WAYNE MADSEN SPECIAL REPORT : Retaliation Against Siegelman Has Roots In Bush 41 Crimes

Bush crime family murders, assassinations now being fully exposed

The re-imprisonment of former Alabama Democratic Governor Don Siegelman by George W. Bush-appointed U.S. Judge Mark E. Fuller is part of a political retaliation process that has its roots in the Iran-contra scandal, according to a high-level WMR source.

After being freed on bond while his trumped up political corruption conviction was being appealed, Fuller has ordered Siegelman to return to federal prison on September 11.

While he served as Alabama Attorney General from 1987 to 1991, Siegelman. according to our well-placed source, was actively pursuing a criminal investigation of several key Alabama players in the Iran-contra scandal. The time period coincided with the investigation of the Iran-contra scandal by independent special counsel Judge Lawrence Walsh, appointed special counsel on December 19, 1986, less than a month before Siegelman became Alabama Attorney General. 

From 1979 to 1986, Siegelman was Alabama Secretary of State, a position in which he had access to the corporate filings of the various Iran-contra related firms that had been incorporated in the state. Walsh managed to get convictions of two of the chief Iran-contra figures, National Security Adviser Admiral John Poindexter and his subordinate Lt. Col. Oliver North. Poindexter's and North's convictions were later reversed but Walsh also indicted Secretary of Defense Caspar Weinberger and implicated George H. W. Bush as an un-indicted co-conspirator in the Iran-contra affair.

What happens to those who cross the Bush crime family: the body of CIA pilot and DEA informant Barry Seal after his plea agreement with the government. Vice President George H W Bush's personal phone number was found in the trunk of Seal's car after his gangland-style murder by alleged Medellin cartel gang members. After Seal was murdered, Siegelman, as Alabama Attorney General, began investigating the criminal operations of the Bushes in Alabama and their cronies, including a small town Alabama lawyer named Mark Fuller. Fuller, now a federal judge, tried Siegelman in a trumped up corruption case and has ordered him back to prison -- on September 11

Walsh, a former federal judge on the U.S. District Court for the Southern District of New York and deputy Attorney General in the Eisenhower administration and who is still alive today at the ripe old age of 100, issued his final report on Iran-contra in 1993. But what has not been known, up until now, is the role that Siegelman, as the chief law enforcement officer for Alabama, played in the aspects of the Iran-contra investigation. The investigation touched on the roles of leading Alabama Republican officials in facilitating the smuggling of weapons to the Nicaraguan contras and Iran in return for illegally imported money and drugs from Latin American criminal cartels in Colombia and Panama.

Siegelman's investigation centered on the town of Enterprise in Coffee County, southeast Alabama, a nexus for covert CIA aviation operations that were networked across the Gulf coast from Florida to Louisiana. Republican U.S. Representative Terry Everett, who lived in Enterprise, was a principal of Doss Aviation, a firm that provided aviation logistics services to planes that ferried weapons to Latin America and returned to non-descript airfields in the deep South laden with cocaine. Eventually, Everett turned over control of Doss Aviation to Fuller, then an Enterprise attorney. Fuller continued to maintain 43.75 percent ownership of Doss shares after he was appointed as the U.S. judge for the Middle District of Alabama until last December when he sold the shares to the New York investment firm owned by former Secretary of the Navy John Lehman. Fuller may continue to hold shares in another CIA proprietary firm, Oceaneering International, Inc., which operates out of Houston and Panama City, Florida and has been linked to the Bush family's transport of gold bars from the Philippines after the overthrow of that nation's long-time dictator Ferdinand Marcos. The gold has been used since to covertly fund a number of CIA and Bush operations, including the nationwide vote rigging that resulted in the re-election victory of George W. Bush in 2004.

One of the banks that laundered funds for Iran-contra was American Bank and Trust of Pensacola. The bank was involved in a major financial fraud involving Topsail Development Limited of Pensacola. On August 10, 2012, WMR reported on the connections between the scandal, the assassination of Judge Vance, and Fuller -- information that would have been certain to be knowledgeable to then-Attorney General Siegelman: "the FBI team investigating VANPAC [the murder of Vance and threats against other federal judges] set up shop in the vacant Citizen's Bank building in Enterprise, Alabama. 

The bank, according to [investigative journalist John] Caylor, was intimately involved in the money laundering activities of Parker Brown Refueling and Doss Aviation and the accountants of Barr, Brunson & Bowden, which helped cook the books for the firms and the banks based in Enterprise, including Doss Aviation, Parker Brown Refueling, and gambling interests in Alabama, the latter the subject of a recent major bribery investigation by the Justice Department. The accountants were, in turn, linked to a firm in Houston, Development Group Inc. (DGI), and another firm, Topsail Development, Ltd., which were connected to the Bush family and the CIA. In addition, Fuller, was, while District Attorney for the 12th Circuit of Alabama, for a period of time, the deed holder of the Colonial Bank of Birmingham, Alabama, which was, on April 15, 2011, ordered closed as a failed bank by the federal Office of Thrift Supervision." American Bank and Trust of Pensacola eventually collapsed after over-extending itself on Iran-contra related loans. It also didn't help that the bank was owned by the soon-to-collapse CIA global money laundering operation, the Bank of Credit and Commerce International (BCCI).

It should be noted that Lehman served as Navy Secretary from 1981 to 1987, leaving just as Walsh's and Siegelman's investigation of their respective leads in the Iran-contra affair began in earnest. "The Enterprise" involved the covert logistical use of Pensacola Naval Air Station by CIA contract airlines like Southern Air Transport, the former Air America of Southeast Asia infamy, to ferry arms to Latin America from U.S. government armories, via Pensacola and civilian airports like the one in Crestview, Florida, the home base of CIA contract airline Tepper Aviation, and Vigie and Hewannora airports in St. Lucia, the home bases of CIA proprietary airline St. Lucia Airways. 

Another CIA proprietary airline was Vortex Air International, Inc. of Miami, which flew weapons and drug missions for the Iran-contra conspirators from New Orleans to San Andres, a Colombian island in the Caribbean, and San Salvador, El Salvador. Vortex, owned by Michael Palmer, one of the largest smugglers of marijuana into the United State, was under contract to the Nicaraguan Humanitarian Aid Office, a CIA cut-out that was run by North and Assistant Secretary of State for Inter-American Affairs Elliott Abrams. Abrams was later convicted for the Iran-contra conspiracy but was, along with fellow convicted conspirators, pardoned by President George H W Bush. In 1985, the Pentagon provided cover for the Boland Amendment-violating arms shipments to the contras by conducting a number of "training exercises" in the Central American region, including Operation Kindle Liberty '85 at Fort Sherman, Panama.

Lehman is a former member of the now totally discredited 9/11 commission. A Doss subsidiary, Professional Aviation Training Service LLC, was, as previously reported by WMR, involved in the training of Saudi, Iranian, and Egyptian pilots, including one Mohammed Atta, an Egyptian Air Force Lieutenant Colonel who would later be accused of flying American Airlines flight 11 into the North Tower of the World Trade Center. Fuller, in ordering Siegelman to report back to prison on September 11, 2012, is fully aware of the importance of that date and Fuller's subliminal message serves as a stark warning to anyone who may think about pursuing criminal investigations of what was called "The Enterprise" by Oliver North.

"The Enterprise," named for the ostensibly sleepy Alabama town, links Iran-contra to 9/11. Fuller's mere presence on the federal bench in Montgomery, Alabama was engineered by individuals like Karl Rove to ensure that federal judicial benches in the South were void of Democrats who were in a position to jail the principal players in Iran-contra and 9/11. Although the statute of limitations would now prevent any prosecutions involving Iran-contra, there are no statutes of limitation for capital crimes, including murder. 

And "The Enterprise" has enough dead bodies to fill a small stadium.

The dead include U.S. Fifth Circuit Court of Appeals judge and former Siegelman law partner and mentor Robert Vance, assassinated by a mail bomb in 1989. The mail bomb that killed Vance was part of an attempt to intimidate and drive from the federal bench Democratic judges who posed a threat to "The Enterprise." Dozens of judges across the South, in states heavily involved in the CIA's and "The Enterprise's" smuggling of weapons to and drugs from Latin America -- Florida, Alabama, Mississippi, Louisiana, South Carolina, Arkansas, Tennessee, and Georgia -- were threatened in the mail bombing campaign. In addition, CIA Iran-contra pilot and Drug Enforcement Administration informant Barry Seal, who was prepared to provide evidence about the involvement of senior White House officials in drug and weapons smuggling, was gunned down at a Baton Rouge halfway house after his arrest in a drug sting.

Although the assassination of Seal was blamed on members of the Medellin drug cartel, there is ample evidence that Seal's cooperation with the authorities endangered then-Vice President George H W Bush. The "hit men" were not dispatched by the Medellin cartel but were former employees of Southern Air Transport likely dispatched by the Iran-contra conspirators to eliminate Seal as a potential witness against them. The vice president's personal phone number was found in the trunk of Seal's car after his brutal murder. Seal was no stranger to Enterprise, Alabama and knew all the principal players involved in the CIA's off-the-books operation: Everett; Bush operative Alabama Air National Guard General and real estate businessman Bowen Ballard; Alabama Republican Representative Bill Dickinson; and Fuller.

Although the much-politicized FBI and the top leadership of the DEA could not be relied upon to carry out an investigation of Iran-contra and its links to politicians and businessmen in Alabama, Judge Walsh's team of investigators that fanned out across the country and around the world to pin down leads in the investigation of the scandal, was supplemented by investigators working for the chairman of the U.S. Senate subcommittee on Narcotics, Terrorism and International Operations, Senator John Kerry (D-MA). 

Whether or not Walsh's or Kerry's investigators received evidence on the covert Alabama operations from Siegelman is not known, however, as Alabama's chief prosecutor, Siegelman would continue to be bound by laws governing the non-disclosure of evidence in criminal cases in which charges were never filed.

It is known that North considered an offer by the Medellin cartel to supply $1.5 million to the Nicaraguan contras. The arms smuggling operations, which were partly based among the officer corps at Maxwell Air Force Base in Montgomery, Fort Rucker, near Dothan, and Redstone Arsenal in Huntsville and which involved members of the Alabama National Guard with retired Air Force General Richard Secord acting as a liaison, may have become known to Siegelman's investigators. Kerry's files include a diary entry from North that noted a phone call from Secord to North that discussed the purchase of weapons by the contras from a Honduran warehouse. The money for the weapons came from Saudi Arabia, which was then involved in the program that saw Doss Aviation and its subsidiary training Saudi pilots. Secord also dealt with Miami businessman Jeb Bush to facilitate the shipments of weapons out of and drugs into Opa-Locka Airport near Miami using Southern Air Transport corporate partners and his own personal connections to his father, the Vice President.

North's operations had the full support of his Panamanian interlocutor, General Manuel Noriega. An August 23, 1986 email from North to Poindexter stated, You will recall that over the years Manuel Noriega in Panama and I have developed a fairly good relationship." Noriega told North that if the Bush administration would help clean up the Panamanian leader's tarnished image in the United States, he, in turn, would ensure the contras were victorious over the Nicaraguan Sandinista government. Noriega offered to sabotage Nicaragua's key infrastructure and North wanted to pay the general $1 million from "Project Democracy" funds garnered for the illegal sale of U.S. weapons to Iran. North met Noriega in London on September 22, 1986, and Noriega offered to sabotage Managua area airports, an oil refinery, the electric system, and telecommunications network. As a sweetener, Noriega threw in the offer of using his own Panamanian commandos, assisted by Israeli special operations officers, to train the contras and Afghan mujaheddin in Panama. The plan collapsed after the exposure of the Iran-contra conspiracy.

The assassination and intimidation of those who were in a position to bring down The Enterprise, including members of the Bush family, particularly then-Florida businessman Jeb Bush -- who was heavily involved with the Contras and Central American death squads through his business deals with Cuba's gusano expatriate businessmen in Miami -- were all of keen interest to the Democratic Attorney General of Alabama. His incarceration is another example of the Bush crime family, using bag men like Fuller and Rove, to carry out their political vendettas and score settling.

Ever since the Bush family's links to Iran-contra were exposed, there has been a concerted effort to erase their complicity in the operation. As President, Bush 41 launched Operation Just Cause to remove Noriega from power in Panama and Operation Nifty Package to force him from diplomatic asylum in the Vatican embassy in Panama City. But they were not the only operations that sought to eliminate Noriega as a potential source of embarrassing information about the Bush family and their criminal colleagues. Operation Acid Gambit freed from prison in Panama CIA agent Kurt Muse who was imprisoned by Noriega in Carcel Modelo prison and who risked exposing the CIA's clean-up operation regarding Noriega and his government.

After the exposure of Iran-contra and before and after he became president, Bush authorized a number of covert U.S. military and CIA operations to get rid of Noriega. They included Operations Blue Spoon, Elaborate Maze, Eloquent Banquet, Gable Adder, Klondike Key, Nimrod Dancer, Prayer Book, and Purple Storm.

Post-U.S. invasion Operation Promote Liberty also saw covert CIA and Special Operations teams scouring Panamanian military, intelligence, banking, and corporate files to eliminate any traces of the past weapons, training, and drug deals between Noriega and the Reagan-Bush Iran-contra conspirators. But the clean-up did not end with Panama. After the fall of the Soviet Union, a Southern Air Transport C-130 was sent to Moscow to bring back to the United States the bulk of the KGB's intelligence archives, including files that implicated Bush and his cronies in every major covert operation from the assassination of President John F. Kennedy in 1963 to their conspiracies to oust Richard Nixon in Watergate, sell weapons of mass destruction and components to Saddam Hussein, and to trade weapons for hostages and weapons for drugs in the Iran-contra scandal.

One of Muse's CIA bosses was Jose Rodriguez, the man who became the head of CIA clandestine operations, including the torture of detainees and rendition flights, and who destroyed the tapes of CIA post-9/11 torture sessions. One of the Rodriguez's rendition airlines was Summit Aviation, based in Middleton, Delaware, which was also linked to Vortex, the airline that flew weapons and drugs to and from Central America during Iran-contra.

The fact that President Obama has failed to pardon Siegelman or, at least, commute his prison sentence, is more evidence of Obama's past ties to the CIA and his continuing service to the agency's agenda. Obama's Justice Department recently decided not to prosecute anyone from the CIA for the kidnapping, rendition, and torture program, including Rodriguez. The Obama administration has been as committed to giving the CIA a pass for illegal activities as it has in ensuring Siegelman goes back to prison. Obama is as much a product of the CIA's tangled web of deception and mire of muck as is Fuller and Mr. Obama will do anything necessary to protect his longtime employer and benefactor. And if that includes allowing guilty men to walk free and innocent men like Siegelman to waste away in prison, so be it.
