This is from p. 84-5 in Which Path to Persia?: Options for a New American Strategy toward Iran, a June, 2009 book edited and co-authored by Kenneth Pollack of the Brookings Institution:

...absent a clear Iranian act of aggression, American airstrikes against Iran would be unpopular in the region and throughout the world...it would be far more preferable if the United States could cite an Iranian provocation as justification for the airstrikes before launching them. Clearly, the more outrageous, the more deadly, and the more unprovoked the Iranian action, the better off the United States would be. Of course, it would be very difficult for the United States to goad Iran into such a provocation without the rest of the world recognizing this game, which would then undermine it. (One method that would have some possibility of success would be to ratchet up covert regime change efforts in the hope that Tehran would retaliate overtly, or even semi-overtly, which could then be portrayed as an unprovoked act of Iranian aggression.) ... [T]he use of airstrikes could not be the primary U.S. policy toward Iran...until Iran provided the necessary pretext.

You may remember Pollack from The Threatening Storm: The Case for Invading Iraq, the 2002 book cited by all the nice liberals who sadly and reluctantly supported war. What you don't remember—because none of the nice liberals mentioned it—is that on p. 364-5 of The Threatening Storm Pollack presented exactly the same option regarding Iraq:

Assembling a […] coalition would be infinitely easier if the United States could point to a smoking gun with Iraqi fingerprints on it—some new Iraqi outrage that would serve to galvanize international opinion and create the pretext for an invasion...

There are probably […] courses the United States could take that might prompt Saddam to make a foolish, aggressive move, that would then become the "smoking gun" justifying an invasion. An aggressive U.S. covert action campaign might provoke Saddam to retaliate overtly, providing a casus belli...

What matters about this is that Pollack is right at the heart of the Democratic Party's foreign policy establishment, and he's completely comfortable proposing that he and his friends lie the world into war after war in the mideast. (The other authors of Which Path to Persia? are Daniel L. Byman, Martin Indyk, Suzanne Maloney, Michael E. O’Hanlon and Bruce Riedel.) No one he hangs around with will find anything jarring about this. And he knows he can count on the media to never mention this option is being openly kicked around before the war starts. (Pollack is Ted Koppel's son-in-law.)

President Badass:  Willing to start WWIII to save HIS ass

To understand how seriously the U.S. government takes this kind of thing, here's some of the relevant history involving Iraq and Iran:



1. In 1997, a Clinton cabinet member suggested that the Air Force fly a U-2 so slowly and low over Iraq that Iraq would be able to shoot it down. This would be a "precipitous event—something that would make us look good in the eyes of the world" and enable us to invade.



2. On February 16, 2002, George W. Bush authorized parts of "Anabasis", a CIA plan to fly Iraqi exiles into southern Iraq, where they would seize a military base in hopes Saddam would fly troops south to retake it. According to one of the CIA operatives involved, "The idea was to create an incident in which Saddam lashes out... you'd have a premise for war: we've been invited in."

3. In 2002, the U.S. and U.K. doubled their rate of bombing Iraq "in an attempt to provoke Saddam Hussein into giving the allies an excuse for war."

4. On January 31, 2003, in a White House meeting with Tony Blair, Bush proposed painting a U.S. plane in the colors of the UN in hopes it would draw Iraqi fire, thus providing a pretext to invade.


5. In early 2008, Dick Cheney and friends discussed how to create a casus belli for attacking Iran. One of their bright ideas was to build some speed boats that looked like the ones belonging to the Iranian navy, put Navy SEALs on them, and then have the SEALs start shooting at American ships. (Note that with this concept we'd give up on secretly goading Iran into responding to our aggression, and just provide both sides of the war ourselves.)

Given that someone like Barry McCaffrey is privately telling NBC executives that Iran is going to "further escalate" hostilities in next few months, it's a good time to pay attention to all this.

Investigation reports that government covered-up true scale of Fukushima disaster, and considered Tokyo evacuation

Japanese leaders did not know the extent of the damage in the wake of the nuclear crisis after the massive quake and tsunami hit the Pacific nation even as they tried to play down the risk in public, an independent investigation is set to report.

Naoto Kan, the then-prime minister, and his staff began referring to a worst case scenario that could threaten Japan's existence as a nation around three days after the quake-triggered tsunami on March 11, and even secretly considered evacuating the capital, Tokyo, the report by the Rebuild Japan Initiative Foundation said on Tuesday.

Kan ordered workers to remain at the tsunami-crippled Fukushima nuclear plant as fears mounted of a "devil's chain reaction" that would force tens of millions of people to flee Tokyo, the report says.

That was when fears mounted that thousands of spent fuel rods stored at a damaged reactor would melt and spew radiation after a hydrogen explosion at an adjacent reactor building, according to the report.

Spectre of crisis

In an interview with Reuters this month, the 65-year-old Kan said he was haunted by the spectre of a crisis spinning out of control and forcing the evacuation of the Tokyo greater metropolitan area, 240km away and home to some 35 million people.

 Yukio Edano, then Japan's top government spokesman, told the think-tank that at the height of tension he feared a "devil's chain reaction" in which the Fukushima Daiichi plant and the nearby Fukushima Daiichi facility, as well as the Tokai nuclear plant, spiralled out of control, putting Tokyo at risk.

"I had this demonic scenario in my head" that nuclear reactors could break down one after another, he is quoted as saying."If that happens Tokyo will be finished.

A team of 30 university professors, lawyers and journalists investigated Japan’s response to the triple meltdown at the Fukushima plant, which followed the twin disasters that shut down the plant’s cooling systems.

Since September, it has interviewed more than 300 people, including Kan, then-trade minister Banri Kaieda and Edano.

Lack of trust

The New York Times newspaper, which had an advance copy of the report, said there was lack of trust between the major actors: Kan; the Tokyo headquarters of the plant’s operator, Tokyo Electric Power (TEPCO), and the manager at the stricken plant.

Kan's administration, TEPCO and nuclear regulators have all faced criticism, both for a confused response and for failing to come clean on the extent of the crisis in the early days, undermining public trust in Japan's leaders and bureaucracy.

 Al Jazeera’s Steve Chao, reporting from Fukushima, said that even though Kan resigned as prime minister last August, the communities around Fukushima continue to suffer.

“Fishing boats today remain idle, an entire industry decimated as radiation has seeped into the once fertile fishing grounds," he said.

 “Marine biologists say it could be decades before the waters around Fukushima are safe to fish again.”
Imad Khadduri, a nuclear expert, agreed that the clean-up effort will take a long time.

“It will take 30 to 40 years to clean the plants that are destroyed, to remove the radioactive fuel, the spent fuel, and to entomb everything," he told Al Jazeera.

"To decontaminate the ocean or the soil will also take a couple of decades. Even now in Chernobyl [site of the 1986 nuclear disaster in the former Soviet Union], they haven’t finished after 30 years."

And as in the beginning, a decade later, more questions than answers

Additional evidence pointing to Israel's involvement in the "sticky bomb" false flag terrorist operations in Bangkok, New Delhi, and Tbilisi has investigators looking at Israeli involvement in another false flag attack, the nightclub bombings in Bali almost 10 years ago. The renewed interest in Bali comes at the same time new networks are in the early stages of preparing their tenth anniversary specials on the October 12, 2002 bombings that killed at least 202 people, including 88 Australians.

Just as Indonesian authorities doubted the U.S. and Australian spin that the deadly bombings in Bali were the work of the "Al Qaeda" Southeast Asian affiliate, "Jemaah Islamiya," Indian officials are now questioning Iran's role in the bombing of the car of an Israeli defense mission official in the Indian capital.



On February 22, The Washington Post reported that an anonymous Indian government official told the paper that the bombing in New Delhi could have been the work of the Israeli government.

Although a series of sham trials have taken place in Indonesia to pin the blame for Bali on Jemaah Islamiya, questions remain about the role of a DeHavilland Dash-7 aircraft spotted at Denpasar airport in Bali four hours before the explosion at Bali's Sari Club. After the explosion, the plane departed Denpasar. Although the control tower entries for the aircraft were whited out, the apron logs at the airport were not altered. The Dash-7, according to previous WMR reports on Bali, departed Denpasar for Singapore and ultimately landed in Israel.

On March 27, 2007, WMR reporred: "A DeHavilland Dash-7 aircraft registered in Queensland, Australia, landed at Denpasar Airport in Bali only hours before a massive explosion ripped through the Sari Club, killing over 200 people, many of them vaporized.

Our sources claim that an Israeli military team arrived at Denpasar Hospital a after the explosion and claimed four bodies of white men in uniform and flew them out of Bali on the Dash 7. The plane took off an hour after the explosion. Our sources have revealed the plane was permitted to pass through Singapore for an unknown destination.

After the bombing and the plane’s departure, the tower logs were altered at Denpasar Airport . . . However, in a major oversight, the apron logs were not tampered with. Our sources have revealed the Dash 7 was Israeli-owned."

The destination of the Dash-7 on October 12 was erased from the arrivals and departures log in the control tower. The aircraft's own flight log, a copy which was provided to Denpasar airport officials, listed the plane as having arrived from Dili, East Timor and returning to Dili the same day.

The Dash-7 (registration C-FWYU) was sold by Canada's Conair Aviation in August 2002 and was no longer listed in Canadian aircraft registration records.




C-FWYU was most recently spotted with United Nations fuselage markings in Faro, Portugal on January 21, 2009.

The FBI attempted to find out what two newspapers had discovered about Bali by wiretapping their Jakarta-based reporters. The following is from WMR, August 12, 2008: "Recently, FBI director Robert Mueller called New York Times executive editor Bill Keller and Washington Post executive editor Leonard Downie, Jr. and apologized for the FBI improperly obtaining phone records on their Jakarta, Indonesia-based reporters in 2004 during a "national security investigation." FBI agents apparently by-passed judicial authorization in declaring that an emergency existed in their desire to discover with whom the reporters were communicating.




The reporters affected by the FBI surveillance were the Post's Ellen Nakashima and Natasha Tampubolon and the Times' Raymond Bonner and Jane Perlez.

WMR has learned from another Jakarta-based journalist that the FBI was attempting to discover what information the journalists may have obtained on a false flag operation involving the deadly 2001 bombings in Bali that was blamed by the United States on Jemmah Islamiya, the Southeast Asian affiliate of 'Al Qaeda.'"

The protests were held on Wednesday in the Czech Republic, France, Greece, Belgium, and Spain against government economic reforms aimed at dealing with the unprecedented debt crisis plaguing the European Union.

Trade union leaders gathered outside the European Council in Brussels, Belgium to demand an end to austerity measures.

In Spain, protests turned violent as police clashed with anti-austerity protesters in the country’s the second largest city, Barcelona. Police in riot gear beat the protesters with batons and a number of arrests were made.

Students have staged demonstrations and sit-in protests across the country to demand an end to Madrid’s austerity measures, labor market reforms, and police violence.

Thousands of Czech university students rallied in the capital Prague, slamming the country’s Education Ministry for introducing tuition fees and boosting the number of government representatives in academic bodies.

The Czech government says the reforms are necessary to boost educational standards and secure more funding. 



Greek banks and government offices burn:  Beginning of end?
In France, main unions gathered forces for a day of protest action against austerity measures being imposed across the European Union.

In Greece, unions staged nationwide walkouts hours after the parliament approved new spending cuts to secure a new EUR 130 billion (USD 170 billion) bailout package promised by international lenders and meant to prevent the country from going bankrupt.

The Greek and French protests are part of a day of action called by European labor organizations to pressure the leaders of the 27-member EU into adopting pro-growth measures when they gather for a summit in Brussels over Thursday and Friday.

The eurozone economy is heading into its second round of recession in just three years. The bloc’s last recession was in 2009, when its economy contracted by 4.3 percent.

The Europe plunged into financial crisis in early 2010.

Amid the debt crisis, the European Commission has predicted that the eurozone currency bloc faces double-dip recession while the wider EU economy stagnates in 2012.

American officials who have assessed the likely Iranian responses to any attack by Israel on its nuclear program believe that Iran would retaliate by launching missiles on Israel and terrorist-style attacks on United States civilian and military personnel overseas.

While a missile retaliation against Israel would be virtually certain, according to these assessments, Iran would also be likely to try to calibrate its response against American targets so as not to give the United States a rationale for taking military action that could permanently cripple Tehran’s nuclear program. “The Iranians have been pretty good masters of escalation control,” said Gen. James E. Cartwright, now retired, who as the top officer at Strategic Command and as vice chairman of the Joint Chiefs of Staff participated in war games involving both deterrence and retaliation on potential adversaries like Iran.

The Iranian targets, General Cartwright and other American analysts believe, would include petroleum infrastructure in the Persian Gulf, and American troops in Afghanistan, where Iran has been accused of shipping explosives to local insurgent forces.

Both American and Israeli officials who discussed current thinking on the potential ramifications of an Israeli attack believe that the last thing Iran would want is a full-scale war on its territory. Their analysis, however, also includes the broad caveat that it is impossible to know the internal thinking of the senior leadership in Tehran, and is informed by the awareness that even the most detailed war games cannot predict how nations and their leaders will react in the heat of conflict. Yet such assessments are not just intellectual exercises. Any conclusions on how the Iranians will react to an attack will help determine whether the Israelis launch a strike — and what the American position will be if they do.

While evidence suggests that Iran continues to make progress toward a nuclear weapons program, American intelligence officials believe that there is no hard evidence that Iran has decided to build a nuclear bomb. But the possibility that Israel will launch a pre-emptive strike has become a focus of American policy makers and is expected to be a primary topic when Prime Minister Benjamin Netanyahu of Israel meets with President Obama at the White House on Monday.

In November, Israel’s defense minister, Ehud Barak, said any Iranian retaliation for an Israeli attack would be “bearable,” and his government’s estimate that Iran is engaging in a bluff has been a key element in the heightened expectations that Israel is considering a strike. But Iran’s highly compartmentalized security services, analysts caution, may operate in semi-rogue fashion, following goals that seem irrational to planners in Washington. American experts, for example, are still puzzled by a suspected Iranian plot last year to assassinate the Saudi ambassador in Washington.

“Once military strikes and counterstrikes begin, you are on the tiger’s back,” said Ray Takeyh, a former Obama administration national security official who is now at the Council on Foreign Relations. “And when on the tiger’s back, you cannot always pick the place to dismount.”

If Israel did attack, officials said, Iran would be foolhardy, even suicidal, to invite an overpowering retaliation by directly attacking United States military targets — by, for example, unleashing its missiles at American bases on the territory of Persian Gulf allies. “The balance the Iranians will try to strike is doing damage that is sufficiently significant, but just short of what it would take for America to invade,” said General Cartwright, now at the Center for Strategic and International Studies.

A former Israeli official said the best way to think about retaliation against Israel was through a formula he called “1991 plus 2006 plus Buenos Aires times 3 or 5.” The reference was to three instances in the last two decades when Israel came under attack: the Scud missiles sent by Saddam Hussein into Israel in 1991 during the first gulf war; the 3,000 rockets fired at Israel by Hezbollah during their 2006 war; and the attacks on the Israeli Embassy and a Jewish center in Argentina in the early 1990s. Those attacks each killed 100 to 200 people, wounded scores more and caused several billion dollars of property damage. Hundreds of thousands of Israelis in the north had to be evacuated from their homes to bomb shelters or further south during the 2006 war.

But there is a broad Israeli assessment that Iran’s response to an attack would be limited.

“If Iran is struck surgically, it will react — no doubt,” said the former Israeli official, echoing Mr. Barak’s comments last year. “But that reaction will be calculated and in proportion to its capabilities. Iran will not set the Middle East on fire.”

“Is 40 missiles on Tel Aviv nice?” the official asked, summing up the Israeli calculus. “No. But it’s better than a nuclear Iran.”

By contrast, administration, military and intelligence officials say Iran would most likely choose anonymous, indirect attacks against nations it views as supporting Israeli policy, in the hope of offering Tehran at least public deniability. Iran also might try to block, even temporarily, the Strait of Hormuz to further unsettle oil markets.


Both U.S. and Iranian naval personnel want to see more of this....
An increase in car bombs set off against civilian targets in world capitals would also be possible. And Iran would almost certainly smuggle high-powered explosives across its border into Afghanistan, where they could be planted along roadways and set off by surrogate forces to kill and maim American and NATO troops — much as it did in Iraq during the peak of violence there. But Iran’s primary goal would be quickly rebuilding — and probably accelerating — its nuclear program, and thus, according to these assessments, it would be likely to try to avoid inviting a punishing second wave of attacks by the United States.

Vali Nasr, a professor of international politics at the Fletcher School of Law and Diplomacy at Tufts University, said Iran would “have to retaliate visibly against Israel to protect its image at home and in the region.” Along a second line of reprisals, Iran also “would try and keep the United States busy by escalating tensions in Lebanon, Syria, Egypt, Iraq and Afghanistan,” he said.

 In 2009, the Brookings Institution held a simulation to assess Day 2 of an Israeli attack on Iran, casting former government officials, diplomats and regional experts in the roles of American, Israeli and Iranian officials. Karim Sadjadpour, of the Carnegie Endowment for International Peace, played Iran’s supreme leader, Ayatollah Ali Khamenei. The faux Iranian leadership had to “calibrate their response with great precision,” he said. “If they respond too little, they could lose face, and if they respond too much, they could lose their heads.”

During the simulation, Iran also fired missiles at Israeli military and nuclear targets, and unleashed Hezbollah, Hamas and Islamic Jihad militants to fire rockets at population centers in Israel, with a goal to create an atmosphere of terror among Israelis. In the simulation, Iran also activated terrorist cells in Europe, which bombed public transportation and killed civilians.

Mr. Sadjadpour said that one thing the exercise demonstrated was how quickly things would deteriorate, adding that “as for long-term consequences, it’s way too murky to say anything but this: It will be ugly.”
