Military Whistleblower Profiles in Courage : Daniel Ellsberg, United States Marine Corps Exposes Pentagon Papers

Daniel Ellsberg is a former U.S. Marine and military analyst who precipitated a constitutional crisis in 1971 when he released the "Pentagon Papers." The papers comprised the U.S. military's account of theater activities during the Vietnam War. Ellsberg released top secret documents to The New York Times. His release of the Pentagon Papers succeeded in substantially eroding public support for the Vietnam War. A succession of related events, including Watergate, eventually led to President Richard M. Nixon's resignation.

The Pentagon Papers were mostly an indictment of the Democratic administration of Lyndon B. Johnson, but they fed the Nixon administration's preoccupation with finding information and document leakers. They eventually led to the secret White House "Plumbers" group and then to Watergate. In its turn, Watergate led to the first resignation of an American president, Richard M. Nixon. The Pentagon Papers contained plans to invade Vietnam, even though President Johnson had told the public that he had no intention to stage an invasion.

 Ellsberg in VietnamEllsberg, born April 7, 1931, grew up in Detroit, Michigan, and attended Cranbrook School, followed by Harvard University. He graduated with a Ph.D. in economics in 1959, in which he described a paradox in decision theory now known as the "Ellsberg Paradox." He served as a company commander in the Marine Corps for two years and then became an analyst at the Rand Corporation. A committed Cold War warrior, he served in the Pentagon in 1964 under Secretary of Defense Robert McNamara. He then served for two years in Vietnam as a civilian in the State Department, and became convinced that the Vietnam War was unwinnable.
Ellsberg believed there was a consensus in the Defense and State departments that the United States had no realistic chance of victory in Vietnam, but that political considerations prevented them from saying so publicly. McNamara and others continued to state in press interviews that victory was "just around the corner." As the war continued to worsen, Ellsberg became deeply disillusioned.

Working again at Rand, Ellsberg managed to procure, photocopy, then return a large number of classified or top-secret papers regarding the conduct of the war. They revealed the knowledge, early on, that the war would not likely be won and that continuing the war would lead to many times more casualties than was admitted publicly. Further, the papers showed a deep cynicism by the military towards the public and a disregard for the loss of life and injury suffered by soldiers and civilians.

Ellsberg knew that releasing that information would most likely result in his conviction and a sentence of many years in prison. Throughout 1970, Ellsberg covertly attempted to convince a few sympathetic senators, (among them J. William Fulbright, who refused to break the law), that he should release the Pentagon Papers on the Senate floor, because a Senator cannot be prosecuted for anything he says on record before the Senate. No senator was willing to do so.

Finally, Ellsberg leaked the Pentagon Papers to the Times. On June 13, 1971, the paper began to publish the first installment of the 7,000 page document. For 15 days, the Times was prevented from publishing its articles on the orders of the Nixon administration. However, the U.S. Supreme Court ordered publication to resume freely. Although the Times did not reveal the source of the leak, Ellsberg knew that the FBI would soon determine that he was the source of the leak. Ellsberg went underground, living secretly among like-minded people. He was not caught by the FBI, even though they were under enormous pressure from the Nixon Administration to find him.

 Daniel EllsbergThe release of those papers was politically embarrassing, not only to the incumbent Nixon Administration, but also to the previous Johnson and Kennedy administrations. Nixon's attorney general John Mitchell almost immediately issued a telegram to the Times, ordering it to halt publication. The paper refused, then the government brought suit against them. Although the Times eventually won the case before the Supreme Court, an appellate court ordered that the paper temporarily halt further publication. That was the first attempt in American history by the federal government to restrain the publication of a newspaper. Ellsberg released the Pentagon Papers to other newspapers in rapid succession, making it clear to the government that they would have to obtain injunctions against every newspaper in the country to stop the story.

President Nixon made discrediting Ellsberg a high priority. Nixon's Oval Office tape from June 14, 1971, reveals H.R. Haldeman describing the situation to Nixon:
"To the ordinary guy, all this is a bunch of gobbledygook. But out of the gobbledygook comes a very clear thing: You can't trust the government; you can't believe what they say; and you can't rely on their judgment. And the implicit infallibility of presidents, which has been an accepted thing in America, is badly hurt by this, because it shows that people do things the president wants to do even though it's wrong, and the president can be wrong."
On June 28, 1971, Ellsberg publicly surrendered at the U.S. Attorney's Office in Boston. He was taken into custody believing he would spend the rest of his life in prison; he was charged with theft, conspiracy, and espionage.

In one of Nixon's actions against Ellsberg, G. Gordon Liddy and E. Howard Hunt broke into Ellsberg's psychiatrist's office in September 1971, hoping to find information they could use to discredit him. The revelation of the break-in became part of the Watergate scandal. On May 3, 1972, the White House secretly flew a dozen Cuban CIA "assets" (commandos), to Washington, D.C., with orders to assault or assassinate Ellsberg. They backed out because the crowd was too large.

Because of the gross governmental misconduct, all charges against Ellsberg were eventually dropped, a president eventually resigned, and a large segment of the American populace became disenfranchised and alienated from their government at all levels.

 New York Times headlineEllsberg has continued as a political activist. Recently he provoked criticism from the George W. Bush Administration for praising whistleblower* Katharine Gun, a former British Inteligence employee, and calling on others to leak any other information that reveals alleged deception regarding the 2003 invasion of Iraq. Ellsberg currently serves as a senior research associate at the Massachusetts Institute of Technology's Center for International Studies.

The latest and a most signifigant development in this saga has been the revelation in June 2005, 34 years hence, of the identity of the Watergate "Deep Throat" informant. In June 2005 91-year-old Mark Felt, a former associate director of the FBI, confirmed that he is Deep Throat.

The former television mystery, "The X-Files," had roots in the true saga of the Pentagon Papers and Watergate. The X-Files is fictional entertainment based upon the proposition that the truth is out there, but it may not be revealed by government before some alienated loner, out of a sense of moral justice, reveals embarrassing facts hidden from public scrutiny. One person can make a difference.

Two French reporters, one badly wounded, begged Thursday for rescue from a besieged Syrian opposition enclave, as President Nicolas Sarkozy branded the deaths of two of their colleagues "murder".

As Edith Bouvier and William Daniels pleaded in a video message for medical evacuation, efforts were being made to get a fifth journalist to safety after he was injured in the same bombardment on an opposition-held district of Homs.

Syrian strongman Bashar al-Assad's regime insisted it could not be held responsible for the deaths of journalists who had "sneaked" across the border without visas and were working in "trouble-hit areas".

But Syrian information minister Adnan Mahmud told AFP that the governor of Homs had been ordered to find the reporters and bring them out safely.




Meanwhile, anger was mounting in Western capitals at what leaders and human rights groups see as the deliberate shelling of civilian targets by regime forces and in particular for the deaths of the journalists.

"Those who did this will have to account for it," Sarkozy said.

"Thanks to globalisation, you can no longer commit murder under cover of utter silence. I saw the images. There was a decision to bombard a place because journalists were there," he alleged.

Asked about the fate of a Sunday Times photographer, the British foreign ministry said: "All the necessary work is being done on repatriating Marie Colvin's body and ensuring Paul Conroy gets to safety. We can't give you any more detail of that at the moment."

Earlier the Foreign Office said Conroy, 47, was on his way out of Homs but a government source said the situation had changed.

The events surrounding the deaths of Colvin, 56, and 28-year-old Ochlik are not yet clear, but local activists opposed to Assad said they were killed when government troops opened fire with heavy weapons on a rebel press centre.

Colvin was a prizewinning correspondent renowned for a 25-year career covering conflict around the world. Her mother also said she believed her daughter had been killed deliberately by the regime.

"My daughter was murdered by these people," Rosemarie Colvin said in an interview with CNN. "That's what they've done."

Meanwhile, the two journalists still trapped in Homs made a dramatic appeal for assistance in a video shot and uploaded to the Internet by anti-regime activists. Shelling could be heard in the background as they spoke.

Bouvier, a reporter for the French daily Le Figaro, appeared calm and coherent, even occasionally smiling weakly as she addressed the camera.

"My leg is broken at the level of the femur, along its length and also horizontally. I need to be operated upon as soon as possible," she said.

"The doctors here have treated me very well, as much as they are able, but they are not able to undertake surgical procedures," she said.

"I need a ceasefire and a medically-equipped vehicle, or at least one in good condition, that can get me to the Lebanese border so that I can be treated in the shortest possible time," she said, lying on a sofa under a blanket.

She is seen alongside a man in medical scrubs with a stethoscope who spoke briefly in Arabic to describe Bouvier's condition and repeat her request to be evacuated urgently.

Bouvier said the video was shot on Thursday at 3.00 pm (1200 GMT). It was posted on the YouTube file-sharing site and Syrian activists opposed to Bashar al-Assad's regime quickly emailed links to it to news organisations.

Daniels said he had been not himself been hurt in Wednesday's shelling, but said that the situation was getting tougher, with no power and little food getting through during the siege.

"Our morale is good, she's strong, she's smiling," he said of his colleague, adding that he is a freelance on assignment for Le Figaro and Time magazine.

"I hope the French authorities can help us as quickly as possible because it's difficult here. We have no electricity. We don't have much to eat, bombs are still falling. We need to get out by medical evacuation."

SAN DIEGO -

Two military helicopters collided over the California desert during nighttime training exercises, killing seven Marines in the latest of several similar accidents in the region.

The service members with the 3rd Marine Aircraft Wing were based at Camp Pendleton north of San Diego, Lt. Maureen Dooley with Miramar Air Base in California said Thursday. The crash happened around 8 p.m. Wednesday and involved an AH-1W Cobra that carries two crew members and a UH-1 Huey utility helicopter carrying the other five.

The aircraft collided in a remote portion of the Yuma Training Range Complex on the California side of the Chocolate Mountains very close to the Arizona border, Dooley said. The exact location hasn't been confirmed.

"We're still gathering a lot of details as the sun comes up," she said.

It will be at least 24 hours before the Marine Corps releases the names of those killed, Dooley said.

The desert area is favored by the U.S. military and its allies for training because the hot, dusty conditions and craggy mountains replicate Afghanistan's harsh environment and the clear weather allows for constant flying.

Several accidents have happened in the past year involving Marine training in Southern California.

In September, a helicopter went down during a training exercise at Camp Pendleton, killing the two Marines onboard and setting off a fast-moving brush fire at Camp Pendleton.

In August, two Marines were ejected from their F/A-18 Hornet fighter jet as it plunged toward the Pacific Ocean. The two Marines spent four hours in the dark, chilly ocean before they were rescued. Both suffered broken but survived.

In July, a decorated Marine from western New York was killed during a training exercise when his UH-1Y helicopter went down in a remote section of Camp Pendleton.

Another Hornet sustained at least $1 million damage when its engine caught fire on March 30 aboard the USS John C. Stennis during a training exercise about 100 miles off the San Diego coast. Eight sailors, a Marine and two civilians were injured.

A decade ago, in February 2002, a helicopter crash in the Chocolate Mountains California killed two Camp Pendleton Marines and injured two others. The UH-1N Huey was on a routine training mission in the Naval gunnery range.

The AH-1W carries a crew of two, a pilot and gunner, and is considered the Marine Corps' main attack helicopter. The UH-1Y, which is replacing the aging version of the Huey utility helicopter first used during the Vietnam War, carries a crew of one or two pilots, a crew chief and other crew members, depending on the mission.
