The local media reports that under new terms of bilateral and multilateral engagements with the US and the NATO, the Parliamentary Committee has linked the restoration of Islamabad’s cooperation with the permanent halt to the US drone strikes in country’s tribal areas, a clear guarantee not to breach Pakistan’s sovereignty again, an agreement to transfer civil nuclear technology to come out of energy crises and a greater access of Pakistani products to the US and European markets.

Islamabad suspended the vital Nato, supply-line and sharing of intelligence in retaliation to the US led NATO attack on Pakistani security check-post killing 24 of its soldiers in November last year.

However, Pakistan Defence Council, an alliance of over dozens of political and religious parties in an emergency meeting decided to launch country-wide agitation against the government if it reopened the supply-line to the NATO and resumed full scale cooperation in-so-called war on terror.

India to pay for Iran crude in rupees


Yet another of Obama/Clinton's extraordinary accomplishments in diplomacy in service of Americans and strengthening of the dollar

In the wake of the US decision to impose fresh sanctions against the Islamic Republic that would target its oil exports, India announces plans to pay for the Iranian crude it imports in rupees.

A senior Indian government official, speaking on condition of anonymity, said the issue will be addressed when a multi- disciplinary team visits Tehran on January 16 to discuss uninterrupted supply from the major oil producer, the Press Trust of India reported on Sunday.

   Under the proposal, the National Iranian Oil Company (NIOC) will open a rupee account with Indian banks, and can use the money to purchase non-strategic commodities like railway imports.

    India satisfies about three-quarters of its crude demands through imports; and Iran is its second-largest supplier after Saudi Arabia.

    The South Asian country currently pays USD 1 billion every month to Iran for the 370,000 barrels per day of crude oil it purchases from the Islamic Republic. India uses Turkey as a conduit in order to pay for Iranian crude.

Iran has support of China, Russia, among other countries
India has been looking for an alternative payment mechanism for crude from Iran after the Reserve Bank of India in December 2010 announced that payments for Iranian crude oil imports would have to be settled outside the existing Asian Clearing Union (ACU) mechanism.

    The Asian Clearing Union (ACU) mechanism involves the central banks of Bangladesh, Bhutan, India, Iran, Maldives, Myanmar, Nepal, Pakistan, and Sri Lanka.

   Under the mechanism, imports by the nine nations are settled every two-months with every member paying for imports after netting out its exports among the union.

     In February 2011, Iran and India agreed to set up a new mechanism for the oil payments using euros through the Hamburg-based European-Iranian Trade Bank AG (EIH Bank).

But under the US excessive pressure, Germany soon stopped accepting money from India for onward transfer to EIH Bank, sending India to the doorstep of Turkey.

On Thursday, India's National Security Advisor Shiv Shankar Menon held talks with officials from the Indian ministries of finance, petroleum and external affairs as well as the Reserve Bank to explore avenues following indications that Turkey's state-run Halkbank would stop settling oil payments on behalf of India.

    "There are chances that Turkey may come under pressure after a fresh round of US sanctions imposed on Iran," an Indian official said.

   On December 31, US President Barack Obama signed into law fresh economic sanctions against Iran's Central Bank in an apparent bid to punish foreign companies and banks that do business with the Iranian financial institution.

The bill requires foreign financial firms to make a choice between doing business with Iran's Central Bank and oil sector or with the US financial sector.

The legislation will not go into effect for six months in a bid to provide oil markets with time to adjust.

Meanwhile, energy experts say the sanctions could lead to a major hike in crude oil prices and disrupt the interests of the US and its allies that depend on oil imports from Iran.

    Facing major economic troubles, the United States is reportedly the world's largest debtor nation.

Iranian Ambassador to Moscow Seyyed Reza Sajjadi says Iran and Russia have turned to their national hard currencies instead of the American dollar in reciprocal trade exchanges.

Sajjadi said on Saturday that the proposal for the replacement of the US dollar with the Iranian rial and Russian ruble was raised during a meeting between Russia's President Dmitry Medvedev and his Iranian counterpart Mahmoud Ahmadinejad on the sidelines of the 11th meeting of the Shanghai Cooperation Organization (SCO) last June.

    Permanent SCO members include China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. Iran, along with India, Mongolia and Pakistan, is an observer state to the intergovernmental mutual-security organization.

   The Iranian envoy said Tehran and Moscow switched to their national currencies in preference after the meeting between their presidents.

     Sajjadi also pointed to Russia' strong opposition to sanctions against Iran over its nuclear program, saying Russians have clearly announced that they will not accept fresh anti-Iran bids that target the country's Central Bank and financial institutions.

    He also described new US sanctions against Iran as “illegal and unilateral”, stressing that Russia has at times called for a peaceful solution to Iran's atomic case through negotiations.

An American analyst maintains that a possible military strike on Iran by the US or its lackey, Israel, will lead to a vicious circle of retaliation which may draw the whole world into the vortex of war.

“Whether the United States launches a major assault on Iran or Israel does, Iran will retaliate against US troops and probably Israel and possibly the United States itself as well. And the United States will without any doubt re-retaliate for that,” Davis Swanson added.

Noting Washington is ready to start a war against Iran, the analyst said over the past decade, the US has been using every kind of accusation against Iran to convince the world that Iran is an international menace.

   The article which was published on Global Research added, “The United States has labeled Iran an evil nation,…designated part of Iran's military a terrorist organization, falsely accused Iran of crimes including the attacks of 9/11, murdered Iranian scientists and funded opposition groups in Iran.”

    Swanson said in addition to flying drones over Iran, the US has been building up military forces all around the country's borders, while imposing cruel sanctions on Tehran.

He added that in the latest turn of events, the International Atomic Energy Agency (IAEA) has come under “corrupting influence” of the United States to claim that Iran is secretly developing a nuclear weapon.
 
The IAEA claims, he wrote, come despite Iran voluntarily accepting stricter standards than the Agency requires as the country is not obliged under the nuclear Non-Proliferation Treaty (NPT) to declare all of its installations to the Agency.

    Swanson said even if Iran sought to build a nuclear weapon, “strategically, legally, and morally weapons possession is not ground for war, and neither is pursuit of weapons possession.”

“Many in the US government and military oppose attacking Iran…. Much of the Israeli military is opposed [to war] as well, not to mention the Israeli and US people,” he said.

Swanson said the latest concoction against Tehran “is that 'Iran did 9/11' lie” which has been refuted in detail by many researchers both in and outside the United States.

    “Meanwhile, Saudi Arabia, which did play a role in 911 as well as in the Iraqi resistance, is being sold record quantities of that good old leading US export of which we're all so proud: weapons of mass destruction,” he said.

   Warning against possible outcomes of war with Iran, he added that the environmental damage of war would be tremendous as it would trigger a nuclear arms race among regional countries.

The temperature between the West and Iran has increased dramatically. Escalation by both sides coupled with a reckless discourse that has normalised the idea of war have created an environment where military confrontation is a rising probability. The next escalatory step pondered by Europe - in the midst of its own economic crisis - is a total embargo on Iranian oil. An idea that a few months ago was considered a non-starter now has an air of inevitability.

Sanctions are rarely effective. But right before their imposition - at the moment where they remain a withdrawable threat - their effectiveness is at their height. The challenge with multilateral sanctions, however, is that the diplomatic resources required to create concensus around sanctions are so great that once the sanctions threat gains momentum, the commitment of the sanctioning countries to this path tends to become irreversible. Rather than utilising the threat of sanctions to compel a change in policy, they tend to confuse the means with the goal. Backing down from the threat becomes too costly so sanctions become unstoppable - and ineffective.

    This is what happened in May 2010 when the Obama administration and the EU opted for a new round of UN Security Council sanctions on Iran even though Tehran at the last moment succumbed to Western demands on a fuel swap offer.

The Obama administration's limited diplomacy with Iran in October 2009 was centered on a fuel swap aimed at getting 1,200kg of Low Enriched Uranium (LEU) out of Iran in return for fuel pads for a medical research reactor and by that create greater political space for continued talks. But political infighting in Iran and Iranian demands for mechanisms that would guarantee that the fuel would be delivered caused the diplomacy to fall short.

    Though the West recognised that the deal had fallen victim to internal politics in Iran, the US and the EU abandoned diplomacy and returned to the sanctions track by November 2009. But resistance from Russia and China was stiff and a new resolution could not be adopted early Spring 2010 as they had hoped. Far greater diplomatic resources and time had to be invested to win China and Russia's buy-in.

Moscow and Beijing were not the only obstacles. Turkey and Brazil, who also served on the UN Security Council at the time, believed that diplomacy could still be resurrected. With Washington's half-hearted blessing, the two states embarked on their own mediation effort in order to get Iran to yes.

    With a letter in hand from Obama declaring Washington's desire to see 1,200kg of Iranian Low Enriched Uranium put in escrow in Turkey, the Brazilians and Turks headed to Tehran for an 18-hour marathon negotiation. The West did not expect them to be successful, after all, the Iranians were not interested in a deal, White House officials believed. Still, Turkey and Brazil needed to experience failure on their own in order for them to come onboard with sanctions.

Obama, Clinton have not figured out Iran is not Iraq
After two days of talks, Brazil and Turkey shocked the West - they had an agreement. These two up and coming states had succeeded where the US and the EU powers had failed for years. Though some facts had changed on the ground, the deal - the Tehran Declaration - followed the benchmarks of the US proposal from only six months earlier and the guidelines listed in Obama's letter to the leaders of Turkey and Brazil.

    But rather than viewing this as the diplomatic breakthrough the West had sought in October 2009, it was viewed as a deceptive Iranian trick. Unbeknownst to Turkey and Brazil, Obama had secured Russia and China's approval for sanctions only a day before the talks in Tehran began. Almost without reflection, Sectary of State Hillary Clinton gave the agreement the death knell, declaring in the US Senate that Washington's response was to adopt a sanctions resolution at the UN, while adding that this diplomatic efforts had made “the world more dangerous.”

The British viewed the agreement as a “distraction.” Israel's Deputy Foreign Minister Danny Ayalon told me that it was a “blatant ploy” by Iran and that Turkey and Brazil had been taken for a ride. Connecting the agreement with the UN vote in a negative way, a senior EU official told me that “If you look at the timing of the Tehran Declaration, it was done at the eve of the vote. Is that a very credible sign? ... The P5 didn't want any monkey business at that time.”

    The sanctions momentum had become too great - the lure of the sanctions trumped the diplomatic breakthrough it ostensibly was supposed to bring about. Once concencus on sanctions among the five permanent members of the UN Security Council had been reached, it was deemed more valuable than a nuclear opening.

Now the EU is about to repeat this mistake. One the one hand, the EU is aggressively moving forward with an oil embargo - a step that a senior EU official explained to me as the last step short of war. On the other hand, a new round of talks is in the making.

    Sceptics will argue that the Iranians are only coming to the table due to the sanctions pressure and that their aim is to undo the sanctions momentum. This is an astonishing statement. After all, the official objective of the sanctions are to get Iran back to the table.

    If a new round of talks take place, there should be little doubt that negotiations will be tough. The divide between the two sides has grown as a result of the mutual escalation. And political space for the kind of sustained diplomacy needed to produce a breakthrough is in short supply in the US, Iran and the EU. 
 
    Rather than a negotiation, we are likely to see yet another exchange of ultimatums. But if the EU repeats the mistake of 2010 and lets its mistrust overtake its judgement and imposes an oil embargo prior to the next meeting, then diplomacy will likely be dead on arrival.

Forget 2012 prophecies, Mayan calendars and lurking planets that go only by the name "X" … there’s an even kookier conspiracy theory in town, and it has to do with our nation’s fearless leader and his teenage teleportation adventures on Mars.

    Yes, you read that right.

    It seems that two government employees and self-professed time-travelers — er, "chrononauts" — Andrew D. Basiago and William Stillings have come forth and named President Obama as one of their own, along with the current head of DARPA, Regina Dugan.

   (DARPA, if you don’t know, is the agency responsible for keeping U.S. defense up-to-date with advancements in technology. Begun as a response to the Sputnik program in the late 50s, DARPA finds ways to integrate cutting-edge tech developments into stuff the military might want.)

    Basiago, a Washington state lawyer, says that he was part of a time travel program developed by DARPA in the 1970s code-named Project Pegasus. He and Stillings claim that both Obama and Dugan were in their "Mars training class" at California’s College of the Siskiyous in 1980, part of a group of 10 young adults chosen to travel to Mars via a top-secret teleportation "jump room."

But wait, there’s more.
