how that Al Jazeera anchor grilled his guest from the Syrian opposition?

What has changed is that you can now find many opponents of the Syrian regime – especially activists in the local coordination committees – who reject any attempt to implicate them in Al Jazeera’s broadcasts.

They do not attack the channel, or call for it to be boycotted, and they appreciate that it strongly supports the regime’s opponents. But they do not want to be blamed for what one activist describes as the “daily disasters” that feature in its output. This includes footage that has been fabricated, or stage-managed on behalf of the channel in return for financial rewards. It also includes appearances by supposed opposition figures who’s backgrounds are not known, while it is also not known “who they speak for, and whose ideas they are promoting.” It even includes Al Jazeera’s attempts to exaggerate the scale of the state’s repression.

It is hard, nowadays, to encounter any professional journalist who is prepared to defend Al Jazeera’s behavior, not just in Syria, but in Tunisia, Egypt, Libya, Yemen, and Bahrain too. Some of the highest-profile Arab journalists, for whom appearances on Al Jazeera used to really matter, now turn down the channel’s invitations. They realize that they have been used as tools in a dirty game. Has anyone, for example, wondered why Al Jazeera has ceased cooperating with Mohamed Hassanein Heikal?

Also new is the wave of resignations that Al Jazeera has witnessed. This has not been confined to people who can afford the financial consequences, given that Al Jazeera pays its staff multiples of what they would earn at other channels. The scale of the resignations, actual and under consideration, has effectively left editorial control of the channel in the hands of a cabal whose professionalism and integrity have long been compromised. Day by day, it has become increasingly apparent that those who refuse to work without observing minimal standards of professionalism and credibility are being purged. Others have lost their enthusiasm for putting forward ideas, or getting involved in work projects. They have become mere employees, who pray to God day and night that they are spared being assigned to another disaster.

Al-Jazeera’s problem is not its political stance. It is entitled to that. Its problem is that it has dealt a blow to every genuine attempt to build strong and reasonably independent Arab media. The channel will allow no discussion of what has become of it, and has taken us back to the days of the “no voice rises above the sound of the battle” media. It casts aspersions on the motives of anyone one who criticizes it, defends fatal mistakes with feigned naivete, and at the same time refuses to concede that its “logical justification” for what is happening today is: “we are implementing the policy of our funder, period.”

If a few million viewers boycotted the Arab world’s most famous channel it would not, of course, give it a ratings crisis. But because of Al Jazeera’s policies, the Arab media scene is now in need of a shake up of sorts. This is a task for those who have the capability and the financial and human resources, to produce more professional media, that is more credible and debate-provoking to viewers. These need not be a group, state, or media organization. It is also a task for all those who suffer daily dilemmas, and agree to do battle with Al Jazeera via media outlets that are even less professional and credible.

To delay taking such a decision is to fail to understand that media will remain, until further notice, the first line of attack, or defense, in the battle of public opinion.

The last thing Leslie Ingratta expected when she drove through the Detroit-Windsor Tunnel on a shopping trip was a hassle.
But within minutes of arriving at the U.S. Customs and Border Protection checkpoint in Detroit, the 33-year-old Windsor woman said, she was groped and fondled by a female agent in an unjustified strip search. It left her embarrassed, humiliated and reluctant to return to the U.S.

"It was horrible. It was degrading -- they treated me like a criminal and I have never been in trouble with the law," said Ingratta, one of three Canadian women who sued four unidentified CBP agents in U.S. District Court in Detroit on Tuesday for violating their Fourth Amendment right against unreasonable searches.

U.S. Customs officials declined to comment on the lawsuits, the third filed in federal court since last year alleging improper strip searches of Canadian women by female agents in Detroit.

Ingratta said the incident happened about 5:30 p.m. Jan. 30, 2011, when she was on her way to a shopping center on Woodward to buy discount vitamins and other items.

She said the first agent she encountered refused to believe where she was going and insisted that the shopping center was closed at that hour, which Ingratta said is untrue. He also accused her of lying, saying she wouldn't look him in the eye.

At a secondary inspection, Ingratta said, female agents placed her in a holding cell and ordered her to disrobe.


The suit said one of the agents reached inside her bra and fondled her breasts and then groped her genitals.

Afterward, another female agent asked her whether she was going to Detroit on a "booty call," the suit said.

"I wasn't dressed provocatively. I was wearing jeans and a jacket," Ingratta said.

She said she was so traumatized, she drove back to Windsor, crying.

Ingratta said she contacted attorney Thomas Wienner of Rochester after learning about a lawsuit Wienner filed last year on behalf of Loretta Van Beek of Stratford, Ontario, who said she was forced to endure a similar unwarranted strip search at the Ambassador Bridge in 2010. The suit is pending in federal court in Detroit.

Wienner filed a second lawsuit Tuesday on behalf of two other Canadians, Lisa Bhatt and Meera Sidhu, both 30. Bhatt lives in Windsor; Sidu lives in Milton, Ontario.

The suit said they were forced to submit to an improper strip search -- more invasive than Ingratta's -- in March 2010 on their way to an Alicia Keys concert in Detroit.

Wienner said CBP policy permits agents to conduct strip searches only if pat-down searches reveal evidence of contraband, which didn't happen in any of the three cases.

Bhatt and Sidhu declined to be interviewed.

Ingratta said she travels to Detroit less often these days and only with a friend.

"I'm just afraid of what might happen," she said.

Analysis

The Naval Update Map shows an approximation of the current locations of U.S. Carrier Strike Groups (CSGs) and Amphibious Ready Groups (ARGs), based on available open-source information. No classified or operationally sensitive information is included in this weekly update.


CSGs and ARGs are the keys to U.S. dominance of the world’s oceans. A CSG is centered on an aircraft carrier, which projects U.S. naval and air power and supports a carrier air wing (CVW).

The CSG includes significant offensive strike capability. An ARG is centered on three amphibious warfare ships, with a Marine Expeditionary Unit (MEU) embarked. An MEU is built around a heavily reinforced and mobile battalion of Marines.

Carrier Strike Groups

  • The USS Abraham Lincoln CSG with CVW 2 embarked is under way in the U.S. 5th Fleet area of responsibility (AOR) conducting missions supporting Operation Enduring Freedom, maritime security operations and theater security cooperation efforts.
  • The USS Carl Vinson CSG with CVW 17 embarked is under way in the U.S. 5th Fleet AOR conducting missions supporting Operation Enduring Freedom, maritime security operations and theater security cooperation efforts.
  • The USS Enterprise with CVW 1 embarked is under way in the Atlantic Ocean on its 22nd and final deployment to the U.S. Navy’s 5th and 6th Fleet AORs as part of an ongoing rotation of U.S. forces supporting maritime security operations in international waters around the world.
  • The USS George H.W. Bush is under way in the Atlantic Ocean conducting carrier qualifications.

Amphibious Ready Groups/Marine Expeditionary Units

  • The USS Makin Island is docked at Khalifa Bin Salman Port in Al Hidd, Bahrain, for a 10-day maintenance upkeep.
  • The USS Essex ARG with the 31st MEU embarked is under way in the U.S. 7th Fleet AOR conducting amphibious integration training and certification exercises.
  • The USS Bonhomme Richard is at the White Beach Naval Facility in Okinawa, Japan, for a scheduled port call while it transfers to its new homeport of Sasebo, Japan, to replace the forward deployed USS Essex.
  • The USS Wasp is currently using the degaussing range in Naval Station Mayport, Florida, during its routine operations in the southern Caribbean Sea.
  • The USS Bataan is under way in the Atlantic Ocean conducting qualifications.
